Statement of Issue:
Currently, the Police Department is organized into four divisions; Administration,
Investigation, Uniform and Special Operations. A police captain manages each division. On
December 30, 2002 a police captain retired and that position has not yet been filled. The
Chief of Police and police department staff have reviewed the Police Department
organization. They believe that the department can improve community service and
efficiency and reduce cost by eliminating the captain's position and reorganizing the
department. The estimated annual savings of not filling the captain's position is $174,132.00
including salary and benefits.

Recommended Action:
Approve this amendment to the Police Department's Table of Organization, as proposed by
the Chief of Police, including the elimination of the police captain position.
Alternative Action(s):
Do not approve the proposed reorganization of the Police Department and direct the Chief of
Police to fill the police captain position.

Analysis:
Since 1974 the Police Department has been organized into four divisions that are each
managed by a police captain. All four captains report directly to the Chief of Police. The
current basic functions and responsibilities of each division are:
• Administration Division — Professional Standards (internal affairs), personnel, training,
labor relations, civil liability, miscellaneous administrative functions
• Investigation Division — General investigations, narcotic and vice investigations,
scientific investigations
• Uniform Division — Patrol, traffic, Aero Bureau, crossing guards, parking enforcement
• Special Operations Division — Communications, records, jail, building and fleet
maintenance, budget/accounting, payroll, technology, property/evidence
On December 30, 2002, a police captain retired and that position has not been filled. The
Police Department believes that it can improve service to the community, improve
efficiency and reduce cost by reorganizing and eliminating the police captain position. The
estimated savings associated with this recommendation is $174,132.00 per year.
The Police Department recommends reorganizing into three divisions. Their basic functions
and responsibilities would be:
• Administrative Operations Division — Personnel, training, jail, building and fleet
maintenance, payroll, technology
• Investigation Division - General investigations, narcotic and vice investigations,
scientific investigations, records, property/evidence
• Uniform Division - Patrol, traffic, Aero Bureau, crossing guards, parking
enforcement, communications, community-policing
In addition, the Professional Standards Unit, civil liabiltiy and budget/accounting would be
assigned directly to the Office of the Chief of Police.
