Funding Source: Funding for the proposed position classification is included in the FY 2009-10 budget. Recommended Action: Motion to: Adopt Resolution No. 2009- 59 , a Resolution of the City Council of the City of Huntington Beach Amending the City Classification Plan and the Memorandum of Understanding Between the City and the Municipal Ernployees' Association (MEA), By Adopting the Side Letter of Agreement. Alternative Action(s): Reject amendment to the classification plan or reject proposed compensation. In accordance with Personnel Rule 12-4, if an amendment to the City's Classification Plan is rejected by the City Council, the City Council is to refer such amendments or revisions back to the Personnel Commission with reasons for rejection and its recommendation thereon. f 0 REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 10/19/09 DEPARTMENT ID NUMBER: HR 09-08 Analysis: The Personnel Commission has considered and approved the following amendment to the City's Classification Plan: At the September 16, 2009 Personnel Commission meeting, staff proposed the establishment of the new classification of FIRE PREVENTION INSPECTOR. As part of a modification of service delivery review and analysis, the Fire Department evaluated the functional and operational design, performance of services, and level and scope of department service requirements with respect to its fire inspection operations. Based upon the input of the department director and the firefighters' association, it has been determined that the needs of the department and the community with respect to fire inspection services requires the establishment of a new (civilian) FIRE PREVENTION INSPECTOR position. Presently, sworn fire personnel perform the duties inherent to fire inspection services. However, the Fire Department has worked with HBFA to determine which duties may be handled by civilian personnel so that sworn staff may be deployed for direct fire prevention and fire protection service delivery in the field. The civilian FIRE PREVENTION INSPECTOR position varies significantly from the sworn, administratively appointed position of Fire Protection Specialist in that the latter performs direct fire service work and requires extensive fire prevention experience, certifications, and formal training as a firefighter. No new funds are required in the FY 2009-10 budget as the current funding level is adequate to support this class plan amendment. The recommended base salary range is $5,726 - $7,094 (Range 545). The City and MEA have met and conferred regarding the establishment to this classification. The recommended classification and compensation establish this new position. The Personnel Commission approved the class plan modification, adding the class specification. The approved recommended action is: a) Add the job specification for the classification of FIRE PREVENTION INSPECTOR to the City's classification plan and establish compensation at pay range 545. Incumbents are responsi e to perform a wide variety of technical and specialized fire prevention activities include g fire safety inspections, hazardous materiais disclosure and regulatory enforcement work. DISTINGUISHING CHARACTE ISTICS The Fire Prevention Inspector is a 'ourney=level classification and is expected to perform the full range of fire prevention inspection ties: Incumbents at this level receive occasional instruction or assistance as new or unusual situ ions arise and are fully aware of the operating procedures and policies of the work unit. This classification is distinguished from he Fire totection Specialist in that the latter is the administratively appointed sworn professi al fire service position which performs direct fire service work in addition to non-fire: serve e'duties and requires extensive fire prevention experience, certifications, and formal training s a firefighter. F Experience: Three (3) years experience as a building inspector, public works inspector, construction inspector, engineering assistant or equivalent fire prevention inspection experience ; Licenses/Certifications Due to performance of field duties th t require operation of a motor vehicle, a valid California driver's license and an acceptable drivi�g record are required at time of appointment. Poss"n of PC 832 certification is desirable. Certification from the International Code Council (ICC), California B ilding Officials (CALBO), or possession of a Public Works Inspector's Certificate, or certification gas a Building Inspector, is preferred. PHYSICAL TASKS AND\;ENVIRONMENTAL CONDITIONS Work involves considerable physical activity in an outdoor setting with exposure to weather conditions and potential exposure to physical harm. There is frequent need to walk, talk or hear, stand, use hands to finger, handle, or feel, and climb ladders or scaffolding.
