Wilson, City Manager PREPARED BY: Michele Warren, Director of Human Resources SUBJECT: Adopt Resolution No. 2013-56 approving Amendments to the City's Classification Plan (Payroll Specialist and Building Manager positions) Statement of Issue: The City's Classification Plan requires an amendment to incorporate changes considered and approved by the Personnel Commission at their regularly scheduled meetings held August 21 and September 18, 2013. Financial Impact: Funding for the proposed job classifications is included in the FY 2013-14 Budget. Recommended Action: Adopt Resolution No. 2013-56, "A Resolution of the City Council of the City of Huntington Beach Amending the City's Classification Plan by Adding the Job Classifications of Payroll Specialist and Building Manager and Establishing the Compensation;" Payroll Specialist at Range 554 and Building Manager at Range 644. Alternative Action(s): Reject the amendment to the classification plan. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. Analysis: The Personnel Commission has considered and approved the following amendment to the City's Classification Plan: At the August 21, 2013, meeting, the Personnel Commission approved a new job classification of Payroll Specialist and established compensation at pay grade 554. The position will be represented by the Municipal Employees Association (MEA). The primary responsibility will be to provide advanced technical support in the production and maintenance of the City's payroll and related operational systems, as well as overseeing the work of assigned technical support staff. The budget funds allocated for a vacant Senior Administrative Analyst position will be used to fill the Payroll Specialist job resulting in a savings ($10,860) in the FY 13/14 Budget. At the September 16, 2013, meeting, the Personnel Commission approved a new job classification of Building Manager and established compensation at pay grade 644. The position will be represented by the Management Employees Organization (MEO). The primary responsibility will be to manage the activities of the Building Division within the Planning and Building Department, as well as serve as the City's Building Official. The budget funds allocated for a vacant Permit and HB -59- Item 6. - I Dept.ID HR 13-007 Page 2 of 2 Meeting Date: 10/21/2013 Plan Check Manager position will be used to fill the Building Manager job resulting in a cost-neutral effect to the FY 13/14 Budget. COMMUNICATION HUMAN RESOURCES TO: PERSONNEL COMMISSION FROM: MICHELE WARREN, DIRECTOR OF HUMAN RESOURCES SUBJECT: CREATION OF PAYROLL SPECIALIST DATE: AUGUST 21, 2013 In an effort to better address the City's payroll needs, the Finance Department is seeking to restructure the payroll division by creating a new job classification of Payroll Specialist to be represented by the Municipal Employees Association (MEA). This newly created classification will be responsible for providing advanced technical support in the production and maintenance of the City's payroll and related operational systems, as well as overseeing the work of assigned technical support staff. There is presently no advanced journey level classification with the required skill set. The alternative to establishing a new job classification would be to incorporate the work into an existing job class or to utilize an improperly matched higher level job class. However, in reviewing the overall job duties, and the required knowledge, skills, and abilities of existing classifications; there are none that require the specific skills set necessary to perform the work of the proposed classification. It is the intent of the Finance Department to use budget funds allocated for a vacant Senior Administrative Analyst position to fill the Payroll Specialist job. Doing so will result in a cost-neutral impact on the FY '13/14 budget. The City and MEA have met and conferred regarding the creation of this new job and its inclusion into the classification plan. The recommendation presented is based upon input from the Finance Department and a review of comparable external jobs.
