TheCirculation Element sass adopted as a mandated element of the General Plan in Decomber, 19861 this is the sixth smendmant to tho`Circulation clement since it* original adoption. The adopted Circulation Plan of Arterial Streete and Highways is pre u%inted in Figure 1. II. BACKGROUND I' 'In. May 1986, the City Council approved Precise Plan of Street Alignment No. 85-2 and Negative Declaration go'. 85-72. This was a request by the City of` Huntington boach 'to realign Gothard Street south or Motradden Avenue. Presently, . Gothard Street terminates at McFadden Avonue =approximateely. 250, feet west . of:_the proposed Hoover street Exterieion: . The proposed alignment would move the current centerline of Gothard Street eestarly..approximately 250 feet for•i'the portion oVG,,)thsrd which extends 600 feet south of McFadden Avenue, as presented. In Figure 2. This segment of. Gothard Street is:'located within%thp boundaries of the Huntington Center Commercial District Redevelopitent Plan and would be eligible for redevelopment funding. .The:real~igAment of Gothard Street is part of a joint traffic circulation imyrovement project between. the City of .Huntington Beach and th;m City of Westminster*. One primary goal of the project• is to ,--� connect.. Gothard, Street and Hoover'Street at McFadden-- to provide an additional. transportation corridor between the two cities; this, • in tuin, i.will reduce traffic volumeb on Beach Boulevard and Goldenwest Streat., . The. realignment. of Gothard Street is an initial step toward the Gothard-Hoovor Connection. The City of Wastminstor amended their circulation element. in' Ha.rch# 1989, ,,to ahow the. extension 'of Hoover Street to connect;with ,the• reilignmant . of Gothard Street. Both the ,City of Huntington: Beach and. the City of. westminster have aent, requests to the;.County to. amend the County Heater Plan of Arterial Highways (MPAH) to chow the connection of Hoover.
