Statement of Issue: Should the City's Classification Plan be amended to include the new
job classification of Supervisor, Development and Hazardous Materials?
Funding Source: The Supervisor, Development and Hazardous Materials is funded in FY
01/02 by General Funds in the Fire Department, Account No. 10065201.51100.
Recommended Action: Approve Resolution No.aoo/- /, a resolution of the City Council
of the City of Huntington Beach to amend the City's Classification Plan by adding the new job
classification of Supervisor, Development and Hazardous Materials.
Alternative Action(s): Make no changes to the City's Classification Plan.
Analysis: This classification is being created as part of the Fire Department's budget
reduction strategies and to fulfill the requirements of Chapter 6.095 of the California Health &
Safety Code and the Community Right-to-Know Act, Prop. 65.
An estimated savings of $20,000 per year is anticipated as a result of replacing a full-time
permanent safety position, Deputy Fire Marshal, with a Supervisor, Development and
Hazardous Materials, a non-safety, civilian position Further, it is projected that the
Development and Petroleum Chemical (Petro Chem) sections will generate $332,714 and
$345,000, respectively for FY 2000-01.
At its meeting of September 19, 2001, the Personnel Commission approved the attached
classification for Supervisor, Development and Hazardous Materials. This non-safety,

civilian position will augment the Development and Petroleum Chemical (Petro Chem)
functions of the Fire Department. As a first line supervisor, the incumbent will work under the
general direction of the Division Fire Chief/Fire Marshal and supervise the work of a Fire
Protection Analyst and Hazardous Materials Specialist; review plans and specifications;
enforce compliance with codes, laws, ordinances and regulations related to hazardous
materials, oil wells, soil remediation and fire suppression systems; and serve as liaison to
four fire prevention specialists in the absence of the Deputy Fire Marshal Programs
Supervisor. The proposed salary range is R-523 (Top Step $6358), which is five percent
above a Fire Protection Analyst. The position will be represented by the Management
Employees Organization (M.E.O.).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH TO AMEND THE CITY CLASSIFICATION PLAN BY ADDING THE
CLASSIFICATION OF SUPERVISOR, DEVELOPMENT AND HAZARDOUS
MATERIALS THERETO
WHEREAS, the City Council wishes to amend the City Classification Plan to add the
classification of Supervisor, Development and Hazardous Materials thereto; and
The provisions of Personnel Rule 12-4 have been complied with, in that the change
proposed herein was considered by the Personnel Commission during a public hearing held on
September 19, 2001, and the Commission then voted to recommend said change to the City
Council,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. The City Classification Plan is hereby amended by adding the classification of
Supervisor, Development and Hazardous Materials. The class specification for said position is
attached hereto as Attachment No. 1 and incorporated by this reference as though fully set forth
herein.
2. All other provisions of the Classification Plan shall remain the same.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on October 1, 2001.

