Statement of Issue: . Under the City of Huntington Beach Charter Section 403 Personnel,
the City Council shall establish such reasonable compensation and fringe benefits as are
appropriate for the office of City Treasurer. The City of Huntington Beach has reached
agreement with the Non-Represented Employees to provide changes to salaries and
benefits. Elected officials have the same benefits as the Non-Represented Employees.
Funding Source: Funding to meet conditions of this are included in the FY 99/00 and 00/01
Budget.
Recommended Action: Approve Resolution No. a resolution of the City of
Huntington Beach to amend the City Treasurer Salary and Benefits.
Alternative Action(s): Reject the resolution and maintain the current salary and benefits for
the City Treasurer.
Analysis: Proposed modified salary and benefit changes for the Non-Represented
employees, including Department Heads are before the City Council this evening. The same
changes are proposed for the City Treasurer and include modified benefits, a four percent
salary increase on December 25, 1999 and a three percent increase on December 23, 2000
as well as the approval of the classification and compensation study as presented by
Johnson and Associates. A summary of the benefit changes is included as Attachment A.
The City Treasurer has elected to phase in the recommended salary increase from the
survey over the two year contract period as identified in Attachment B.

was appointed in May 1996 and have served for three and one-half years. During that
period, the following summarizes my major cost saving accomplishments:
Renegotiating bank services contract $ 120,000
Enhanced Cashflow management/ investment
diversification $2,875,000
Collecting severely delinquent accounts receivable $ 450,000
Increasing SB90 reimbursement $ 140,000
Instrumental in changing unitary tax to a locally
assessed property tax for a former public utility plant $ 180,000
Increased collection of oil taxes, $ 340,000
Instrumental in preserving Orange County GSA per diem
rate ( impact on the 10% Transient Occupancy Tax) $ 50,000
Reinvestment of debt reserves (Present value) $ 850,000
Total $5,005,000
In addition, during this period, the City's Investment Policy was certified by the US & Canada
Municipal Treasurer's Association (only 55 governmental agencies in California (200
Nationwide) had their policy certified at that time) and I received my certification as a
Certified California Municipal Treasurer (CCMT) which is based on achieving specific
educational, professional and technical requirements.

RESOLUTION NO. 2000-1
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF HUNTINGTON BEACH MODIFYING
BENEFITS AND SALARY FOR CALENDAR YEARS 2000
AND 2001 FOR ELECTED CITY TREASURER
WHEREAS, the City Council of the City of Huntington Beach desires to establish
benefit changes for the elected City Treasurer for calendar years 2000 and 2001;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington
Beach as follows:
SECTION 1. Benefits for the City Treasurer shall be as reflected in
Attachment "A" hereto.
SECTION 2. Salary ranges for elected City Treasurer shall be set as
reflected in Attachment "B" hereto.
SECTION 3. Any existing provisions in conflict with the foregoing, whether
by minute action or resolution of the City Council, are hereby repealed.
SECTION 4. All benefits and salary ranges herein shall continue at their
highest levels until further modified by City Council action.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach
at a regular meeting thereof held on the 3rd. day of January 2000.

SUMMARY OF SALARY AND BENEFIT CHANGES FOR
CITY TREASURER
❖ Paternity Leave
Fathers will be able to utilize accumulated sick leave in addition to vacation,
compensatory, and administrative leave to care for their newborn or adopted
child up to a total of four weeks.
❖ General Leave
Instead of accruing one day of sick leave a month and separate vacation hours,
employees will accrue their current levels of vacation plus eight additional days
a year as General Leave.
❖ IRS Section 125 Program
Develop an IRS Section 125 Program, where employees may use pre-tax
dollars to pay for annual dependent care and/or medical expenses.
Retirement
Allow the City to amend its contract with the Public Employees Retirement
System to provide the 2 percent at 55 retirement benefit by February 28, 2000.

ATTACHMENT A
SUMMARY OF SALARY AND BENEFIT CHANGES FOR
CITY TREASURER
❖ Term
A two-year term from December 25, 1999 through December 21, 2001.
❖ Salary
4% increase effective December 25, 1999, (the first day of the pay period that
includes the first date of the new agreement term).
3% increase effective December 23, 2000
❖ Classification Changes
Approve the classification and compensation recommendations as prepared by
Johnson and Associates.
❖ Health
Year 2000 Premiums
The City's contribution to medical, dental and vision shall be no more than the
premium maximum for employee only, employee plus one, and employee plus
family. Except that employees hired on or after December 27, 1997 shall
receive a City contribution toward medical at no more then the year 2000
premium of the HMO for each category.
Year 2001 Premiums
The City will contribute two-thirds of the increase in the premium to the City
medical plan and fifty percent of the increase in the HMO. In the event that all
other employee groups agree to one HMO for the year 2001; the City shall
contribute one hundred percent towards the premium increase in the year 2001.
The City shall contribute the full cost of the premium for dental and vision for
the year 2001.
Cost Containment
On July 1, 2001, the City medical plan shall be modified as follows:
• The Annual deductible shall be increased from $150 to $200 per individual
and $450 to $500 per family.
• The out-of-network coinsurance benefit shall be reduced from 70 percent
to 50 percent for active employees and 70 percent to 60 percent for
retirees.
Medical Cash-out
Allows an employee who is covered by a medical program outside of a City-
provided program to elect to drop City medical coverage and receive $200 per
month to deposit into their Deferred Compensation account or any other pre-tax
program offered by the City.
