Statement of Issue: The City's Classification Plan needs to be amended to incorporate
changes considered by the Personnel Commission.
Funding Source: Funding for proposed compensation is included in the FY 2005-06
budget.
Recommended Action: Motion to:
1. Adopt Resolution NoA�,0O(o-/S a Resolution of the City Council of the City of Huntington
Beach amending the City Classification Plan by revising the job specification for the
classification of Field Service Representative and revising the job specification for the
classification of Telemetry Instrument Technician and changing the job title to Supervisory
Control and Data Acquisition (SCADA) Technician and increasing compensation for the
classification of Purchasing and Central Services Manager.
Alternative Action(s): Reject amendments or revisions to the classification plan or reject
proposed compensation. In accordance with Personnel Rule 12-4, if an amendment to the
City's Classification Plan is rejected by the City Council, the City Council is to refer such
amendments or revisions back to the Personnel Commission with reasons for rejection and
its recommendation thereon.

Analysis:
The Personnel Commission has considered the following classification amendments to the
City's Classification Plan:
1. At the Personnel Commission meeting on January 18, 2006, staff reported that the
job specification for Field Service Representative primarily focused on duties and
responsibilities of the position in the City Treasurer's Office, i.e. ensuring business
licensing requirements are met and issuing notices or citations for noncompliance.
No details were provided regarding essential functions of the position when assigned
to the Public Works Department. When assigned to the Maintenance Operations
Division, the incumbent coordinates the City's recycling and weed abatement
programs; and when assigned to Utilities, the incumbent performs customer service
duties in the field as they relate to municipal services billing. Staff proposed the
classification be modified to more accurately reflect the various duties based upon
assignment and to facilitate recruitment efforts.
2. At the Personnel Commission meeting on March 15, 2006, staff reported that as a
result of the Public Works Department reorganization in July 2003, the Utilities
Division was created to incorporate both water and wastewater operations.
Consequently, the classification of Telemetry Instrument Technician that previously
was assigned technical duties for wastewater facilities only now required revisions to
include tasks related to water facilities as well. Further, with the establishment of a
Supervisory Control and Data Acquisition (SCADA) Coordinator, the role of the
technician would be to assist the SCADA Coordinator in upgrading, standardizing
and maintaining the division's SCADA, telemetry and electrical systems and serve
as the primary contact in the field. To provide consistency and better alignment,
staff also proposed the job title of Telemetry Instrument Technician be changed to
SCADA Technician.
The approved recommendations included:
a) Revise the job specification for the classification of Field Service Representative.
b) Retitle and revise the job specification for the classification of Supervisory Control
and Data Acquisition (SCADA) Technician.
At its November 3, 2003 meeting, the City Council directed the City Administrator to make
improvements to the City's contracting processes. Improvements were to include the
development of an annual training program for processing all types of contracts and
assigning a single department contract coordinator to ensure proper processing of
contracts. In the FY 2005-06 budget, the City Council approved an additional position in
the Finance Department to address contract administration duties on a citywide basis.

A Senior Administrative Analyst will be assigned to work with departmental liaisons to
develop and to review various contracts before they are issued. In addition, the incumbent
will assist with developing the scope of work in Requests for Proposals (RFPs), contract
terms and conditions, and standardizing the RFP format to include methodology, pricing
and qualifications as well as develop a process via the City's intranet to educate the public
on City procurement procedures and design a training program for City staff on contract
development.
This Senior Administrative Analyst will report to the Purchasing & Central Services
Manager in the Finance Division. The current monthly salary range for the Purchasing &
Central Services Manager position is $5,872 - $7,274 (Range 550) and $5,616 - $6,956
(Range 541) for a Senior Administrative Analyst. This creates a compaction issue between
the supervisor and subordinate as there would only be a 4.5% differential between the
Senior Administrative Analyst and the supervising position. Therefore, it is proposed that
the salary range for the Purchasing & Central Services Manager position be adjusted by an
increase of 5.5% for a monthly salary range of $6,204 - $7,685 (Range 561) for a 10%
differential.

AMENDING THE CLASSIFICATION PLAN BY REVISING THE JOB SPECIFICATION
FOR THE CLASSIFICATION OF FIELD SERVICE REPRESENTATIVE AND REVISING
THE JOB SPECIFICATION FOR THE CLASSIFICATION OF TELEMETRY INSTRUMENT
TECHNICIAN AND CHANGING THE JOB TITLE TO SUPERVISORY CONTROL AND
DATA ACQUISITION(SCADA)TECHNICIAN AND INCREASING COMPENSATION
FOR THE CLASSIFICATION OF PURCHASING AND CENTRAL SERVICES MANAGER
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the
recommended changes to the City Classification Plan were considered by the Personnel
Commission; and
At a public hearing held on January 18, 2006 the Personnel Commission approved to
recommend to the City Council that the City's Classification Plan be amended by revising the
job specification for the classification of Field Service Representative; and
At a public hearing held on March 15, 2006, the Commission approved to recommend to
the City Council that the City's Classification Plan be amended by revising the job specification
for the classification of Telemetry Instrument Technician and changing the job title to
Supervisory Control and Data Acquisition (SCADA) Technician; and
In providing for Citywide contract administration duties through the newly budgeted
position of Senior Administrative Analyst for FY 2005-06 in the Finance Department, staff
recommends increasing the compensation of the Purchasing and Central Services Manager to
establish a ten percent differential between the supervisor and employee,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach as follows:
1. To revise the job specification for the classification of Field Service
Representative as set forth in Exhibit A, attached hereto and incorporated herein by this
reference.
2. To Revise the job specification for the classification of Telemetry Instrument _
Technician and changing the job title to Supervisory Control and Data Acquisition (SCADA)
Technician as set forth in Exhibit B, attached hereto and incorporated herein by this reference.
3. To increase the compensation range for the classification of Purchasing and
Central Services Manager by five and one-half percent (5-1/2%)to Range 561: $6,204 -$7,685.

