Statement of Issue:
Should the 'City Council approve the proposed, reorganization of the City's Information
Services functions to staff the new Information Services and approve specific classifications
for the department?
Funding Source:
Information Services is funded entirely from the General Fund. The Council approved
funding for the former IS Division in the amount of $9,470,386 for fiscal year 02-03.
Additionally, the City Council approved departmental budgets that included IS functions. The
budget for the consolidated and reorganized IS function will be submitted as a departmental
'budget submittal as part of the 03-04 City budget in August. No additional appropriation of
funds is required for the 02-03 fiscal year.

Recommended Action:
Motion to:
1. Approve the reorganization of the Information Services Department with an effective date
of August 1, 2003.
2. Adopt Resolution No. 03- S, a resolution of the City Council of the City of Huntington
Beach to amend the classification plan by modifying classifications and compensations in
the City Classification Plan.
Alternative Action(s):
Do not approve the IS reorganization plan, and do not adopt the proposed changes to the
City's classification plan.
Analysis:
The City Council approved the creation of an Information Services Department, and the
hiring of an Information Services (IS) Director for the purpose of creating a single,
professional IS department to support the City's extensive investment in hardware and
software, and to provide technology support services to all City departments.
The first priority assigned was to review the City's environment and create an appropriate IS
staffing plan, with an emphasis on saving money by eliminating duplicate IS functions
scattered among multiple departments. The proposed reorganization plan centralizes IS
personnel from Public Works, Police, Fire, and the Library into one IS function to service all
departments.
Within the past two months, Administration, IS and Human Resources staff have met with
department heads and key employees (involved in the transition) to review and discuss the
consolidation plan and respective classification issues.
IS workgroups need to work cooperatively, and purchases need to occur with a citywide
perspective to protect compatibility issues, and to take full advantage of economies of scale.
The proposed reorganization would avoid duplication of effort and reduce expenses.
Contractual departmental expenses for technical services can be reduced by use of in-house
personnel. Cross-trained IS employees in the new IS department can help mitigate the
impact of resource reductions as departmental budget resources shrink.
The City's network has been segmented into 6 "domains" or separated areas. Each domain
requires its own network management hardware, software, and support services.
Technically, the City's network can be reduced to 1 or 2 domains in the proposed
reorganization.

The City's Classification Plan needs to be amended to delete, add and modify classifications
and establish compensation as part of the implementation of the Information Services
reorganization.
The proposed reorganization staffing plan is shown as Attachment 1, and is divided into four
major workgroups; Administration, Systems, Communications and Operations.
ADMINISTRATION WORKGROUP
IS Administration will be responsible for overall management of the department,
establishment of goals and budget, establishment of standards, policies, and procedures,
and major projects such as the citywide strategic plan for technology.
SYSTEMS WORKGROUP
Public Safety
The Public Safety workgroup will be responsible for support of all in-house Police and Fire
hardware and software. Fire currently pays contractors for support. The Public Safety
Systems Manager is a high-end technical position expected to have experience supporting
both Police and Fire operations. The existing Supervisor will be continuing his involvement in
the CAD and RMS replacement projects. An Analyst I was added to provide primary support
to Fire. All three analysts will cross-train for the ability to support all in-house Police and Fire
systems. This workgroup also includes two radio technicians to service public safety radios
(Police and Fire), and a security technician.
Systems; Non-Public Safety
GIS
The GIS workgroup remains in their current configuration. An emphasis will be placed on a
single geobase maintained on the GIS system by this workgroup. Enhanced use of GIS by
all city departments will be promoted.
Business
The Business Systems Manager is a high-end technical position responsible for all non-
public safety applications. The Business Systems Supervisor is a technical position
responsible specifically for City business applications such as JD Edwards, Cityview, Utiligy,
and a host of other software. The Business Systems Analysts will be assigned as primary
technical resource on some applications and secondary on others, so that all applications
have cross-trained support resources. Development and maintenance of the City's website
is also a responsibility of this group.
OA (Office Automation)
The OA Systems Administrator and Analyst will be responsible for the Microsoft Exchange
Server administration, Outlook, E-mail accounts, and training for City employees on all Office
Suite products, (Word, Excel, PowerPoint). This workgroup is also responsible for virus
protection.

