Wilson, City Manager PREPARED BY: Michele Warren, Director of Human Resources SUBJECT: Adopt Resolution No. 2013-42 amending the City's Classification Plan by adding the job classification and establishing the compensation for the newly-created classification of Community Services Officer Statement of Issue: The City's Classification Plan requires an amendment to incorporate changes considered and approved by the Personnel Commission at their regularly scheduled meetings held April 17, 2013. Financial Impact: Funding for the proposed job classifications is included in the FY 2013-14 budget. Recommended Action: Adopt Resolution No. 2013-42, "A Resolution of the City Council of the City of Huntington Beach Amending the City's Classification Plan by Adding the Job Classification and Establishing the Compensation of Community Services Officer." Alternative Action(s): Reject the amendment to the classification plan. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. Analysis: The Personnel Commission has considered and approved the following amendments to the City's Classification Plan: At the April 17, 2013, meeting, the Personnel Commission approved a new (MEA)job classification of Community Services Officer and established compensation at Range 493. The position will perform high-level non-sworn administrative and clerical support duties relating to a variety of police department operations, programs and services. Currently, no comparable position exists within the class plan. The City engaged in various discussions with HBPOA concerning this item and has met its obligation to meet and confer regarding the impacts of the management decision to create the job specification. The Commission voted to recommend to the City Council that the City's Classification Plan be amended to include the newly-created classification of COMMUNITY SERVICES OFFICER. MINIMUM QUALIFICATIONS Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. Shifting this work to a non-sworn position gives the department greater latitude in assigning police duties to sworn personnel. The Community Services Officer will be a newly created single-position classification established at pay grade 493 and represented by the Municipal Employees Association (MEA). The primary responsibility of the new position will be to perform complex and specialized civilian law enforcement duties in support of investigations, collection of evidence and property, preparation of related reports, and interactions with other law enforcement personnel. These duties being performed by a non-sworn position is not unique to the City of Huntington Beach. Several cities employ non-sworn personnel to perform this work. The alternative to establishing a new job classification would be to incorporate the work into an existing job class. However, in reviewing the job duties and knowledge, skills, and abilities of internal positions, there are none that require the specific skills set necessary to perform the work of the proposed classification. The City and MEA have met and conferred regarding the creation of this new job and its inclusion into the classification plan. The recommendation presented is based upon input from the Police Department and a review of similar internal and external jobs. At this time, staff requests the Personnel Commission to approve staffs recommendation in accordance with Personnel Rule 12 regarding amendments to the City's Classification Plan.