DUTIES SUMMARY
Under general supervision, performs technical field and office work involving
compliance with business licensing requirements; resolving municipal services billing
issues; servicing the City's refuse collection franchise; and administering weed
abatement program.
DISTINGUISHING CHARACTERISTICS
The Field Service Representative is responsible for field inspection of commercial and
residential properties for licensing, public health, revenue generation and code
compliance. When assigned to Business License, the Field Service Representative is
primarily conducting field inspection for compliance with the business license code.
When assigned to Public Works Maintenance the primary function is enforcement of the
City's refuse franchise compliance. When assigned to Public Works Utilities the primary
function is customer service field response related to municipal services billing.
EXAMPLES OF ESSENTIAL DUTIES
Performs field inspections to enforce applicable business licensing requirements, refuse
franchise compliance, and municipal code compliance. May inspect residential
properties, commercial businesses, construction sites, transient businesses and vacant
properties; conducts follow-up investigations, and issues notices or citations as
appropriate for non-compliance. Researches various sources to identify business
concerns that require licensing. Investigates new, delinquent or non-compliant
businesses and residences. May review and issue new business licenses, may
inactivate licenses for closed business, may issue special use and recycling permits,
and may process licensing fees. Coordinates field inspection activities with other
departments as necessary.
Serves as a liaison between customers, City and contractors in identifying cause and
possible solutions for service issues and questioned municipal services bills; takes
corrective action based on findings. Coordinates between contracted refuse hauler,

public works, city treasurer, finance, refuse and information systems in resolving billing
and account problems in the business licensing and municipal billing system; performs
account maintenance, calculates credits, debit and meter reading adjustments. Assists
with the processing of utility and refuse collection service applications and
discontinuances. Inspects property to ensure billing accuracy, checking dwelling units,
type of dwelling, leaks, high usage, meter locations and proper service address.
Coordinates meter repairs; turns service on/off, pulls meters, and assesses fees and
damages as appropriate; identifies and tracks certificates of occupancy in developments
with master meters to assure proper revenue collection. Performs various duties to
assist customer service including restoring disconnects, reading meters and responding
to hazards.
Researches various sources to identify parcels and owners for abatement notifications;
supervises contractors to ensure proper posting and abatement; prepares billing
documents to ensure recovery of the City's costs for private property weed abatement.
Answers questions in person, in writing and on the phone regarding the City's refuse
franchise, residential and commercial refuse collection rates and program, inspections,
business licensing requirements, high consumption, or municipal services bills.
Schedules inspections and appointments as appropriate. Documents daily inspections,
results and violations. Performs duties of co-workers or supervisor as necessary to
ensure continuity of operations during absences. Adheres to appropriate safety rules
and guidelines.
The preceding duties have been provided as examples of the essential types of work
performed by positions within this job classification. The City, at its discretion, may add,
modify, change or rescind work assignments as needed.
QUALIFICATIONS

Experience: Two (2) years of public contact experience. Experience involving
customer service and compliance with rules and regulations is desirable.
Certifications/License: Due the performance of field duties which requires operation of
a City vehicle, possession of a valid California motor vehicle operator's license and
maintenance of an acceptable driving record may be required. When assigned to
Business License, an incumbent must successfully complete PC 832 training for the

calibration of all direct and remote computerized telemetry monitoring and data logging
controls for water and wastewater facilities, and performs other duties as required within
the scope of the classification.
DISTINGUISHING CHARACTERISTICS
The SCADA Technician is a single position job class with responsibility for performing
journey level installation and repair work in maintaining the complex electronic,
diagnostic and communication equipment within the City's water and wastewater
sections of the Utilities Division.
EXAMPLES OF ESSENTIAL DUTIES
Installs, maintains, calibrates and repairs electronic, computerized, and diagnostic
testing equipment; inspects and diagnoses operating problems on pumps, electrical
motors, instrumentation systems, communication systems, power distributions systems
and automatic control systems.
Researches and analyses cost estimates, flow estimates, deficiency reports and
contingency plans.
Performs record keeping and maintains files on work performed; attends training;
