Statement of Issue: Should the Non-Permanent Salary Schedule effective May 11, 2002 for
seasonal and non-permanent and non-classified employees be replaced to provide for additional pay
levels to meet department hiring and retention needs?
Funding Source: Funds are included in the 2006-07 Fiscal Year budget for non-permanent part-
time salaries. The new pay structure will not create automatic pay adjustments, but rather provides
management the flexibility to implement pay adjustments based on operational needs to attract or
retain qualified personnel. Employee pay adjustments are to be absorbed by the department funding
levels in the 2006-07 Fiscal Year budget.
Recommended Action: Motion to:
Approve Resolution No,A_04-4,45 a Resolution of the City Council of the City of Huntington Beach
replacing the Non-Permanent Salary Schedule effective May 11, 2002 with the Pay Schedule for
Part-Time Non-Permanent and Non-Classified Employees effective October 2, 2006.
Alternative Action(s): Make no changes to the Non-Permanent Salary Schedule effective May
11, 2002.
REQUEST FOR CITY COUNCIL ACTION

Analysis: The City employs approximately five hundred (500) non-permanent part-time employees
who are not represented by a recognized employee bargaining unit. These employees are non-
classified, meaning they are exempt from the competitive service Rules of the City, and perform
duties that supplement permanent full-time staffing levels in most City departments. Part-time staffing
is most utilized by the departments of Police, Community Services, Library Services and Public
Works (field maintenance operations) to support both seasonal and year-round programming.
The Pay Schedule for Part-Time Non-Permanent and Non-Classified Employees effective October 2,
2006 (Exhibit A) is proposed to replace the Non-Permanent Salary Schedule effective May 11, 2002.
This new pay structure maintains existing pay levels with some slight modifications to titles and levels
and provides additional pay levels for management flexibility to work within budgeted funding to meet
department part-time staffing needs.
The new pay structure is formatted to provide a working title by designated pay level that is based on
minimum qualifications that range from no required experience to any combination of education,
training and/or experience. The working title serves as a guide to the level of duties and
responsibilities of the work performed and may be adjusted to other pay levels based on department
operational needs. The new pay structure affords management discretion to determine pay
adjustments for employees based on reasonable criteria that may include performance, the number
of hours worked and consideration for the length of employment with the City. For the exception of a
few employees that will be impacted by the scheduled State minimum wage increase in 2007, the
new pay structure will not create automatic pay adjustments, but rather, will require management's
review and planning for implementing pay adjustments based on operational needs to attract or retain
qualified personnel.
As information, the State minimum wage is currently $6.75 per hour. This rate took effect on January
1, 2002. Per State Assembly Bill 1835, the minimum wage is scheduled to increase to $7.50 per hour
effective January 1, 2007 and $8.00 per hour effective January 1, 2008. The new pay structure
adequately covers this impact.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
REPLACING THE NON-PERMANENT SALARY SCHEDULE EFFECTIVE MAY 11, 2002 WITH
THE PAY SCHEDULE FOR PART-TIME NON-PERMANENT AND NON-CLASSIFIED
EMPLOYEES EFFECTIVE OCTOBER 2, 2006
WHEREAS, the City Council of the City of Huntington Beach employs approximately five
hundred (500) non-permanent and non-classified employees who are not represented by a recognized -
employee organization. These employees perform duties to supplement department full-time staffing
levels; and
Part-time employee pay levels were last adjusted effective May 11, 2002 as a result of the State
minimum wage increase to $6.75 per hour; and
Per State Assembly Bill 1835, the minimum wage shall increase to $7.50 per hour effective
January 1,2007 and to$8.00 per hour effective January 1, 2008; and
To provide management flexibility to attract and retain qualified part-time employees from the
local labor market for seasonal and year-round programming, City staff recommends the new pay
structure effective October 2, 2006,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as
follows:
SECTION 1. That the "Pay Schedule for Part-Time Non-Permanent and Non-Classified
Employees Effective October 2, 2006," a copy of which is attached to this Resolution as Exhibit A and
incorporated by reference, is hereby adopted and approved.
SECTION 2. The effective date of the Pay Schedule for Part-Time Non-Permanent and Non-
Classified Employees is October 2, 2006.
