Statement of Issue: The City's Classification Plan needs to be amended to incorporate
changes considered by the Personnel Commission.
Funding Source: Funding for proposed compensation is included in the FY 2005-06
budget.
Recommended Action: Motion to:
1. Adopt Resolution No , a Resolution of the City Council of the City of Huntington
Beach amending the City Classification Plan by adding the job specification for the
classification of Supervisory Control and Data Acquisition (SCADA) Coordinator and
establishing compensation and reactivating the classification of Painter Leadworker and
revising the job specification for the classification of Tree Equipment Operator and
deleting the job specification for the classification of Preparator.
Alternative Action(s): Reject amendments or revisions to the classification plan or reject
proposed compensation. In accordance with Personnel Rule 12-4, if an amendment to the
City's Classification Plan is rejected by the City Council, the City Council is to refer such
amendments or revisions back to the Personnel Commission with reasons for rejection and
its recommendation thereon.

Analysis:
The Personnel Commission has considered the following classification amendments to the
City's Classification Plan:
1. At the Personnel Commission meeting on October 19, 2005, staff reported that as a
result of the Public Works Department reorganization in July 2003, the Utilities Division
was created to incorporate both water and wastewater operations. The new Division is
responsible for all water, sewer and flood control facilities. Engines, pumps and other
appurtenances for these facilities are remotely monitored and controlled by a
Supervisory Control and Data Acquisition (SCADA) system. Previously, a Water
Production Leadworker was responsible for the maintenance and operation of the
SCADA system for water and flood control facilities and a Telemetry Instrument
Technician was responsible for the SCADA system for sewer facilities. However, the
letter position in the 2004-05 Fiscal Year Public Works budget was not filled. Funds
are now authorized in the 2005-06 Fiscal Year budget to include the position of SCADA
Coordinator to standardize and upgrade the sewer SCADA system to the one used by
the Water Section and oversee and maintain the Division's SCADA, telemetry and
electrical systems. Proposed compensation is at Range 496 ($4,487 - $5,557/monthly
or $25.89 - $32.06/hourly). The Telemetry Instrument Technician will assist in these
duties and serve as the primary contact in the field.
2. At the Personnel Commission meeting on December 14, 2005, staff reported the need
to update the job specification for the position of Painter Leadworker since it had been
an inactive position since 1995 and was now budgeted in the 2005-06 Fiscal Year
Public Works budget. Compensation for this classification is established at Range 478
($4,099 - $5,079/monthly or $23.65 - $29.30/hourly). Also, staff proposed a
modification to the minimum qualifications for the classification of Tree Equipment
Operator to rather than requiring an Arborist certification upon hire, to require that the
incumbent obtain the Arborist certification within one year of appointment. (during the
probationary period of employment). Staff proposed this modification to assist
recruitment efforts by broadening the applicant pool for consideration. Compensation
for this classification is established at Range 444 ($3,459 - $4,286/monthly or $19.96 -
$24.73/hourly). Lastly, at the request of the Community Services Department, the
Personnel Commission considered the deletion of the classification of Preparator, a
position that has not been filled since 1998 due to a reorganization of the City`s Art
Center..
The approved recommendations included:
a) Add the job specification for the classification of Supervisory Control and Data
Acquisition (SCADA) Coordinator and establish compensation at Range 496.
b) Revise the job specification for the classification of Painter Leadworker.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH AMENDING THE CITY CLASSIFICATION PLAN
BY ADDING THE JOB SPECIFICATION FOR THE CLASSIFICATION OF SUPERVISORY
CONTROL AND DATA ACQUISITION(SCADA) COORDINATOR AND ESTABLISHING
COMPENSATION AND REACTIVATING THE CLASSIFICATION OF PAINTER
LEADWORKER AND REVISING THE JOB SPECIFICATIONS FOR THE
CLASSIFICATION OF TREE EQUIPMENT OPERATOR AND DELETING THE JOB
SPECIFICATION FOR THE CLASSIFICATION OF PREPARATOR
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to
the City Classification Plan were considered by the Personnel Commission during public
hearings held on October 19, 2005 and December 14, 2005; and
On October 19, 2005, the Commission voted to recommend to the City Council that the
City's Classification Plan be amended by adding the classification of Supervisory Control and
Data Acquisition(SCADA) Coordinator; and;
On December 14, 2005, the Commission also voted to recommend to the City Council
that the City's Classification Plan be amended by reactivating the classification of Painter
Leadworker and modifying the minimum qualifications for the classification of Tree Equipment
Operator and deletion of the job specification for the classification of Preparator I,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. Add the Class Specification and Compensation Level of Supervisory Control and Data
Acquisition (SCADA) Coordinator to the City's Classification Plan and establishing
compensation at Range 496 ($4,487 - $5,557) as set forth in Exhibit A, which is attached hereto
and incorporated herein by this reference.
2. Revising the job specifications, reactivating the classification of Painter Leadworker
and modifying the minimum qualifications for the classification of Tree Equipment Operator in
the City's Classification Plan as set forth in Exhibit B, which is attached hereto and incorporated
herein by this reference.
3. Deleting the job specification for the classification of Preparator from the City's
Classification Plan asset forth in Exhibit C, which is attached hereto and incorporated herein by
this reference.
4. All other provisions of the City's Classification Plan shall remain the same.

