Wilson, City Manager PREPARED BY: Michele Warren, Director of Human Resources SUBJECT: Adopt Resolution No. 2013-17 reducing salary and benefits for non-represented employees (Director of Community Services), and approving revised job specifications for the Director of Community Services Statement of Issue: The City Manager desires to recruit to fill the vacant position of Director of Community Services. The job specification and the compensation for the position need to be modified for comparability with similar positions within Orange County prior to initiation of the formal recruitment. At the City Council meeting of June 3, 2013; Council discussed setting the salary for the position at the average salary range. After some discussion, the Council sent the item back to; staff and continued the matter until June 17, 2013. Financial Impact: Funding for this position is included in the FY 2012/13 budget. Recommended Action: Adopt Resolution No. 2013-17, "A Resolution of the City Council of the City of Huntington Beach Reducing Salary and Benefits for Non-Represented Employees," including Exhibit A- Updated Job Specification for the Director of Community Services Alternative Action(s): Do not adopt Resolution No. 2013-17, and continue the compensation for the position of Director of Community Services at the current level. Analysis: The position of Director of Community Services has been vacant since December 2009 and the duties have been performed by former Deputy City Manager, Paul Emery. Mr. Emery resigned in December 2012, creating the need to fill the department head vacancy. The position description has been updated to reflect the recent decision to migrate the Marine Safety Division out of Community Services and into the Fire Department. The City Manager desires to launch the recruitment for the Director of Community Services vacancy immediately. Background In 2007, the then City Administrator requested that Labor Management Success, Inc., conduct a review of executive compensation. As a result of the review, the prior compensation structure was modified. The successive structure included the establishment of a range containing a Start Point, a Control Point and a High Point, and the elimination of A through E steps. This new structure also' established salary "bands" for market considerations and internal comparability. The new compensation range would align the position internally with the positions of City Treasurer, Director of Economic Development, Director of Human Resources, and Director of Information Services. It is also important to note that the overall budget for Community Services is $14.4 million. The position supervises 51 full-time employees and 392 part-time employees. Of those, Marine Safety has 13 full-time and approximately 120 part-time employees. Market Survey Data The recommendation to place the Director of Community Services position into the band with the City Treasurer, Director of IS and HR Director, is also based upon the nine-city market comparability of salary averages (at top step) rather than salary median. The market review yielded an average monthly salary for the nine cities of $10,346 (low) to $14,429 (high) and a median of $10,359 (low) to $13,843 (high). The current range of R-709 provides a monthly salary of $12,979 (low) to $16,080 (high). The recommended range of R-693 provides a monthly salary of$11,986 (low) to $14,846 (high) which is in alignment with the comparable salary averages for similar positions in other cities within Orange County. A typical combination includes: Education: Bachelor's degree from an accredited college or university in Parks/Recreation Administration, Public Administration, Human Services or a closely related field. Master's degree from an accredited college or university in Public Administration or Parks/Recreation Administration preferred, Experience: Five (5) years of progressively responsible Community Services and/or Parks/Recreation experience including three (3)years of supervisory experience at a management level License/Certification: Possession of a valid Class "C" California Driver's License and an acceptable driving record are required by time of appointment. PHYSICAL TASK AND ENVIRONMENTAL CONDITIONS Work is performed in a general office environment and may involve extended periods at a computer keyboard or work station. Work involves sedentary to light work and requires sitting for prolonged periods of time; standing and walking to retrieve work files or to other departments or office locations; requires daily leaning, bending and/or stooping to perform work at a desk or to retrieve information; daily pushing, turning or twisting to move chair or body from desk; light grasping to hold a writing instrument or documents; firm grasping as needed to carry work files or to operate office equipment; finger dexterity to type on a computer keyboard; and hearing and speaking clarity to answer the telephone or speak with staff and the public. There is the need to lift light objects (up to 25 pounds) and perform other similar actions during the course of the workday.