COMMUNICATIONS WORKGROUP
Data
The Communications Manager is a high-end technical position responsible for the City's
network infrastructure and maintenance for both data and voice. The Network Administrator
is the backup to the Communications Manager, and responsible for day-to-day management
of the network, domains, infrastructure and network management software. This is also the
workgroup responsible for internet accounts. The Sr. Technician will be the main resource
for cable pulls and wiring issues throughout the infrastructure. A significant responsibility of
this workgroup is overall security of the network.
Voice
The Telecommunications Specialist and Technician are responsible for the telephone
switches and infrastructure, as well as citywide cell phones and pagers.
OPERATIONS WORKGROUP
The Operations Supervisor is a hands-on position responsible for the day-to-day citywide
desktop support. This includes general troubleshooting and maintenance of PCs, printers,
and all desktop level equipment. The Helpdesk will be a function of this workgroup to provide
employees with a resource to call for support service.
Existing IS employees and contractors may choose to apply and compete for open positions.
When the City's mainframe goes out of service, 1.5 positions titled Computer Operator on the
reorganization plan will be eliminated. There are five part-time personnel not shown on the
plan to cover evenings and weekend hours at the libraries.
One employee with a current title of Acting IS Manager reverts back to her previous position
of Principal Analyst. The majority of current titles were changed, and job specifications re-
written to reflect the new structure. Having all IS personnel within the same department will
promote compatibility of technology purchases and standards throughout the City, which is a
cost saving and efficiency measure.
Numerous short term and long term goals are proposed for the new organization, and are
listed in Attachment 2.
The proposed effective date of the plan is August 1, 2003. Human Resources will open
recruitments immediately following Council approval and have projected a start date for new
employees of mid August to early September. IS positions were excluded from the hiring
freeze.
It is expected that there will be a 12 to 18 month period in which a training, re-training, and
cross training effort will take place. The long-term impact will be a strong, service-oriented
department that correlates with the City's considerable investment in, and reliance on,
technology.

The City's Classification Plan needs to be amended to delete, add and modify classifications
and establish compensation as part of the implementation of the Information Services
reorganization. A chart of the current, proposed new and proposed deleted classifications,
with salary and unit representation information is included. (Attachment 3, Exhibits A and B).
Salary levels for all existing positions were reviewed, utilizing the results of a recent
California local government survey of IS professional/technical and management positions.
The survey results reflect that the current City of Huntington Beach salaries for IS positions
are "reasonably competitive" within the local government market. For some positions that
are being reclassified and re-titled, an approximate +3% adjustment is necessary to transition
into new pay ranges (for a new job series). For most new management and supervisory
positions, the current Information Services salary structure is maintained and may require
additional review in the event recruitment outreach is not successful to attract qualified
candidates for the City to fill vacant positions.
Staff conferred with the MEO and MEA associations regarding impacted employees in the
reorganization plan and classifications.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO AMEND THE CLASSIFICATION PLAN
BY MODIFYING A CLASSIFICATION AND COMPENSATION
IN THE CITY CLASSIFICATION PLAN .
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to the
City Classification Plan were considered by the Personnel Commission during a public hearing held
on April 16, 2003, and the Commission then voted to recommend amending the City's
Classification Plan to delete, add and modify classifications and establish compensation as part of
the implementation of the Information Systems reorganization as set forth in Exhibit A which is
attached hereto and incorporated herein by this reference, to the City Council,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve
as follows:
1. Add, delete and modify positions in the City's Classification Plan as set forth in
Exhibit A. The Class Specification for these positions are set forth in Exhibit B.
2. All other provisions of the Classification Plan shall remain the same.

DISTINGUISHING CHARACTERISTICS:
Information Systems Specialist I — This is the entry level class in the Information
Systems Specialist series. This class is distinguished from the Information Systems

positions within the series including responding to and resolving problems from system
users. Since this class is typically an entry level class, employees may have only
limited or no directly related work experience.
