Dear Honorable Mayor and City Council:
For the past 15 years, I have served as the Elected City Treasurer for the City of Huntington Beach.
During these years, my department has implemented many cost savings programs and citizen
enhancements including cost savings that have paid for all the costs of my Department over the same 15
years. I am proud of the Department and our accomplishments over this period.
On November 3, 2010, 1 was elected to the Orange County Treasurer -Tax Collector. Therefore, I will be
resigning effective today to take on this new position.
Thank you for the opportunity to work with you, previous Council members, the executive team, the
dedicated staff in my Department, the many volunteers. and the community. I will miss working for the
City.

Statement of Issue: Appointment of City Treasurer.
Funding Source: Position is funded in FY 95-96 Budget.
Recommended Action: Appoint one of the top two candidates recommended by the
Technical Interview Board.
Alternative Action(s):
1. Appoint one of the remaining four finalists from the top six.
2. Re -appoint Dan Villella until the November election for City Treasurer.
3. Leave the position vacant until an incumbent is elected.
Analysis:
Based on Measure EE's defeat, City council voted on April 8, 1996, to appoint a person to
the vacant City Treasurer position until the November election. The City Charter, Section
312, provides the City Council with the authority to make an appointment within 60 days of
Dan Villella's resignation as City Treasurer. The vacancy was published and applications
and resumes were received from April 9, 1996, through May 10, 1996. A total of 24
candidates applied of which two withdrew and one was unable to attend. On May 16 - 17,
1996, City Council interviewed all 21 remaining candidates and identified the top six to
appear before a technical interview board.

The attached memo summarizes the results of the technical interview process. The top two
candidates from this process are Paul Bess and Shari Freidenrich who are both well
qualified. Staff is in the process of concluding the background checks on these two finalists
and will be prepared to provide the results of this step before the Friday Council Meeting.
The technical interviews were conducted May 20, 1996. The board was comprised of: Don
Watson, former Huntington Beach City Treasurer; Dennis Danner, Administrative Services --
--- Director for City of Newport Beach; Charlene Jung, City Treasurer for City of Anaheim; Dan
Villella, City of Huntington Beach Finance Director; and Ray Silver, Assistant City
Administrator. The Technical Interview Board ranked the six finalists and identified the top
two candidates as the most qualified for the position of City Treasurer.
The City Council must make an appointment by May 27, 1996, to comply with the 60-day
requirement. Further, the City Clerk has agreed to give the required Oath of Office to the
appointee on Monday, May 27, 1996.

Today, the Technical Oral Board interviewed the six finalists selected by the City Council for the
vacant City Treasurer's position. These six finalists were selected by the City Council on Friday,
May 17, 1996, after they invited all applicants to an interview with them.
The Technical Oral Board was comprised of Don Watson, Former City Treasurer for the City of
Huntington Beach, Dennis Danner, Administrative Services Director/City Treasurer for the City of
Newport Beach, Charlene Jung, City Treasurer for the City of Anaheim, Don VilleU Finance
Director for the City of Huntington Beach and myself.
Following are the names of the persons interviewed. The cumulative percentage score resulted
from adding together the individual scores of the members of the Technical Oral Board of each
candidate and dividing this total by the number of scores added together.
