SMALL, Chief of Police SUBJECT: Approve the Promotion of one (1) Sergeant to Lieutenant Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The Huntington Beach Police Department needs to replace one (1) Lieutenant due to the retirement of a Lieutenant on August 2, 2003. The Lieutenant that is retiring is from the Patrol Bureau and will need to be replaced in order to keep the appropriate number of supervisors in the Patrol Bureau. Funding Source: The existing, approved Police Department budget can absorb the cost of the Lieutenant. The funds are available in Police Department's General Fund Account, Patrol (Business Unit (10070201). Recommended Action: Approve the promotion of one (1) Lieutenant in August 2003 as an exception to the hiring freeze. Alternative Action(s): Do not approve the promotion of one (1) Lieutenant in August 2003 as an exception to the hiring freeze. REQUEST FOR COUNCIL ACTION MEETING DATE: August 4, 2003 DEPARTMENT ID NUMBER: PD-03-015 Analysis: On May 19, 2003, the City Council approved a hiring freeze for all safety and non -safety positions due to budget uncertainties. The Council item indicated that any exceptions to this item must meet one of the following criteria: Minimum requirements Recruitments currently in progress Positions required for productivity Positions that generate revenue Positions needed for efficiency On July 7, 2003 the Council was presented with an item to reduce the general fund budget for Fiscal -Year 2002-2003. One of the budget reductions was to eliminate one Lieutenant position in the Investigations Unit. With this reduction, the number of authorized Lieutenants changed from 12 to 11 total positions. All of the allocated positions are currently filled. In August, one Lieutenant in the Patrol Bureau will retire, which will create a deficit of one Lieutenant. In order to keep the appropriate number of Watch Commanders in the Patrol Division it is necessary to promote one (1) Sergeant to Lieutenant. If this position remains vacant, then several supervisory shifts will need to be filled by existing supervisors working overtime. Due to the May 19, 2003 hiring freeze item approved by the City Council, it is necessary to request an exception in order to meet minimum requirements and the need for efficiency. Promoting one (1) Lieutenant now will allow the Police Department to maintain sworn personnel levels at the recommended budget reduction allocation of 11 Lieutenants and minimize the need to expend additional overtime related to a shortage of personnel. The Council item indicated that any exceptions to this item must meet one of the following criteria: Minimum requirements Recruitments currently in progress Positions required for productivity Positions that generate revenue Positions needed for efficiency The Police Department currently has seven (7) sworn police officer vacancies. With projected retirements and promotions, we anticipate this number will increase to 20 or more by December 31, 2003. Even with the recommended budget reduction of 15 sworn positions, a minimum of five (5) officers must be hired and trained to keep staffing at allocated levels. Due to the May 19, 2003 hiring freeze item approved by the City Council, it is necessary to request an exception to this item. New police officers are in the Police Academy and the Field Training Program for approximately one year. Hiring five (5) officers now will allow the Police Department to maintain sworn personnel levels at the recommended budget reduction allocation of 218 sworn officers and minimize the need to expend additional overtime related to a shortage of personnel.
