Statement of Issue: The City's Classification Plan needs to be amended to incorporate
changes considered by the Personnel Commission at their regularly scheduled meetings in
April through July 2006.
Funding Source: Funding for proposed compensation is included in the FY 2005-06
budget.
Recommended Action: Motion to:
1. Adopt Resolution No&6-6�a Resolution of the City Council of the City of Huntington
Beach amending the City Classification Plan by revising class specifications for the
positions of Mechanic III, Water Distribution Maintenance Crewleader, Water Distribution
Meters Leadworker, Water Systems Technician 11, Cross Connection Control Specialist,
Wastewater Maintenance Service Worker, Principal Civil Engineer, Risk Manager, Permit
Technician, Senior Permit Technician, Building Plan Checker 1, Building Plan Checker 11,
Permit & Plan Check Supervisor, Plan Check Engineer, Permit and Plan Check Manager,
Building Inspector 11, Building Inspector III, Principal Electrical Inspector and Inspection
Manager, including revising the class specification for Combination/Structural Inspector
Supervisor and changing the job title to Inspection Supervisor, revising the class
specification for Senior Deputy City Attorney/Litigator and changing the job title to Senior
Deputy City Attorney, and revising the class specification for Economic Development
Project Manager Assistant and changing the job title to Project Manager Assistant.
Alternative Actionts): Reject amendments or revisions to the classification plan. In
accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is
rejected by the City Council, the City Council is to refer such amendments or revisions back
to the Personnel Commission with reasons for rejection and its recommendation thereon.

Analysis:
The Personnel Commission has considered the following classification amendments to the
City's Classification Plan:
1. At the Personnel Commission meeting on April 19, 2006, staff proposed that the
minimum qualifications for positions in the Public Works Maintenance Operations
and Utilities be revised to change the requirements for a specific license or
certification upon hire to allowing a candidate to obtain the license or certification
within the probationary period. This flexibility is to assist a greater applicant pool in
the recruitment process.
The approved recommendations included:
a) Revise the job specification for the classification of Mechanic III.
b) Revise the job specifications for Water Distribution Maintenance Crewleader, Water
Distribution Meters Leadworker, Water Systems Technician 11, Cross Connection
Control Specialist and Wastewater Maintenance Service Worker in the Utilities
Division of the Public Works Department.
2. At the Personnel Commission meeting on June 21, 2006, staff reported that a critical
vacancy existed in the Transportation Division of the Public Works Department for a
Principal Civil Engineer. This Civil Engineer position is an advanced journey level,
supervisory engineering classification assigned to handle difficult and complex civil
engineering work in one of four areas--capital projects, engineering services,
transportation or water quality. For recruitment purposes staff proposed revising the
minimum qualifications to include duties and responsibilities specific to traffic
engineering and transportation planning. In addition at this meeting, staff
recommended the classification of Risk Manager be revised to reflect organizational
and program changes.
The approved recommendations included:
c) Revise the job specification for the classification of Principal Civil Engineer.
d) Revise the job specification for the classification of Risk Manager.
3. At the Personnel Commission meeting of July 19, 2006, staff reported that the
certifying agencies for building inspection, permit and plan checking certifications
had changed. In addition, it was proposed that the job title for Combination
Structural Inspector Supervisor be changed to Inspection Supervisor. Also, staff
proposed revisions and job title changes to the classifications of Senior Deputy City
Attorney/Litigator and Economic Development Project Manager Assistant to broaden

the classifications, remove specialty designations, and retitle the positions to Senior
Deputy City Attorney and Project Manager Assistant.
The approved recommendations included:
e) Revise the job specification for the classifications of Permit Technician, Senior
Permit Technician, Building Plan Checker I, Building Plan Checker II, Permit & Plan
Check Supervisor, Plan Check Engineer, Permit and Plan Check Manager, Building
Inspector 11, Building Inspector III, Principal Electrical Inspector, and Inspection
Manager.
f) Retitle and revise the job specification for the classification of Combination Structural
Inspector Supervisor to Inspection Supervisor.
g) Retitle and revise the job specification for the classification of Senior Deputy City
Attorney/Litigator to Senior Deputy City Attorney.
h) Retitle and revise the job specification for the classification of Economic
Development Project Manager Assistant to Project Manager Assistant.

