BEARDSLEY, DIRECTOR OF PUBLIC WORKS SUBJECT: Approve Special Duty Pay for Interim Water Operations Management Assignments Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachments) Statement of Issue: The Water Operations Division is currently managed by a consultant. This action will temporarily assign managerial duties to supervisory employees, pending resolution of staffing issues. Funding Source: With the reduced cost of professional services, an overall savings of approximately $54,000 will be realized in Water Operations Administration, 50685801. Recommended Actions: 1. Authorize a special duty pay adjustment to Howard Johnson, Water Production Supervisor, of$8.89 per hour, effective June 10, 2002, and continuing through December 14, 2002. 2. Authorize a special duty pay adjustment to Jay Kleinheinz, Water Operations Crewleader, of$3.96 per hour, effective June 10, 2002, and continuing through December 14, 2002. Alternative Action(s): Deny the special duty pay request and direct staff to consider other, alternative department restructuring options. REQUEST FOR ACTION MEETING DATE: June 3, 2002 DEPARTMENT ID NUMBER: PW 02-56 Analysis: Since May 17, 1999, the Water Operations Division has been fortunate to secure the services of Dennis MacLain through the professional engineering firm Psomas, Inc., to provide management oversight of our water utility. The goal in Public Works and throughout the organization, however, has changed in that all consultants serving in day-to- day operational roles will be eliminated. Mr. MacLain's contract has been renegotiated to correlate with assignment of staff members to replace Mr. MacLain's operational duties. Water Production Supervisor, Howard Johnson, is recommended to be assigned to an interim Water Operations management position, overseeing the entire day-to-day production, distribution, operation, maintenance and all ancillary duties of the water utility function, as well as the overall stormdrain pump station maintenance program. Mr. Johnson is a long-term, exemplary employee, possessing full knowledge, skills and abilities necessary to manage the Water Operations Division. It is anticipated that he would be reassigned for at least six months. As a complement to Mr. Johnson's role in handling the internal service delivery operations, the professional services contract with Psomas will be amended to take advantage of Mr. MacLain's stature and contacts in the water industry. In this capacity, Mr. MacLain will represent the City of Huntington Beach in all external water industry meetings, interfacing with the Department of Public Works on a regular basis to ensure continuity. The amended contract can be consummated administratively, without further Council action. Finally, to assist Mr. Johnson in his managerial role, it is recommended that Water Operations Crewleader, Jay Kleinheinz, be provided special duty pay to compensate for additional duties in the Water Production section. This special assignment would be concurrent with Mr. Johnson's additional duties. It is expected that some overlap of current duties and reassigned duties would occur for both Mr. Johnson's and Mr. Kleinheinz' positions since they would be functioning with fewer staff resources. An organization chart (Attachment 1) shows the positions affected by the proposed action. The functions of all remaining staff would be negligibly impacted and no further temporary assignments are necessary. The Water Operations Management Costs (Attachment 2) show the comparative, annualized cost savings of approximately $54,000 between staffing under the present arrangement and the proposed action. Position titles would remain unchanged; only the hourly pay rates would be affected. Both staff members currently receive either a vehicle allowance or a vehicle so this benefit would be unchanged. Mr. Johnson and Mr. Kleinheinz would remain in their current bargaining units; Mr. Kleinheinz would, thus, continue to be eligible for MEA overtime compensation at a higher rate. This would have a nominal impact on the costs as shown.
