Funding Source: The Automation Fee was created to support maintenance costs of the permit system and was recently modified to include the addition of a GIS Analyst position. The adopted fee is a 4.1 % surcharge on all development processes that utilize the CityView permit system. The GIS Analyst position is totally supported by development activity fees. Recommended Action: Motion to: "Approve the addition of one (1) Geographic Information System (GIS) Analyst position and appropriate $76,000 in business unit number 10042202 for Information Services Department." Alternative Action(s): Motion to: "Do not approve the GIS Analyst position." t-P REQUEST FOR ACTION MEETING DATE: February 6, 2006 DEPARTMENT ID NUMBER:IS-06-002 Analysis: The City maintains an extensive Geographic Information System (GIS) that provides geographic -based data such as addresses, parcel information, building footprints, and information on land use and infrastructure (General Plan, Zoning, Water, Sewer, Streets, etc.). The power of the GIS system is that various layers of information can be associated with parcels, buildings or geographic areas throughout the city, and that data is used in analyzing and processing development -based activities. The core layer, upon which all other development processes are built, involves the exact addressing of parcels and buildings. One of the City's business applications that will be interfaced to GIS is the citywide permitting program called CityView, which was implemented in March 2005. All permits need to have a unique address or parcel number in order to ensure that the information is stored in the correct location. This addressing requirement is labor intensive, and needs to be maintained and updated continuously in order to be useful to staff and to our customers. A GIS Analyst position for maintaining the address system and other data for all development departments was initially planned for in the 05/06 budget. The revenue to support the position was included in the revised Fee Schedule. As the Fee Schedule did not go to Council for approval until December, the position was removed from the initial 2005/06 City budget with the understanding that it would be brought back to Council for approval after the Fee Schedule was adopted. Per City Council action, a new General Fund appropriation must meet one of the following three criteria: 1. It is an unanticipated emergency, 2. It is required to implement labor negotiations, or 3. It is a new expense that is offset by related new revenues. This new appropriation meets criteria #3, a new expense that is offset by related new revenues.