WHEREAS, the City Council of the City of Huntington Beach wishes to amend
the City Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the
changes to the City Classification Plan were considered by the Personnel Commission
during public hearings held on April 19, 2006; June 21, 2006; and July 19, 2006; and
The Commission voted to recommend to the City Council that the City's
Classification Plan be amended by revising and updating the license/certification
requirements for the classifications of Building Inspector II, Building Inspector III,
Building Plan Checker I, Building Plan Checker II, Cross Connection Control Specialist,
Inspection Manager, Mechanic III, Permit & Plan Check Supervisor, Permit & Plan
Check Manager, Permit Technician, Plan Check Engineer, Principal Civil Engineer,
Principal Electrical Inspector, Senior Permit Technician, Wastewater Maintenance
Service Worker, Water Distribution Maintenance Crewleader, Water Distribution Meters
Leadworker, and Water Systems Technician II; and
The Commission also voted to recommend to the City Council that the City's
Classification Plan be amended by revising the classifications for Risk Manager, Senior
Deputy City Attorney/Litigator, Economic Development Project Manager Assistant; and
Combination/Structural Inspector Supervisor and changing the job titles for the latter
three classifications to Senior Deputy City Attorney, Project Manager Assistant, and
Inspection Supervisor, respectively.

NOW, THEREFORE, the City Council of Huntington Beach does hereby resolve
as follows:
1. Modify the existing class specifications for Building Inspector II, Building
Inspector III, Building Plan Checker I, Building Plan Checker II, Cross Connection
Control Specialist, Inspection Manager, Mechanic III, Permit & Plan Check Supervisor,
Permit & Plan Check Manager, Permit Technician, Plan Check Engineer, Principal Civil
Engineer, Principal Electrical Inspector, Senior Permit Technician, Wastewater
Maintenance Service Worker, Water Distribution Maintenance Crewleader, Water
Distribution Meters Leadworker, Water Systems Technician II, Risk Manager in the
City's Classification Plan as set forth in Exhibit A, which is attached hereto and
incorporated herein by this reference.
2. Modify the existing class specification for Senior Deputy City
Attorney/Litigator and change the job title to Senior Deputy City Attorney in the City's
Classification Plan as set forth in Exhibit B, which is attached hereto and incorporated
herein by this reference.
3. Modify the existing class specification for Economic Development Project
Manager Assistant and change the job title to Project Manager Assistant as set forth in
Exhibit C, which is attached hereto and incorporated herein by this reference.
4. Modify the existing class specification for Combination/Structural Inspector
Supervisor and change the job title to Inspection Supervisor in the City's Classification
Plan as set forth in Exhibit D, which is attached hereto and incorporated herein by this
reference.
5. All other provisions of the City's Classification Plan shall remain the same.

DISTINGUISHING CHARACTERISTICS
This is a journey level position that reports to the section head.
EXAMPLES OF ESSENTIAL DUTIES
Performs combination inspection; inspects structural, plumbing, mechanical and
electrical installations and swimming pools to ensure compliance with adopted codes in
all residential and commercial projects; adopted codes shall include, in part, the
Building, Plumbing, Mechanical and Electrical Codes, State Energy and Handicapped
Codes, City Ordinances and State and local laws and codes where appropriate; reviews
and approves residential and commercial plans and layouts, prior to issuance of
permits.
Investigates construction for evidence of illegal practices and checks existing
construction for deterioration and hazardous conditions; assists and advises
contractors, craftsmen and homeowners regarding pertinent regulations; assembles and
writes reports; maintains records of work performed; makes code interpretations;
answers verbal and written complaints in regard to all types of building installations as
assigned; deals with difficult people in a constructive manner; analyzes practices and
recommends improvements; delivers and promotes quality customer service.

Knowledge of: Adopted Building, Mechanical, Plumbing and Electrical Codes, State
and local codes and standards and all other building related codes and ordinances as
adopted by the State or the City of Huntington Beach; methods and practices involved
in construction; arithmetic and basic algebra; basic engineering principles concerning
the resistance of both lateral and vertical loading; computer equipment; quality service
practices; safety issues and liability reduction
Ability to: Conduct inspections; read and understand drawings, diagrams and
specifications for construction projects; prepare reports and communications;
communicate clearly and concisely, both orally and in writing; communicate and deal
effectively with architects, engineers, contractors and the general public; perform
arithmetic and basic algebraic functions; ensure safety and professional work standards
are met; establish and maintain cooperative working relationships with those contacted
in the course of work; deliver quality customer service; work independently and as a
team member; propose and administer change.
Education: The equivalent of a high school diploma.
Experience: Five (5) years experience in a construction trade or an equivalent
combination of experience and training, including one (1) year performing combination
inspections for a government agency or equivalent.
Certifications/License: Due to the performance of field duties that may require
operation of a City vehicle, possession of a valid California motor vehicle operator's
license may be required along with an acceptable driving record; certification by the
International Code Council (ICC) and California Building Officials (CALBO) as a Building
Inspector CBC and Electrical Inspector CEC, or as a Building Inspector CBC, Plumbing
Inspector CPC, and Mechanical Inspector CMC. Certifications by other approved model
code organizations in the categories indicated may be accepted if they are determined
by the Director to be equivalent.
RECLASSIFICATION CRITERIA: Eligible for reclassification to Building Inspector III
upon attainment of appropriate certifications and three (3) years combination inspection
for a government agency, a year of which must be at the Building Inspector II level.

