SUBJECT: Adopt Resolution No. 2014-91 amending the City's Classification Plan by
changing titles to facilitate restructuring amongst the Finance Division Managers
and the Real Estate and Project Manager
Statement of Issue:
The City's Classification Plan requires an amendment to incorporate changes considered and
approved by the Personnel Commission at their regularly scheduled meeting held October 15,
2014.
Financial Impact:
Funding for the proposed classification amendments, approximately $19,500, is included in the FY
2014/15 budget. No additional appropriation is requested.
Recommended Action:
Adopt Resolution No. 2014-91, "A Resolution of the City Council of the City of Huntington Beach
Amending the City's Classification Plan by Amending the Title of Real Property Agent to Real
Estate and Project Manager; Deputy City Treasurer (MEO) to Finance Manager-Treasury; Deputy
City Treasurer (MEO) to Finance Manager-Fiscal Services; Accounting Manager to Finance
Manager-Accounting; and Budget Manager to Finance Manager-Budget."
Alternative Action(s):
Reject amendments to the classification plan. In accordance with Personnel Rule 12-4, if an
amendment to the City's Classification Plan is rejected by the City Council, the City Council is to
refer such amendments or revisions back to the Personnel Commission with reasons for rejection
and its recommendation thereon.
Analysis:
The Personnel Commission has considered and approved the following amendments to the City's
Classification Plan:
At the October 15, 2014 meeting, the Personnel Commission approved a change in titles to
facilitate restructuring amongst the Finance Division managers, to more accurately identify the work
performed, to reflect a modification of the job duties and minimum qualifications, and to ensure
compliance with Personnel Rule 12-1 for the following positions:
Real Property Agent to Real Estate and Project Manager
Assistant City Treasurer (MEO) to Finance Manager—Treasury
Assistant City Treasurer (MEO) to Finance Manager- Fiscal Services

Accounting Manager to Finance Manager—Accounting
Budget Manager to Finance Manager— Budget
Personnel Rule 12-1 reads: Every position in the competitive service shall be assigned to the
appropriate range and pay plan in the pay structure. The assignment of a position to a classification
shall be determined by the following criteria:
a) Sufficiently similar in duties and responsibilities that the same descriptive title may be used.
b) Substantially, the same requirements as to education, experience, knowledge, skills and
ability are demanded of applicants.
c) Substantially the same test of fitness may be used in choosing qualified applicants.
d) The same schedule of compensation can be made to apply with equity.
Each of the re-titled Finance Manager positions will be subject to the same schedule of
compensation as the former Deputy City Treasurer (MEO) classification which included two of the
four affected positions. Based on the City's personnel rules as described above, the other two of
four positions were moved up to the same schedule of compensation which accounts for the
increase in salary expenditures. This movement equalized the four positions, ensured there was no
loss of compensation, and accounted for an increase in the competitive market. The compensation
of the Real Estate and Project Manager remains status quo as the change is related to title and
some duty clarification, but not the salary range.

AMENDING THE CITY'S CLASSIFICATION PLAN BY AMENDING THE TITLE OF

WHEREAS, the City Council of Huntington Beach wishes to amend the City's
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to
the City Classification Plan were considered by the Personnel Commission during a public
hearing held on October 15, 2014.
The Commission voted to recommend to the City.Council that the City's Classification
Plan be amended to change the title of REAL PROPERTY AGENT TO REAL ESTATE AND
PROJECT MANAGER; DEPUTY CITY TREASURER(MEO) to FINANCE MANAGER—
TREASURY; DEPUTY CITY TREASURER(MEO) to FINANCE MANAGER—FISCAL
SERVICES; ACCOUNTING MANAGER to FINANCE MANAGER—ACCOUNTING;
BUDGET MANAGER to FINANCE MANAGER—BUDGET and ALIGN COMPENSATION
IN COMPLIANCE WITH PERSONNEL RULE 12-1.
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve that the Classification Plan be amended as follows:
1. Amend the title of REAL PROPERTY AGENT to REAL ESTATE AND PROJECT
MANAGER as set forth in Exhibits E which is attached hereto and incorporated.by this
reference.
2. Amend the title of DEPUTY CITY TREASURER (MEO) to FINANCE MANAGER —
TREASURY as set forth in Exhibit A which is attached hereto and incorporated by this
reference.
3. Amend the title of DEPUTY CITY TREASURER (MEO) to FINANCE MANAGER —
FISCAL SERVICES as set forth in Exhibit B which is attached hereto and incorporated
by this reference.
4. Amend the title of ACCOUNTING MANAGER to FINANCE MANAGER —
ACCOUNTING as set forth in Exhibit C which is attached hereto and incorporated by
this reference.
5. Amend the title of BUDGET MANAGER to FINANCE MANAGER— BUDGET as set

