Funding Source: Funding for the amendment is included in the FY 02-03 budget. Recommended Action: Adopt Resolution No. , a resolution of the City Council of the City of Huntington Beach to amend the classification plan by adding and modifying classifications and establishing compensation in the City Classification Plan. Alternative Action(s): Make no changes to the City's Classification Plan. Analysis: Through the process of public hearing at their October 30, 2002 meeting, the Personnel Commission approved the revision of the classification of Community Relations Officer and the new classifications of Recreation, Human & Cultural Services Superintendent; Facilities, Development & Concessions Nianager; and Special Projects Manager. The City Council approved the compensation for these positions as part of the approval of the City's budget on September 16, 2002. The effective date for this amendment to the classification plan is October 1, 2002. P:\RCA\Class plan amendment 11-02.doc 10/23/2002 4:23 PM ( REQUEST FOR ACTION MEETING DATE: November 6, 2002 DEPARTMENT ID NUMBER: AS-02-45 The vacant position of Community Relations Officer was approved by City Council on August 5, 2002, to be the primary point of contact for the media and tasked with developing and implementing a comprehensive communications strategy. With the retirement of the Director of Communications and Special Projects, the duties of this position are being upgraded to include oversight of the City's cable channel and video production operations. Originally, the compensation was tied to the Senior Administrative Analyst classification (range 519, $5,031 -- $6,233/month). In recognition of the increased duties, the compensation will be increased by 9.5% and tied to the Principal Administrative Analyst classification (range 538 $5,531 -- $6,851/month). At the August 26, 2002 meeting, the City Council approved the reorganization of the Community Services Department. As part of this reorganization, the positions of Recreation, Human & Cultural Services Superintendent; Facilities, Development & Concessions Manager; and Special Projects Manager were proposed. This action formalizes the adoption of these positions in the City's Classification Plan. The Recreation, Human & Cultural Services Superintendent will manage the activities and operations of the Recreation, Human Services and Cultural Services Division. The salary range is 561 ($6,203 -- $7,685/month). The position of Facilities, Development & Concessions Manager is charged with planning and managing community services facilities, special events, concessions, and capital projects. The salary range is 536 ($5,475 -- $6,782/month). The position of Special Projects Manager will report to the City Administrator and will provide management level support for the performance of complex special projects as assigned. The salary range is 623 ($48.76 -- $60.40/hr). This position develops and implements a comprehensive communications strategy and related materials to promote the many programs and services that are provided by city government, to employees, media, businesses and the general public. DISTINGUISHING CHARACTERISTICS The Community Relations Officer works independently under the administrative direction of the Assistant City Administrator, overseeing a broad range of responsibilities for public relations and communication related to City services. The Officer works both internally and externally with a wide variety of departments and agencies. EXAMPLES OF ESSENTIAL DUTIES Provides support to mayor, city council and senior city officials to help convey city messages on and off camera; acting as the spokesperson for the city for all media outlets. The position of Facilities, Development & Concessions Manager is charged with planning and managing community services facilities, special events, concessions, and capital projects.