scope of the classification.
DISTINGUISHING CHARACTERISTICS
The Building Plan Checker is a journey level position. The incumbent reports to the
Division Head and provides general plan review and counter services.
EXAMPLES OF ESSENTIAL DUTIES
Checks plans and specifications of buildings and structures for compliance with the
adopted Building Code and related construction codes and regulations; consults with
architects, engineers, contractors and owners regarding matters such as design,
engineering and regulations governing building plans; analyzes building designs to
ensure basic engineering principles have been met.
Provides support to the counter operation; prepares departmental reports; collects,
analyzes and presents statistical data; confers with staff from other departments
regarding the development of building construction projects; deals with difficult people in
a constructive manner; writes reports, letters and memos; analyzes practices and
recommends improvements; delivers and promotes quality customer service.
The preceding duties have been provided as examples of the essential types of work
performed by positions within this job classification. Management reserves the right to

MINIMUM QUALIFICATIONS

This classification is a full journey level classification within the Building Plan Checker
series and is distinguished from the entry-level Building Plan Checker I by the
performance of the full range of duties as assigned, including the more complex
activities associated with structural plan checking. Incumbents at this level receive only
occasional instruction or assistance as new or unusual situations arise, and are fully
aware of the operating procedures and policies of the Division.
EXAMPLES OF ESSENTIAL DUTIES
Checks plans and specifications of buildings and structures for compliance with the
adopted Building Code and related construction codes and regulations; consults with
architects, engineers, contractors and owners regarding matters such as design,
engineering and regulations governing building plans; analyzes building designs to

Experience: One (1) year of progressively responsible experience reviewing and
checking building plans as a Building Plan Checker I with the City of Huntington Beach
or three (3) years of progressively responsible experience performing building plan
checking. Three (3) years of structural design experience may be substituted for two (2)
years of building plan checking experience.
Certifications/License: Certification by the International Code Conference (ICC) and
California Building Officials (CALBO) as a Building Plans Examiner is required within 12
months of employment. Due to the performance of field duties that may require
operation of a City vehicle, possession of a valid California motor vehicle operator's
license may be required along with an acceptable driving record.

DUTIES SUMMARY

DISTINGUISHING CHARACTERISTICS
The Cross Connection Control Specialist is a single position job class with responsibility
for performing journey level compliance work in maintaining the quality of the City's
drinking water. This position does not have supervisory responsibility.
EXAMPLES OF ESSENTIAL DUTIES
Conducts field inspections determine potential or actual water supply contamination.
Reviews construction plans to determine compliance with City, state and federal
regulations. Advises contractors, property owners and facility supervisors of backflow

Any combination of education, training, and experience that would likely provide the
knowledge, skills, and abilities to successfully perform in the position is qualifying. A
typical combination includes:
Knowledge of: the adopted Building, Mechanical, Plumbing and Electrical Codes;
California Building Codes and all other building related codes and ordinances as adopted
by the State or the City of Huntington Beach; advanced Building Code issues including
basic engineering design and principles concerning the resistance of both lateral and
vertical loading; principles of supervision, training and performance evaluation; methods
and practices involved in construction; contract administration; computer equipment;
quality service practices; safety issues and liability reduction. ,
Ability to: conduct combination inspections; perform difficult structural inspections;
make presentations to groups and train staff members; read and understand drawings,
diagrams and specifications for construction projects; communicate clearly and
concisely, both orally and in writing; communicate and deal effectively with architects,
engineers, contractors and the general public; supervise staff and prepare performance
reviews; establish and maintain cooperative working relationships with those contacted
in the course of work; deliver quality customer service; propose and administer change.
Education: Equivalent to a high school diploma.
Experience: Any combination of education, experience and training that would provide
the required knowledge and abilities. Five years of increasingly responsible experience
in the inspection of public, commercial, industrial and residential buildings, including
supervisory experience.
License/Certificate: Due to the performance of field duties that may require operation
of a City vehicle, must possess and maintain a valid California driver's license along
with an acceptable driving record. Possession or ability to obtain within one (1) year of
appointment, certification from the International Code Council (ICC) and California
Building Officials (CALBO) as a Building Inspector CBC, Electrical Inspector CEC,
Plumbing Inspector CPC, and Mechanical Inspector CMC. Certifications by other
approved model code organizations in the categories indicated may be accepted if they
are determined by the Director to be equivalent.
