ID CK 16-013 Page 1 of 2 Meeting Date: 12/19/2016 MEETING DATE: 12/19/2016 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Robin Estanislau, CMC, City Clerk PREPARED BY: Robin Estanislau, CMC, City Clerk SUBJECT: Adopt Resolution No. 2016-91 approving the salary and benefits for the elected Citv Clerk Statement of Issue: The General Municipal Election of November 8, 2016, has been certified by the Orange County Registrar of Voters, and per the City Charter, the City Council must adopt a resolution that approves the salary and benefits for the newly elected City Clerk. Financial Impact: Not applicable. Recommended Action: Adopt Resolution No. 2016-91, a "Resolution of the City Council of the City of Huntington Beach Approving the Salary and Benefits for the Elected City Clerk." Alternative Action(s): None. Analysis: On April 18, 2016, the City Council accepted the resignation of former City Clerk Joan Flynn and appointed Robin Estanislau to fulfill her remaining term, effective June 6, 2016. The City Council also directed the City Attorney to draft a resolution setting the salary and benefits for the appointed City Clerk at Starting Point as identified in the Non -Represented (Non -Associated) Employees' Memorandum of Understanding effective June 6, 2016, with a caveat to revisit salary and benefits at the time the November 8, 2016, General Municipal Election is certified. On Tuesday, December 6, the Orange County Registrar of Voters published certified results of the November 8, 2016, General Municipal Election. Robin Estanislau was elected to serve a four-year term as City Clerk. It is now necessary for the City Council to adopt a resolution that determines salary and benefits for this elected position, effective January 1, 2017. Environmental Status: Not applicable. Item 10. - 2 K B -6 - RESOLUTION NO. 2016-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, APPROVING THE SALARY AND BENEFITS FOR THE ELECTED CITY CLERK WHEREAS, the City Council of the City of Huntington Beach desires to establish the salary and benefits for the elected City Clerk effective January 1, 2017, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach as follows: SECTION 1. Benefits for the- elected City Clerk shall be as reflected in Attachment "A" hereto; SECTION 2. The salary for the elected City Clerk shall be set as reflected in Attachment "B" hereto; SECTION 3. Any existing provisions in conflict with the foregoing, whether by minute action or resolution of the City Council, are hereby repealed; SECTION 4. All benefits and salary ranges established herein shall continue until modified by City Council action.
