Recommended Action:

Employees" setting the compensation range for the Assistant City Manager a-R4

Postpone action on Director of Community Services position until after
the Strategic Planning Meeting is held in January, and further discussion
is held that could affect recruitment and compensation.

Statement of Issue: The City Manager desires to modify the structure of the department
table of organization, including changing the title of Deputy City Manager to Assistant City
Manager. The job description should be updated to reflect this title change (no change to job
duties, responsibilities).
The City Manager desires to recruit to fill the vacant position of Director of Community
Services. The City Manager has determined that the compensation for the position should
be modified for comparability with similar positions within Orange County prior to initiation of
the formal recruitment.
Financial Impact: The proposed actions do not require funding.
Recommended Action: Motion to:
A) Approve the re-titled job description of Deputy City Manager to Assistant City Manager;
and, ILI
B) Adopt Resolution No. 2012-95, "A Resolution of the City Council of the City of Huntington
Beach Modifying Salary and Benefits for Non-Represented Employees" setting the
compensation range for the Assistant City Manager and modifying the compensation range
for the Director of Community Services.
Alternative Action(s):
Do not approve the re-titled job description of Assistant City Manager and continue to utilize
the job title: Deputy City Manager.
Do not adopt Resolution No. 2012-95, and continue the compensation for the position of
Director of Community Services at the current level.

REQUEST FOR COUNCIL ACTION

Analysis: The City Manager desires to make changes to the structure of the department
which includes eliminating the second position of Deputy City Manager. The remaining
Deputy City Manager position' reporting to the City Manager should be re-titled. to-' be
reflective of this change. Therefore, the position of Deputy City Manager should be updated
to Assistant City Manager. This action is reflective of a change in title. There are no
proposed changes to the scope of duties or position qualifications, although additional
supervisory responsibilities will be assigned to this position. The compensation range for the
position is being updated to Range 721; this is equivalent to the positions of Fire Chief and
Chief of Police. The compensation of the incumbent will not be adjusted at this time. Any
future compensation changes for the incumbent will be addressed via performance
evaluation.
In addition, a new position of Assistant to the City Manager is in the process of being
established. It is scheduled to be reviewed by the Personnel Commission on December 19,
2012 and will be on the January 22, 2013 agenda of the City Council. This position will be a
senior level analyst position providing high level support to the City Manager and City Council
on legislative, policy and administrative issues. The anticipated annual savings to the City
with this change is estimated at $83,000 annually.
The position of Director of Community Services has been vacant since December 2009 and
the duties have been performed by former Deputy City Manager, Paul Emery. Mr. Emery
recently resigned, creating the need to fill the department head vacancy as one Deputy City
Manager position is being eliminated. The City Manager desires to launch the recruitment for
the Director of Community Services vacancy immediately.
The City conducted a brief salary review of comparable positions within Orange County for
nine cities (Anaheim, Buena Park, Cypress, Fullerton, Garden Grove, Irvine, Newport Beach,
Orange and Santa Ana), and determined that the compensation for the position of Director of
Community Services should be adjusted. The market review yielded an average monthly
salary for the nine cities of $10,346 (low) to $14,429 (high) and a median of $10,359 (low) to
$13,843 (high). The current range of 709 provides a monthly salary of $12,979 (low) to
$16,080 (high). The recommended range of 693 provides a monthly salary of $11,986 (low)
to $14,846 (high) which is more in alignment with the comparable salaries for other cities
within Orange County. Then net savings to the City with this change will be approximately
$15,000 annually.
