Wilson, City Manager PREPARED BY: Michele Warren, Director of Human Resources SUBJECT: Adopt Resolution No. 2013-33 approving Amendments to the City's Classification Plan affecting the current position of Administrative Environmental Specialist, and newly-created classifications of Community Services Officer, Community Services & Recreation Specialist, and Facilities Maintenance Supervisor Statement of Issue: The City's Classification Plan requires an amendment to incorporate changes considered and approved by the Personnel Commission at their regularly scheduled meetings held April 17, May 15, and June 19, 2013. Financial Impact: Funding for the proposed job classifications is included in the FY 2013-14 budget. Recommended Action: Adopt Resolution No. 2013-33, "A Resolution of the City Council of the City of Huntington Beach amending the City's Classification Plan by changing the title of Administrative Environmental Specialist to Environmental Specialist and adding the job classifications and establishing the compensation of Community Services Officer, Community Services & Recreation Specialist, and Facilities Maintenance Supervisor." Alternative Action(s): Reject the amendment to the classification plan. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. Analysis: The Personnel Commission has considered and approved the following amendments to the City's Classification Plan: At the May 15, 2013, meeting, the Personnel Commission approved a change in title for the Administrative Environmental Specialist job classification to Environmental Specialist to reflect a job title that more accurately identifies the work performed and is more recognized in comparable public agencies. Job spec changes include updates to the work duties and minimum qualifications that are more reflective of similar positions in the industry. At the April 17, 2013, meeting, the Personnel Commission approved a new (MEA)job classification of Community Services Officer and established compensation at Range 493. The position will perform high-level non-sworn administrative and clerical support duties relating to a variety of police Item 10. - 1 HB -146- Dept. The City engaged in various discussions with HBPOA concerning this item and has met its obligation to meet and confer regarding the impacts of the management decision to create the job specification. At the June 19, 2013, meeting, the Personnel Commission approved a new (MEA)job classification of Community Services & Recreation Specialist and established compensation at Range 467. The position will perform high-level administrative and clerical support in developing, implementing and administering a broad range of community services and recreation programs. Currently, no comparable position exists within the class plan. At the June 19, 2013, meeting, the Personnel Commission approved a new (MEO)job classification of Facilities Maintenance Supervisor and established compensation at Range 576. The position will supervise plumbing, electrical, and facilities maintenance personnel and be responsible for developing and managing supplemental maintenance services contracts. The Commission voted to recommend to the City Council that the City's Classification Plan be amended to amend the title of ADMINISTRATIVE ENVIRONMENTAL SPECIALIST to ENVIRONMENTAL SPECIALIST, and to include the newly-created classifications of COMMUNITY SERVICES &RECREATION SPECIALIST, and FACILITIES MAINTENANCE SUPERVISOR. .
