Statement of Issue: The City Council establishes the salary and benefits of the elected
Office of City Clerk pursuant to the City Charter. Proposed Resolution No. 2000-3 would
establish the same modified benefits and salary increase as proposed for the city's appointed
department heads for calendar years 2000-2001. Council approval of the salary increase
recommended for the Office of the City Clerk in the Johnson and Associates study is
requested and is also reflected in Resolution No. 2000-3.
Funding Source: FY 1999/00 and 2000/01 General Fund
Recommended Action: Adopt Resolution No. 2000-3 "A Resolution of the City Council of
the City of Huntington Beach Modifying Benefits and Salary For Calendar Years 2000 and
2001 For Elected City Clerk".
Alternative Actions:
1. Approve a different salary than that set forth in Classification and Compensation Study,
and approve, disapprove or,continue consideration of the same percentage increases
as are proposed for MEA-MEO.
OR
2. Deny salary increase as set forth in classification and compensation study and/or
percentage increases as s are proposed for MEA-MEO.

Analysis: Resolution No. 2000-3 proposes the same changes to benefits and the same
four percent salary increase on December 25, 1999 and three percent salary increase on
December 23, 2000. The comparative Orange County salary statistics prepared by Johnson
and Associates for its study is included as Attachment No. 1. After reviewing the chart I have
indicated on Attachment No. 2 some clarifications I received from the Clerks or Personnel
Departments of the corresponding cities.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF HUNTINGTON BEACH MODIFYING
BENEFITS AND SALARY FOR CALENDAR YEARS 2000
AND 2001 FOR ELECTED CITY CLERK
WHEREAS, the City Council of the City of Huntington Beach desires to establish
benefit changes for the elected City Clerk for calendar years 2000 and 2001;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington
Beach as follows:
SECTION 1. Benefits for the City Clerk shall be as reflected in Attachment
"A" hereto.
SECTION 2. Salary ranges for elected City Clerk shall be set as reflected in
Attachment "B" hereto.
SECTION 3. Any existing provisions in conflict with the foregoing, whether
by minute action or resolution of the City Council, are hereby repealed.
SECTION 4. All benefits and salary ranges herein shall continue at their
,highest levels until further modified by City Council action.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach
at a regular meeting thereof held on the 3rd day of January 2000.