DUTIES SUMMARY
Under general direction, plans, coordinates and oversees the operation and
maintenance of SCADA (Supervisory Control and Data Acquisition), telemetry and
electrical systems for the Utilities Division; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The SCADA Coordinator is responsible for the development and implementation of
objectives and procedures and operating practices required for system operation and
security of data within the system. An incumbent in this classification also performs
skilled electronic work in the installation, maintenance and repair of water and
wastewater equipment control and monitoring systems. The SCADA Coordinator works
under the direction of the Utilities Manager.
EXAMPLES OF ESSENTIAL DUTIES
Plans, assigns, coordinates, reviews and evaluates the work in the design,
implementation and maintenance of the City's SCADA system; performs installation,
maintenance, design and testing of software programs for use with SCADA; evaluates
work methods and operations; estimates time and material costs; requisitions supplies
and equipment; assists in budget preparation and monitoring of program expenditures;
develops and maintains network communication between equipment, controls, field
hardware and SCADA systems; performs troubleshooting and repair of electronic
systems, remote terminal units, SCADA computers and other related equipment.
Reviews project plans with staff; makes changes based upon observations and
operational problems; inspects project in progress and upon completion; provides
technical advice and assistance on problems and/or unusual situations; reviews plans
and specifications for new facilities; recommends equipment needs for new facilities;
coordinates work with other departments.
Maintains records and such documents as license agreements and product warranties;
writes a variety of reports and correspondence on work performed; documents all

systems and motor controls found in a water and wastewater plant, including one year

Operator Grade Il. Due to the performance of field duties that may require operation of

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS Work involves detailed
concentration for long periods of time in a modified office environment and requires
sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as
use of a personal computer or other office equipment; communicate effectively both orally
and in writing. The incumbent also works in an outdoor environment with possible
exposure to chemicals, raw sewage, oil, fuel, water and wastewater chemicals,
hazardous atmospheres and high noise levels. There is frequent need to carry, push and
lift up to 75 pounds of equipment; occasionally stoop, kneel, crawl or climb ladders. The
employee must be able to work beyond a regular scheduled workday when required.

DUTIES SUMMARY—With general supervision, oversees crews and performs a variety

graffiti and provides advanced journey level support to painting maintenance.
DISTINGUISHING CHARACTERISTICS — The Painter Leadworker is a working
supervisor with responsibility for performing and leading workers that perform a variety
of semi-skilled and skilled painting and graffiti eradication tasks and provides oversight
to the day-today operations of a paint crew. An incumbent works under the general
supervision of the Facilities Maintenance Crewleader, provides daily assignments to
work crews and performs advanced journey level work where required.
EXAMPLES OF ESSENTIAL DUTIES
Assists with planning and scheduling work projects; assigns work to employees in the
crew; trains employees in work assignments and safe work practices; follows up to
ensure safety practices are followed; evaluates employee performance; addresses

immediate response and removal of reported graffiti within policy guidelines of the

DISTINGUISHING CHARACTERISTICS
The Tree Equipment Operator is a journey level single class position operating aerial
trimmers, manlifts and related equipment and has no supervisory responsibility.
EXAMPLES OF.ESSENTIAL DUTIES
Checks daily schedule and service requests for work to be completed; inspects
equipment and reports safety hazards and maintenance problems; trims and removes
dead, dying, or diseased trees and limbs; removes brush and tree trimmings, stumps

job site per CALTRANS W.A.T.C.H. handbook; sets up and operates aerial trimmers
and manlifts to trim trees and remove limbs and branches; operates loader to remove
brush, trees and soil and to extract stumps; digs planting holes and plants new trees;
operates dump trucks to transport materials and debris; uses other basic hand and
power tools such as trimmers, chain saws, pruners, wands, edgers, stake pounders;
maintains and adjusts aerial equipment and other tools; hangs and takes down City
banners from streets as required.
Completes time records and safety reports; requests supplies and materials as needed;
attends safety and staff meetings; explains work methods, procedures and equipment
use to employees, inspects work and completes records in absence of supervisor.
