SUBJECT: Adopt Resolution No. 2014-26 approving the Pay Schedule for Part-Time Non-
Permanent and Non-Classified Employees to comply with the State of California
minimum wage law
Statement of Issue:
The City is required to comply with the State of California minimum wage law which raises the
minimum wage to $9.00 per hour, effective July 1, 2014 and $10.00 per hour, effective January 1,
2016. In order to comply with the state mandate, updates to the existing pay schedule for part-
time/hourly/non-permanent and non-classified employees are required.
Financial Impact:
Funding for the implementation of the required minimum wage change are minor and will be
absorbed by departments in their existing part-time salary budgets The fiscal impact for FY 2013-
14 is de-minimus as only a very limited number of part-time employees are currently earning below
the new statewide minimum wage of$9.00.
Recommended Action:
Adopt Resolution No. 2014-26, "A Resolution of the City Council of the City of Huntington Beach
Adopting the Updated Pay Schedule for Part-Time Non-Permanent and Non-Classified Employees.
Effective July 1, 2014."
Alternative Action(s):
Do not approve the Resolution and direct staff to find an alternative means of compliance with the
state-wide minimum wage requirements.
Analysis:
The State of California Minimum Wage will increase to $9.00 per hour effective July 1, 2014, and
$10.00 per hour, effective January 1, 2016. The City is required to modify its compensation
schedules to comply with the law.
Wage Increases
• $9.00 per hour, effective July 1, 2014.
• $10.00 per hour, effective January 1, 2016.
There were also appropriate modifications to the salary schedules to condense the number of pay
ranges and to permit the ability to recruit hourly employees at an expanded range of knowledge,
skill, ability and experience.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ADOPTING THE UPDATED PAY SCHEDULE FOR PART-TIME NON-PERMANENT
NON-CLASSIFIED EMPLOYEES
EFFECTIVE JULY 1, 2014
WHEREAS, the City Council of Huntington Beach wishes to update the City's part-time
non-permanent pay schedule to comply with State of California minimum wage law;
The State of California minimum wage law raises the minimum wage to $9.00 per hour
effective July 1, 2014, and $10.00 per hour effective January 1, 2016. In order to comply with the
state mandate, updates to the existing pay schedule for part-time/hourly/non-permanent and non-
classified employees are required; and
To provide management flexibility to attract and retain qualified part-time employees
from the local labor market for seasonal and hourly staffing;
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
SECTION 1: The Pay Schedule for Part-Time, Non-Permanent, and Non-Classified
Employees effective July 1, 2014, a copy of which is attached to this Resolution as Exhibit "A"
and incorporated by reference, is hereby adopted and approved.
SECTION 2: The Pay Schedule for Part-Time, Non-Permanent, and Non-Classified
Employees effective January 1, 2016, a copy of which is attached to this Resolution as Exhibit
"B" and incorporated by reference, is hereby adopted and approved.
