SMALL, Chief of Police --.71 BEHZAD ZAMANIAN, Acting Information Services Director ' S SUBJECT: TRANSFER OF INFORMATION SERVICES TECHNICIAN IV TO THE POLICE DEPARTMENT Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: At the beginning of the fiscal year discussions were held between the Information Services Department and the Police Department about a transfer of the Information Services Technician IV that manages security systems from Information Services to the control and supervision of the Police Department. Funding Source: The one staff person and the associated budget will be transferred from Information Services to the Police Department, Recommended Action: Approve the transfer of the Information Services Technician IV to the control and supervision of the Police Department, including approval to modify the table of organization at both departments to reflect the transfer of one permanent position. REQUEST FOR ACTION MEETING DATE: May 2, 2005 DEPARTMENT ID NUMBER: PD-05-005 Alternative Action(s): Do not approve the transfer of the Information Services Technician IV to the control and supervision of the Police Department and direct staff accordingly. Analysis: For many years, departments had their own information system units. In 2002, the Information Services Department was formed as a separate department. After the formation of the Information Services Department a city-wide review of the information sytems units throughout other City Departments was conducted. In August 2003, the Information Services Department brought an item to the City Council to restructure their department and incorporate the information systems personnel from the Police Department, Fire Department, Public Works Department and Library. In this fiscal year, the Police Department and the Information Services Department have reviewed the personnel that were transferred into Information Services from the Police Department. After discussion, it was suggested that a position in the Information Services Department that manages the security systems more appropriately belongs in the Police Department. This position's primary assignment is to service, manage and maintain the following functions: • Security access system • Security camera system • Security recording system • Security alarm system The position's primary responsibility is related to security issues and most adjustments to the security systems are requested through the Police Department. Also, the security systems are primarily monitored and controlled at the Police Department. Both the Police Department and the Information Services Department believe that the position would be more appropriately managed and controlled through the Police Department. Prior to bringing this item to Council, the MEA and the involved employee were contacted. The affected departments, MEA and the involved employee are in support of the transfer.
