Funding Source: The Neighborhood Preservation Program Manager is funded in FY 00/01 by General Funds in the Planning Department, Account No. 10060201.51110. It is anticipated that a budget request for the 2001-2002 fiscal year will be submitted for Council approval to fund a Permit Technician II position. Recommended Action: 1. Approve Resolution No.a260-1-29 a resolution of the City Council of the City of Huntington Beach to amend the City's Classification Plan by adding the new job classifications of Neighborhood Preservation Program Manager and Permit Technician II, revising the job classification of Permit Supervisor and retitling the job classification of Permit Technician to Permit Technician I. 2. Approve an amendment to the Planning and Building & Safety departments' Table of Organization by adding a Neighborhood Preservation Program Manager and Permit Technician II, respectively. Alternative Action(s): Make no changes to the City's Classification Plan. ^1-A---A o 4 4 i11n19%n n.4 0 A KM REQUEST FOR ACTION MEETING DATE: December 18, 2000 DEPARTMENT ID NUMBER:AS 00-0045 Analysis: At its meeting of November 8, 2000, the Personnel Commission approved the following amendments to the Classification Plan. Permit Technician 1: Retitle the Permit Technician to a Permit Technician I to create an entry-level class for training and developing staff. Permit Technician H: Create a journey level classification in which staff may be reclassified once the incumbent has served two years as a Permit Technician I, gaining permit issuance experience, and has received ICBO certification. This advanced level serves two purposes: (1) to encourage Permit Technicians to become ICBO certified and (2) to save the City money by having more of the smaller projects approved by non-engineers and having the advanced level permit technicians handle more complicated duties such as the plan checking of minor projects. The proposed salary range is R-393 (Top Step $3323), which is 11 percent above a Permit Technician I. The position will be represented by the Municipal Employees Association (M.E.A.). Permit Supervisor: Revise the classification to require the position to have the ICBO certification within six months of appointment to increase the professionalism of this job series and to enable the incumbent to handle complex and highly charged issues. Neighborhood Preservation Program Manager: At its July 5, 2000 meeting, the City Council approved establishing a Neighborhood Preservation Program and authorized the necessary funds for its staffing. As a division head, the work of the Neighborhood Preservation Program Manager will be performed under the general direction of the Director of Planning. The incumbent will manage, direct and organize neighborhood preservation programs; establish program objectives, priorities and timelines for project completion; and coordinate, monitor and evaluate activities of multi-disciplinary teams in addressing the City's housing stock, removing blight, reducing crime and improving the quality of life for Huntington Beach residents. The proposed salary range is R-550 (Top Step $7,275), which is comparable to the salary paid a Principal Planner. The position will be represented by the Municipal Employees Organization (M.E.O.). Accordingly, the Personnel Commission approved the re-establishment of this classification to perform the more complex duties of code enforcement, to provide support by training, reviewing and participating in the work of field staff, and to serve as acting supervisor in the absence of the Senior Planner. In addition, the Code Enforcement Officer, Senior may serve as a mediator and arbitrator between customers and code enforcement officers, serves as an expert witness at administrative hearings in court and represents the City on various community task forces. The proposed salary range of R-470 (Top Step $4,881) is ten (10%) percent above the Code Enforcement Officer, which is consistent with internal salary relationships. The minimum qualifications of this position require graduation from high school or equivalent, supplemented by college level coursework in a related field and five years of code enforcement experience.
