Statement of Issue: The City's Classification Plan needs to be amended to incorporate
changes considered by the Personnel Commission at their regularly scheduled meetings in
September through November 2006.
Funding- Source: Funding for proposed compensation is included in the FY 2006-07
budget.
Recommended Action: Motion to:
1. Adopt Resolution No. 2 0 0 6-81 a Resolution of the City Council of the City of Huntington
Beach amending the City Classification Plan by revising the class specification for the
position of Code Enforcement Officer I; establishing new job specifications and setting
compensation for the positions of Deputy Director of Economic Development, Beach
Maintenance Operations Manager, and Parking & Camping Assistant; and deleting the
class title and job specification for the position of Housing & Redevelopment Manager.
Alternative Action(s): Reject amendments or revisions to the classification plan. In
accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is
rejected by the City Council, the City Council is to refer such amendments or revisions bade
to the Personnel Commission with reasons for rejection and its recommendation thereon.

Analysis:
The Personnel Commission has considered the following classification amendments to the
City's Classification Plan:
1. At the Personnel Commission meeting on September 20, 2006, staff proposed that
the minimum qualifications for the position of Code Enforcement Officer 1 be revised
to two years' of public contact experience to include one year in the enforcement of
administrative rules and regulations involving inspections and investigative work in a
related field for a public agency. This level of experience is consistent with
comparable entry level positions in the City's benchmark agencies and facilitates
advancement from the trainee classification of Code Enforcement Technician.
2. At the Personnel Commission meeting on October 18, 2006, staff proposed the
deletion of one of the division manager positions--the Housing & Redevelopment
Manager—which had been vacant for approximately 18 months and replacing it with
a Deputy Director of Economic Development who would report to the Director and
provide direct line supervision of the Real Estate Services Manager and Project
Managers. This would create a more manageable span of control to meet
operational needs and build upon organizational development for succession
planning. Based upon a compensation review of like positions in the City's
designated Orange County labor market and internal alignment considerations,
compensation for the Deputy Director of Economic Development was set at Range
608 ($7,840 -$9,715/monthly or$94,088 -$116,588/annually).
3. At the Personnel Commission meeting of November 15, 2006, staff proposed the
addition of new class titles and job specifications for the positions of Beach
Maintenance Operations Manager and Parking & Camping Assistant. With the new
FY 2006-07 budget, the City Council approved amending the table of organization
for the Community Services Department by re-establishing a Beach Division. The
Beach Maintenance Operations Manager will oversee this new division, consisting of
the Beach Maintenance and Parking & Camping functions. With year round use of
the beach and growth in attendance to over 10 million last year, the new
classification of Parking & Camping Assistant is proposed to provide full-time
support during regular working hours. Based upon a review of the City's benchmark
agencies, neighboring beach communities and internal alignment considerations,
compensation for the Beach Maintenance Operations Manager was set at Range
583 ($6,921 - $8,576/monthly or $83,052 - $102,917/annually) and for the Parking &
Camping Assistant at Range 406 ($2,808 -$3,479 or$34,362 -$42,568).

