Funding Source: Funds for this position are budgeted for fiscal year 2002/03. Recommended Action: Adopt Resolution No.�603-)7 , a resolution of the City Council of the City of Huntington Beach to amend the classification plan by modifying a classification and compensation in the City Classification Plan. Alternative Action(s): Make no changes to the City's Classification Plan. Analysis: The Government Code of the State of California pertaining to the Subdivision Map Act and/or the Business and Professional Code of the State of California pertaining to the Land Surveyors Act requires that only a Licensed Land Surveyor (or a Registered Professional Engineer licensed prior to January 1, 1982) perform confirmation, creation, certifying and filing of legal maps, descriptions and corner records. Currently, the only licensed land surveyors are the Director of Public Works and the Survey Party Chief. As a result of the Public Sector classification and compensation study completed in February 2002, the minimum qualifications of the Survey Party Chief were revised to require a Land l� P:\RCA\Class plan amendment 5-5-03.doc -2- 4/23/2003 7:54 AM C, r REQUEST FOR ACTION MEETING DATE: May 5, 2003 DEPARTMENT ID NUMBER: AS-03-18 Surveyor License (LS License). After the study, both Public Works management and the Municipal Employees' Association (MEA) raised the concern that compensation did not address the license requirement for the Survey Party Chief. The City agreed in the current MEA Memorandum of Understanding (MOU) to study the compensation of the Survey Party Chief using Orange County benchmarks. The MOU directs that the study be completed by May 9, 2003. Our survey results reflect that three other cities in Orange County employ a Survey Party Chief (Anaheim, Newport Beach, and Santa Ana). Unfortunately, the external results were not found reliable due to weak comparability. In all three cities, the license requirement is with a higher-level classification. Therefore, staff considered the licensing requirement and the qualifications of other similarly situated positions in the City's division of Engineering — Construction. With this review, staff recommends that a 10% increase to the salary range for the Survey Party Chief is appropriate. Through the process of Public Hearing at their April 16, 2003 meeting, the Personnel Commission approved modification of the specification for Surveyor Party Chief. The Class Specification Plan for the position of"Survey Party Chief' is is hereby amended as set forth in Exhibit A, and compensation shall be amended for the position at Salary Range 508. 2. All other provisions of the Classification Plan shall remain the same. DISTINGUISHING CHARACTERISTICS The Survey Party Chief performs journey-level survey work as a licensed land surveyor. The Survey Party Chief is distinguished form the lower-level classes, Survey Technician I and II in that the Survey Party Chief requires the licensure by the State of California and five (5) years surveying experience and has management responsibilities. Reports to Construction Manager. EXAMPLES OF ESSENTIAL DUTIES Plans, schedules and oversees field surveys; operates theodolite, level, and electronic survey and data collection instruments; collects and reduces digital data pertaining to lines, corners, elevations, grades, curves or other surveys and enters data collected using AutoCAD drafting systems; operates a geographic positioning satellite receiver to collect accurate data pertaining to the City's infrastructure system and updates the geographical information systems database; files, indexes and researches survey documents, sets survey monuments and accessories (tie points); accurately measures distances and sketches what was set and measured; sets up construction stakes or hubs for construction surveying; performs computations and calculations for various projects; drafts and certifies legal descriptions, Records of Survey, Corner Records and Legal Maps and maintains survey note books. Schedules, directs, assigns and evaluates work, trains employees and recommends disciplinary action according to established City procedures. Supports and actively promotes the City's safety programs. Performs periodic safety inspections; identifies and corrects safety hazards. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS — Work involves long hours outside with exposure to loud noises, chemicals, toxic fumes, air and waterborne pathogens, and mechanical equipment during the clearing, surveying, and staking of construction sites. There is frequent need to stand, stoop, walk, sit, work in close proximity to vehicular traffic, lift equipment or materials (up to 40 pounds), and perform similar other actions during the course of the workday.
