REEKSTIN, Director of Administrative Services r SUBJECT: APPROVE ADDITIONAL COMPENSATION FOR POLIO ESERVE OFFICERS AND PART-TIME CRIMINALIST Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Shall the City increase compensation for Reserve Police Officers and provide compensation to part-time Criminalists for on -call court pay? Funding Source: Sources include SCI Overtime Account 10070401.53020 and Patrol Account 10070201.53020, $5,000. Recommended Action: 1. Approve an increase in the stipend for Reserve Police Officers from $100 to $150 per month. 2. Approve additional compensation of $50 per day for part-time Criminalists placed on an on -call court status that falls outside of actual hours worked. Alternative Action(s): Do not change the current compensation for Reserve Police Officers an do not compensate Criminalists for on -call court status. Analysis: The Huntington Beach Police Department currently compensates Reserve Police Officers $100 per month when they volunteer 20 hours of service a month. There are six to ten Police Reserves that are scheduled to work each month. Since the Reserves volunteer their time they are not compensated hourly. However, it has been the practice of the department to provide each Reserve that works 20 hours or more a month with a "stipend" of Document4 -2- 10/27/00 10:50 AM �i K"QUEST FOR COUNCIL AC& MEETING DATE: November 6, 2000 DEPARTMENT ID NUMBER: AS 00-035 $100 to reimburse them for incurred expenses. It is the department's recommendation that this "stipend" be increased from $100 to $150 per month. The Police Department employed a part-time Criminalist to perform criminalist duties. This employee receives the same hourly rate as a full-time Criminalist but does not receive benefits. Included in the duties of each Criminalist is the responsibility to respond to court subpoenas and testify on behalf of the City. Part-time Criminalists are paid their hourly rate when they appear in court. However, many of these subpoenas are for "on -call" responses in which the employee must be easily reachable and capable of appearing in court in a short period of time. Full-time employees are compensated for this "on -call" time. Part-time Criminalists do not receive any compensation for "on -call" time. It is, therefore, recommended that such employees be compensated. for on -call court pay at the flat rate of $50 per day for any on -call status that falls outside actual hours worked. The Police Department estimates that the total estimated: budget for these additional services is $5,000 per year. Environmental Status: Attachment(s):, None RCA Author: William H.
