SUBJECT:' Approve Amendment to the Office of the City Clerk's Table of
Organization Due to Proposed Elimination of One Deputy City Clerk
Position and Approve Reallocation of One Permanent Office Assistant I
Position from Part Time to Full Time Effective May 10, 2003

Statement of Issue: Submitted for City Council approval is a revised Office of the City
Clerk — Table of Organization. The City Clerk is recommending that a vacant Deputy City
Clerk position be eliminated and a currently budgeted part-time Office Assistant I position be
reallocated to a full-time Office Assistant I.
Recommended Action: Approve an amendment to the Office of the City Clerk's Table of
Organization which would eliminate one currently vacant Deputy City Clerk position and
reallocate an existing (filled) permanent Office Assistant I position from part time to full time,
to be effective May 10, 2003.
Alternative Action(s): The City Council may disapprove the City Clerk's recommendation
for an amendment to the Office of the City Clerk's Table of Organization. City Charter §310
sets forth that: The City Clerk may, subject to the approval of the City Council, appoint such
deputy or deputies to assist him or act for him, at such salaries or compensation as the
Council may by ordinance or resolution prescribe.

Analysis: Three of the four Deputy City Clerk positions are currently unfilled. Extending
the currently filled Office Assistant I postion to full time, together with an associated
reallocation of duties among the three remaining Deputy City Clerk positions will allow the
City Clerk's Office to maintain good quality service standards.
Therefore, this will be an effective reorganization for the City Clerk's Office. In addition, an
annual budget reduction of approximately $30,753 will be realized through the elimination of
a Deputy City Clerk position, and reallocation of a current Office Assistant I position from its
current part-time, permanent status to full time, permanent status. The City Clerk and City
Administrator have discussed this subject and concur that the City Clerk's recommended
action is a good budget savings measure.
