Wilson, City Manager PREPARED BY: Michele Warren, Director of Human Resources SUBJECT: Adopt Resolution No. 2014-12 amending the City's Classification Plan by changing the title of an existing job classification and adding a new job classification Statement of Issue: The City's Classification Plan requires an amendment to incorporate changes considered and approved by the Personnel Commission at their regularly scheduled meeting held December 18, 2013, and January 15, 2014. Financial Impact: Funding for the proposed job classification is included in the FY 2013-14 budget. The approval of the positions does not increase the impacted department table of organization. Each position is currently accounted for in the FY 2013/14 budget. Recommended Action: Adopt Resolution No. 2014-12, "A Resolution of the City Council of the City of Huntington Beach Amending the City Classification Plan by Amending the Title of Recreation, Human & Cultural Services Superintendent to Community Services Manager and Adding the Classification of Risk Management Specialist" at Range 616 and 467 respectively. Alternative Action(s): Reject amendment to the classification plan. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. Analysis: The Personnel Commission has considered and approved the following amendment to the City's Classification Plan: At the December 18, 2013, meeting, the Personnel Commission approved a change in title and modification in duties for the Recreation, Human & Cultural Services Superintendent job classification to Community Services Manager. The proposed job title accurately identifies the work performed, is recognized in the industry, and aligns with other managerial job classifications in the City's classification plan. (The long-term, inactive - since 2002 - Community Services Manager classification with the identical title [Job Code 0065, Range 585] will be retired as there cannot be two positions with the same job title and different job codes/pay ranges within the class plan) Item 6. - I HB -94- Dept.ID HR 14-002 Page 2 of 2 Meeting Date:3/17/2014 At the January 15, 2014, meeting, The Personnel Commission approved a new job classification of Risk Management Specialist and established compensation at pay grade 467. The position will be represented by the Municipal Employees Association (MEA). The primary responsibility will be to provide administrative support to the staff, contracted service providers, and recipients of risk management services. The Commission voted to recommend to the City Council that the City's Classification Plan be amended to change the title of RECREATION, HUMAN & CULTURAL SERVICES SUPERINTENDENT to COMMUNITY SERVICES MANAGER and add the job classification of RISK MANAGEMENT SPECIALIST. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve that the Classification Plan be amended to change the title of RECREATION, HUMAN & CULTURAL SERVICES SUPERINTENDENT to COMMUNITY SERVICES MANAGER as set forth in Exhibit C which is attached hereto and incorporated by this reference and add the new job classification of RISK MANAGEMENT SPECIALIST as set forth in Exhibit D which is attached hereto and incorporated by this reference. Experience: Five (5) years of increasingly responsible experience related to recreation, human services, cultural services, or education administration, including three years progressively responsible administrative and supervisory experience. License/Certification: Possession of a valid Class "C" California Driver's License and an acceptable driving record are required by time of appointment. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS The incumbent must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties to be performed. Work is performed primarily indoors. The incumbent sits for prolonged periods of time; standing and walking to retrieve work files or to other departments or office locations; leaning, bending and stooping to perform work behind a desk or to retrieve information; pushing, turning or twisting to move chair or body from desk; reaching to place or retrieve files or open file drawers or cabinets; light grasping to hold a writing instrument or documents; firm grasping as needed to lift and carry work files or operate office equipment; finger dexterity to type on a computer keyboard; and, hearing and speaking to answer the telephone or answer questions of co- workers and subordinates.
