Funding Source: There is no fiscal impact to this action Recommended Action: Adopt Resolution No:�ob , a resolution of the City Council of the City of Huntington Beach to amend the classification plan by modifying the classification for Deputy City Attorney 1, 11 and 111 and deleting Computer Operator in the City Classification Plan. Alternative Action(s): Make no changes to the City's Classification Plan. Analysis: Computer Operator in Information Services In 2003, the City hired a Director of Information Services for the purpose of creating a single, professional information systems department to support the City's extensive investment in hardware and software, and to provide technology support services to all City departments. The consolidation plan and organizational structure for the Information Services Department was effective August 1, 2003. P:\RCA\Class plan amendment 6-04.doc 5/18/2004 5:10 PM REQUEST FOR ACTION MEETING DATE: June 7, 2004 DEPARTMENT ID NUMBER: AS-04-017` Over time the upgrade of information systems from a mainframe to specialized live software has moved up the scheduled "phase out" of the mainframe. The primary support to the system was 1.5 Computer Operator positions, which were eliminated from the fiscal year 2003/04 budget. Subsequently, at their meeting of October 15, 2003, the Personnel Commission approved the deletion of the Computer Operator title from the classification plan. DEPUTY CITY ATTORNEY JOB SERIES At their meeting on April 16, 2004, the Personnel Commission approved modifications to the specifications for the classifications in the Deputy City Attorney Job Series. Currently, there are three levels within this series. The Deputy City Attorney I is the entry-level classification. The Deputy City Attorney II is the journey level classification and the Deputy City Attorney III is the advanced journey level classification. Currently, the class specification for this series incorporates all three levels and provides reclassification language. While this specification has been in effect since April 2000, the supervisory/management discretion for reclassifying incumbents has not been used. The proposed revision removes the reclassification language from the Deputy City Attorney I level and allows for reclassification or the flexible staffing concept to exist for movement of an incumbent from Deputy City Attorney II to Deputy City Attorney III, with the qualifications focusing on additional years of experience at the journey level. The concept of flexible staffing in a class series allows department management flexibility in hiring to fill a vacancy in his or her department and also to recognize an employee for additional experience and/or education and training in a position through reclassification to the next higher level. As provided to the Personnel Commission, this proposed action follows reasonable criteria for designating flexible staffing from level II to level III of the Deputy City Attorney series. A reclassification is not automatic. All reclassifications for a flexibly staffed position must obtain department head approval and is subject to approval by the Human Resources Manager.