AMENDING THE CITY CLASSIFICATION PLAN BY REVISING THE CLASS
SPECIFICATION FOR THE POSITION OF CODE ENFORCEMENT OFFICER I,
ESTABLISHING NEW JOB SPECIFICATIONS AND SETTING COMPENSATION FOR
THE POSITIONS OF DEPUTY DIRECTOR OF ECONOMIC DEVELOPMENT, BEACH
MAINTENANCE OPERATIONS MANAGER AND PARKING & CAMPING ASSISTANT;
AND DELETING THE CLASS TITLE AND JOB SPECIFICATION FOR THE POSITION OF
HOUSING& REDEVELOPMENT MANAGER
WHEREAS, the City Council of the City of Huntington Beach wishes to amend the City
Classification Plan; and
The provisions of Personnel Rule 12-4 have been complied with, in that the changes to
the City Classification Plan were considered by the Personnel Commission during public
hearings held on September 20, 2006; October 18, 2006; and November 15,2006; and
The Commission voted to recommend to the City Council that the City's Classification
Plan be amended by revising the classification of Code Enforcement Officer I; and
The Commission voted to recommend to the City Council that the City's Classification
Plan be amended by adding the classification for Deputy Director of Economic Development,
Beach Maintenance Operations Manager, and Parking& Camping Assistant;and
The Commission also voted to recommend to the City Council that the City's
Classification Plan be amended by deleting the class title and job specification for the position of
Housing &Redevelopment Manager
NOW, THEREFORE, the City Council of Huntington Beach does hereby resolve as
follows:
1. Modify the existing class specification for Code Enforcement Officer I in the
City's Classification Plan as set forth in Exhibit A, which is attached hereto and incorporated
herein by this reference.
2. Add the job specification for the classification of Deputy Director of Economic
Development Director to the City's Classification Plan and establish compensation at Range 608
($7,749- $9,715) as attached hereto as Exhibit B and incorporated herein by this reference.
3. Add the job specification for the classification of Beach Maintenance Operations
Manager to the City's Classification'Plan and establish compensation at Range 583 ($6,921 -
$8,576) as attached hereto as Exhibit C and incorporated herein by this reference.
4. Add the job specification for the classification of Parking & Camping Assistant to

DUTIES SUMMARY
With general supervision, performs technical office and field work involving the
inspection, investigation and enforcement of state and City codes and ordinances
relating to public nuisances, zoning, litter, weeds, and signs; and performs other duties
as required within the scope of the classification.
DISTINGUISHING CHARACTERISTICS
The Code Enforcement Officer i is the entry level class in the series. It is distinguished
from the higher class, Code Enforcement Officer II by the scope and complexity of
assignments and the training period,in conducting inspections.
EXAMPLES OF ESSENTIAL DUTIES
Assists in the implementation of`a comprehensive code enforcement program; conducts
field investigations and site surveillance of residential, commercial and industrial
properties to uncover possible violations of state and City codes and ordinances; issues
infraction and misdemeanor citations for violations relating to public nuisances including
zoning, litter, abandoned vehicles, weeds, debris accumulation, oversized trucks in
residential areas and parking violations.
Photographs evidence, prepares diagrams and measurements, interviews potential
witnesses, composes letters and follows-up to ensure remedial action has been taken;
receives complaints from citizens and'other sources; issues correction notices; performs
routine follow-up; effects removal if necessary. Prepares memos and investigative
reports; initiates procedures on suspected violations; explains and provides alternative
mitigating measures to property owners to resolve violations.
Answers inquiries from public regarding code and ordinance requirements,
interpretations, policies and applicability; prepare code violation cases for presentation_
at public hearings, City Council meetings and judicial proceedings; file written
complaints through City Attorney to secure compliance; assists in the preparation of

Work is performed primarily in an indoor office environment which requires prolonged

TITLE: PARKING AND CAMPING ASSISTANT -
pier recreation, safety and maintenance services, parking facility and camping
operations.
Ability to: Effectively handle a variety of problems arising out of the enforcement of
parking regulations; follow oral and written instructions; respond to first aid and
emergency situations;coordinate the work of assigned staff; train, motivate and assist in
the performance evaluation of personnel; conduct effective public relations; analyze
problems, identify alternative solutions, project consequences of proposed actions, and
implement recommendations; and, establish and maintain effective and cooperative'
working relationships with those contacted in the performance of duties,
Education: High school diploma or equivalent,
Experience: Three (3) years of increasingly responsible experience related to beach,
parking and/or camping facility operations.
Certifications/License: Completion of Advanced First Aid and CPR training within first
six months of hire. Due to the performance of field duties that require operation of a
vehicle, a California Driver's License and an acceptable driving record is required.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS
Work isperformed indoors and outdoors. When work is performed outdoors, there is
full exposure to the elements, and the incumbent may be exposed to heat and cold.
The incumbent stands and walks on level and uneven/slippery surfaces, twists, bends,
pushes, pulls, crouches, reaches, and grasps. In an office environment, the work
requires sitting at a desk or table for prolonged periods of time and use of a computer
and screen. Reasonable accommodation(s) for an individual with a qualified disability
will be considered on a case-by-case basis.