DISTINGUISHING CHARACTERISTICS
Reports to: Director of Finance
Finance Manager is a multi-position job classification with comparable education and
experience qualifications. Finance Manager — Treasury differs from the other Finance
Manager positions based on the subject matter expertise necessary to manage treasury
operations and the Cashiering and Collections Division within the Finance Department.
EXAMPLES OF ESSENTIAL DUTIES
• Provides overall management of the activities, assignments, and responsibilities of
the daily receipt, deposit, collection, custody and investment of public, funds of
treasury operations
• Responsible for ' all cash management' activities, bond reserves, all cashiering
functions, and all collection activities for all delinquent city receivables
• Supervises and participates in the administration of the City's banking and
safekeeping programs

classification is represented by the Management Employees Organization (MEO).
A change in title to Real Estate and Project Manager and the proposed modifications to the job
classification are recommended to: 1) reflect a job title that more accurately identifies the work
performed 2) update the job duties and minimum qualifications and applicable professional
certificates 3) incorporate language regarding participation in the DMV Employer Pull Notice
program for those required to drive in the course and scope of work and 4) include language
stating the obligation as a City employee to work as a Disaster Service Worker when required.
The current pay grade remains the same.
The recommended changes will update the job classification to better reflect present-day
requirements but are not materially sufficient to change the fundamental nature of the work
performed, nor the assigned pay grade. The recommendation presented is based upon the
Department's input and the meet and confer process with MEO.

The Finance Department, is seeking to amend the City's Classification Plan with the re-titling of
a Deputy City Treasurer(MEO) position to Finance Manager—Treasury.
The re-titling of the position to Finance Manager — Treasury is recommended to 1) more
accurately reflect (by title) the duties performed in the job related to Finance Department
operations 2) update the minimum qualifications and applicable professional certificates 3)
incorporate language regarding participation in the DMV Employer Pull Notice program for those
required to drive in the course and scope of work and 4) include language stating the obligation
as a City employee to work as a Disaster Service Worker when required. The current pay
grade remains the same.
Personnel Rule 12-1, reads: Every position in the competitive service shall be assigned to the
appropriate range and pay plan in the pay structure. The assignment of a position to a
classification shall be determined by the following criteria:
(a) Sufficiently similar in duties and responsibilities that the same descriptive title may be
used.
(b) Substantially the same requirements as to education, experience, knowledge, skills
and ability are demanded of applicants.
(c) Substantially the same test of fitness may be used in choosing qualified applicants.
(d) The same schedule of compensation can be made to apply with equity.
Presently, the Finance Department has two Deputy City Treasurer (MEO) positions. One
position is assigned to treasury operations, overseeing the Cashiering and Collection Services
Division, and is responsible for receiving, depositing, and collecting all taxes, assessments, fees
and other revenues on behalf of the City. The incumbent has been performing these duties
since date of appointment and continues since the work was transferred to the Finance
Department via modification of the Municipal Code in 2011; however, the title of the position
was not changed at that time. The proposed title more accurately reflects the transfer in
oversight to the Finance Department.

purchase of goods and services, the competitive bidding process maintaining th
qualified vendors, managing the procurement card, leasing, equipment replacement,
professional services, fuel management and copy machine programs. In addition, the
incumbent manages the processing of all municipal services start-ups and disconnections (e.g.,
water, sewer, etc) and responds to billing questions on the municipal services statements that
include water, refuse, sewer, and utility tax. The division also licenses all individuals or
companies doing business in the city in accordance with Huntington Beach Municipal Code, and
may issue permits on behalf of other city departments. The incumbent has been performing
these duties since a reorganization of the City Treasurer's Office in 2006; however, the title of
the position was not changed to more accurately reflect the work duties. The incumbent uses

performed.

Services, and Cashiering & Collections Services. Each Division is headed by a Manager who
reports to the department head. Each function requires specific financial expertise; however,
the education and experience for all the positions are substantially the same. Therefore, it is
appropriate to establish one title, with a specific designation for all four managers, and for all of
the classifications to have the same schedule of compensation.
