Flynn, City Clerk SUBJECT: Adoption of Resolution Modifying Salary and Benefits for the City Clerk Fstatement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: A salary study was conducted at the request of the City by Renee Mayne, Labor Relations Consultant. The survey of 12 comparable cities was finalized and released to the Executive Team in November of 2006. A Resolution is attached to establish the pay and benefits for the City Clerk in reference to that study. Funding Source: Funding is available in the current fiscal year 2006/2007 budget. The burdened cost to implement the salary requested in Resolution No. 2007-06 at Control Point for the remainder of the current fiscal year is $34,142. Fiscal year 2007/08 will be further impacted in the amount of$11,381. Recommended Action: Motion to: Adopt Resolution No. 2007-06 "A Resolution of the City Council of the City of Huntington Beach Modifying Salary Benefits for the Elected City Clerk." Alternative Action(s): Do not adopt Resolution No. 2007-06 REQUEST FOR CITY COUNCIL ACTION . MEETING DATE: 1/16/2007 DEPARTMENT ID NUMBER: CK 07-02 Analysis: The survey by Renee Mayne, Labor Relations Consultant was released to the executive management employees on November 14, 2006. The Department Heads (including the three elected Department Heads) each received information pertinent to their own classification. Of the twelve cities used for the survey, the position of City Clerk was not comparable in three cities. The two main considerations that Ms. Mayne used to complete the salary study were based upon the market study and internal salary alignment. As a result of this combination of factors, the consultant recommends the position of City Clerk be adjusted and realigned at the following range: Proposed Pay Grade Start Point Control Point High Point 668 -- Monthly $10,578.53 11,774.17 $13,106.05 Hourly $61.03 $67.93 $75.61 The position of City Clerk is an elected position and the City Charter requires that the City Clerk's salary and benefits be set by resolution of the City Council. It is my understanding that the City Council has reviewed the report, and that decisions will be made during this meeting to set a salary for the position of the City Clerk within the above range of $61.03- 75.61 per hour. This internal alignment process creates equity within the structure of the organization. At current rate of pay, the City Clerk position, which is established as a Department Head, is paid at a lower rate than over 25 mid-management classifications, and annually more than $24,000 less than any other Department Head. As a Department Head, I assume full responsibility and liability of managing the work processes of this Department. I am also present and an active participant on committees and in meetings that have organization-wide impact. I am requesting that Council set my salary at Control Point. I believe my experience, education and proven track record while in office, and my eight year tenure with the City merit consideration when making this decision. With that request, I would like to highlight achievements made in the last 30 months in office. I attained a Bachelor of Arts degree in Organizational Management in 1996, graduating summa cum laude, and over the last 21/ years I have pursued an education aligned specifically with the Clerk's roles and responsibilities in a municipality. I graduated from the University of California Riverside's Certification Program of Technical Track for Clerks on September 8, 2006. This is a series of classes certified by the City Clerks Association of California which are held over the course of four semesters. I have also completed the requite 2 years as a member of the International Institute of Municipal Clerks, and the further educational and experience components necessary to meet the requirements for the conference of the title of Certified Municipal Clerk (CIVIC). My application, along with correlating, validating materials, has been submitted and reviewed by IIMC and I am anticipating the award of the CIVIC designation within 30 days. Since assuming office in 2004, 1 have also received certification as a Notary Public and an authorized passport agent. My management philosophy and style have helped to increase the level of satisfaction of our office staff. Extreme turnover is a thing of the past. I encourage ongoing education for staff. In cultivation of excellence and keeping with the philosophy of succession planning I have had the pleasure of four employees vying for, and receiving promotional opportunities within our department. I have also provided opportunities for two existing City employees to further their careers by promoting into the Clerk's office. As noted by our customers, the City Clerk staff sets a high benchmark with regards to excellence in service. Many improvements have been made in our department since you appointed me City Clerk and my subsequent election. Following are examples of some changes we have made that enhance our ability to serve staff and the public: • A refreshed and reorganized facility for conducting business • Improved use of technology to provide information in differing formats • Increased access and speed for retrieval and delivery of records • Enhanced security for vital records • Community outreach at citywide events • Access to live and archived City Council meetings via the internet During both 2006 and 2007 1 was appointed to the League of California Cities Environmental Quality Policy Committee. There, I represent the 509 elected and appointed California City Clerks. I attend the quarterly meetings and make a report to the CCAC President of any pertinent information that would be appropriate for dissemination to the state's city clerks. As an eight-year city employee I have worked diligently to create working relationships that increase productivity for the City. I received the Mayor's Award for Exemplary Service in 2002. 1 also received a Certificate of Recognition in 2006 from the California City Clerks Association President in response to a nomination of award by both City Administrator Culbreth-Graft and Mayor Sullivan. I am appreciative of their support and encouragement. It is with great pleasure that I serve the community of Huntington Beach as City Clerk. All benefits provided non-associated executive management employees shall be granted to the elected City Clerk during the periods reflected herein. SECTION 2. The salary for the elected City Clerk shall be set as reflected in Attachment"A" hereto. SECTION 3. Any existing provisions in conflict with the foregoing, whether by minute action or resolution of the City Council, are hereby repealed. SECTION 4. All benefits and salary ranges modified herein shall continue until further modified by City Council action.