TITLE: SUPERVISOR, DEVELOPMENT AND HAZARDOUS MATERIALS
DATE: SEPTEMBER 2001
DUTIES SUMMARY — Under general direction of the Division Fire Chief/Fire Marshal, the
Supervisor, Development and Hazardous Materials supervises the work of Fire Protection
Analysts and Hazardous Materials Specialists assigned to the Development and Petroleum
Chemical (Petro Chem) sections of the Fire Department; performs complex technical activities,
including the review of plans and specifications, to enforce compliance with codes, laws,
ordinances and regulations related to hazardous materials, oil wells, soil remediation and fire
suppression systems.
DISTINGUISHING CHARACTERISTICS — This position fulfills the requirements of
Proposition 65, the Community Right-to-Know Act, and Chapter 6.95 of the California Health and
Safety Code. This middle management, non-safety classification requires the incumbent to
exercise a significant level of independent judgment in the performance of duties, while working
under general direction of the Fire Marshal and within the framework of established procedures.
The incumbent is expected to perform a full range of duties requiring supervisory, technical and
functional expertise in codes, laws and ordinances relating to hazardous materials, oil wells, soil
remediation and fire suppression systems.
EXAMPLES OF ESSENTIAL DUTIES — Under general direction, ensures compliance with
the Health & Safety Code, Municipal Code, Huntington Beach City specifications and Uniform
Fire Code; inspects businesses that have hazardous materials for compliance with storage and
reporting requirements and the Uniform Fire Code; performs project plan checks; performs
inspections on fire suppression systems, oil production sites, soil remediation projects, and
methane gas systems; assists in the formulation and administration of Huntington Beach Fire
Department policies and procedures related to hazardous materials; assists the Fire Marshal in
budget preparation and monitoring for the Petro Chem program; conducts training sessions for
firefighters for familiarization with the Petro Chem program; assists the City Finance Division
with oil well invoicing; responds to and investigates hazardous chemical spills and determines
probable cause; attends classes, workshops and committee meetings regularly to remain
current on changing legislation and requirements; supervises subordinate personnel in the
Hazardous Materials Disclosure and Development/Remediation sections; creates goals and
objectives for Development and Petro Chem programs; writes reports, letters and administrative
memoranda; supervise the work of staff and consultants; supervise, train and evaluate the work
of volunteers; enforce the Huntington Beach Oil Code through the Fire Department Oil Field
Inspection Program; investigate new construction and tenant improvements for code
compliance; provide preliminary project reviews and system requirements; approve projects
involving emergency response dispatch; administer the City's Used Oil Grant Program; maintain
soil remediation and methane mitigation databases; supervise the Hazardous Materials,
Development and Petro Chem sections' work plan; performs related duties and responsibilities
as required.

The preceding duties have been provided as examples of the essential types of work performed within
this job classification. The City, at its discretion, may add, modify, change or rescind work.assignments
as needed.
MINIMUM QUALIFICATIONS:
Knowledge. of: Investigative techniques; basic chemistry concepts and interactions;
California Health and Safety Code, with an emphasis on Chapter 6.95; Uniform Fire
Code and Uniform Building Code in relation to storage, compatibility, use, building
construction and related.requirements; Petro Chem program elements; state and local
requirements relating to hazardous materials licensure; water systems and fire
suppression system requirements; standards, principles and practices of plan checking;
state and local ordinances, emergency response procedures, notification, medical
assistance, prevention, mitigation, evacuation, training and certification; principles of
supervision, training and performance evaluation; basic accounting principles; fiduciary
principles; modern computer and software applications.
Ability to: Coordinate work schedules and projects; establish and maintain effective
working relationships with those contacted in the course of work, including various
environmental State and local regulatory agencies; prepare clear and concise reports
detailing violations and recommendations; conduct effective investigations; track
collections; perform,Process Hazard Analyses; evaluate business operations and project
potential sources of spill or release; analyze trends in the program; forecast potential
revenue sources, as well as future needs; establish a fee structure within the parameters
of State and local requirements; create lesson plans, manage hazardous materials
record keeping system; remain informed of current changes in environmental
regulations; communicate effectively both orally and in writing; work in a dusty, dirty
environment with exposure to potentially hazardous substances, chemicals, odors and
slippery conditions; lift, carry and work in personal protective gear; walk and stand for
long periods when on-site conducting inspections and investigations; assist in the
preparation and monitoring of the program budget; analyze complex issues, develop and
evaluate solutions and make recommendations; deliver quality customer service.
Education: Bachelor of Arts degree with major coursework in biological, chemical, physical,
environmental or soil science; environmental health; environmental or sanitary engineering;
toxicology; industrial hygiene or a related field. Additional qualifying experience in hazardous
materials management, regulation, analyzes or research; environmental research, monitoring,
surveillance or enforcement; or resource recovery may be substituted for the required education
on a year for year basis for up to a maximum of two years. Registration as an Environment
Health Specialist and/or Environmental Assessor and/or possession of a 40-hour Health and
Safety Training for Hazardous Waste Workers (OSHA) Certificate is highly desirable.
Experience: Three years of experience in conducting hazardous materials or hazardous
waste regulatory compliance inspections, fire suppression system inspections and
development plan checks, including one year of supervisory experience.
