SUBJECT: ADOPT RESOLUTION �g.5 REGARDING AN AMENDMENT TO THE CITY'S CLASSIFICATION PLAN s) Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: The City's Classification Plan needs to be amended to incorporate changes considered by the Personnel Commission at their regularly scheduled meetings in April through July 2006. Funding Source: Funding for proposed compensation is included in the FY 2005-06 budget. Recommended Action: Motion to: 1. Adopt Resolution No&6-6�a Resolution of the City Council of the City of Huntington Beach amending the City Classification Plan by revising class specifications for the positions of Mechanic III, Water Distribution Maintenance Crewleader, Water Distribution Meters Leadworker, Water Systems Technician 11, Cross Connection Control Specialist, Wastewater Maintenance Service Worker, Principal Civil Engineer, Risk Manager, Permit Technician, Senior Permit Technician, Building Plan Checker 1, Building Plan Checker 11, Permit & Plan Check Supervisor, Plan Check Engineer, Permit and Plan Check Manager, Building Inspector 11, Building Inspector III, Principal Electrical Inspector and Inspection Manager, including revising the class specification for Combination/Structural Inspector Supervisor and changing the job title to Inspection Supervisor, revising the class specification for Senior Deputy City Attorney/Litigator and changing the job title to Senior Deputy City Attorney, and revising the class specification for Economic Development Project Manager Assistant and changing the job title to Project Manager Assistant. Alternative Actionts): Reject amendments or revisions to the classification plan. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. REQUEST FOR ACTION MEETING DATE: 9/5/2006 DEPARTMENT ID NUMBER:ADCS 06- 24 Analysis: The Personnel Commission has considered the following classification amendments to the City's Classification Plan: 1. At the Personnel Commission meeting on April 19, 2006, staff proposed that the minimum qualifications for positions in the Public Works Maintenance Operations and Utilities be revised to change the requirements for a specific license or certification upon hire to allowing a candidate to obtain the license or certification within the probationary period. This flexibility is to assist a greater applicant pool in the recruitment process. The approved recommendations included: a) Revise the job specification for the classification of Mechanic III. b) Revise the job specifications for Water Distribution Maintenance Crewleader, Water Distribution Meters Leadworker, Water Systems Technician 11, Cross Connection Control Specialist and Wastewater Maintenance Service Worker in the Utilities Division of the Public Works Department. 2. At the Personnel Commission meeting on June 21, 2006, staff reported that a critical vacancy existed in the Transportation Division of the Public Works Department for a Principal Civil Engineer. This Civil Engineer position is an advanced journey level, supervisory engineering classification assigned to handle difficult and complex civil engineering work in one of four areas--capital projects, engineering services, transportation or water quality. For recruitment purposes staff proposed revising the minimum qualifications to include duties and responsibilities specific to traffic engineering and transportation planning. In addition at this meeting, staff recommended the classification of Risk Manager be revised to reflect organizational and program changes. The approved recommendations included: c) Revise the job specification for the classification of Principal Civil Engineer. d) Revise the job specification for the classification of Risk Manager. 3. At the Personnel Commission meeting of July 19, 2006, staff reported that the certifying agencies for building inspection, permit and plan checking certifications had changed. In addition, it was proposed that the job title for Combination Structural Inspector Supervisor be changed to Inspection Supervisor. The approved recommendations included: e) Revise the job specification for the classifications of Permit Technician, Senior Permit Technician, Building Plan Checker I, Building Plan Checker II, Permit & Plan Check Supervisor, Plan Check Engineer, Permit and Plan Check Manager, Building Inspector 11, Building Inspector III, Principal Electrical Inspector, and Inspection Manager. f) Retitle and revise the job specification for the classification of Combination Structural Inspector Supervisor to Inspection Supervisor. g) Retitle and revise the job specification for the classification of Senior Deputy City Attorney/Litigator to Senior Deputy City Attorney. h) Retitle and revise the job specification for the classification of Economic Development Project Manager Assistant to Project Manager Assistant. EXAMPLES OF ESSENTIAL DUTIES Checks plans and specifications of buildings and structures for compliance with the adopted Building Code and related construction codes and regulations; consults with architects, engineers, contractors and owners regarding matters such as design, engineering and regulations governing building plans; analyzes building designs to ensure basic engineering principles have been met.
