The proposed corrections are administrative in nature and do not result in substantive changes to the General Plan or its conclusions, goals, objectives and policies. The Planning Commission approved the corrections on May 12, 1998 and recommends approval by the City Council. Analysis: A. PROJECT PROPOSAL: Applicant: City of Huntington Beach, 2000 Main Street, Huntington Beach, CA 92648 Staff is requesting that General Plan Figures CE-3 and ERC-1 be corrected as described below. 1. General Plan Figure CE-3 (Potential for 2010 Circulation Plan of Arterial Highways) graphically depicts 2010 street classifications for the City of Huntington Beach (Attachment No. 1). In a review of the approved Figure by Orange County Transportation Authority (OCTA) in late 1997 it was determined that there were discrepancies between Figure CE-3 and the approved Master Plan of Arterial Highways (MPAH). OCTA notified the City that Figure CE-3 must be corrected by June 1998 or funding for City street projects would be terminated. A list of the corrections is provided in Attachment No. 3. 2. Concurrently, City staff realized that the symbols on Figure ERC-1 (Geographic Resources) were applied to the wrong areas (Attachment No. 5). Specifically, the following errors were noted: 1) the Huntington Harbor symbol was applied to the Bolsa Chica Mesa area and a portion of this area did not have a symbol designation; 2) the Wetland symbol was applied to Huntington Harbor; and 3) the Bolsa Chica Mesa symbol was applied to the Bolsa Chica Wetlands. PLANNING COMMISSION MEETING AND RECOMMENDATION: The Planning Commission approved the corrections with no discussion, and there were no comments during the public comment period. C. STAFF ANALYSIS AND RECOMMENDATION: Figure CE-3 The proposed corrections are administrative in nature and will make the revised Figure CE-3 (Attachment No. 2) consistent with the MPAH and, where appropriate, with Figure CE-1 which depicts existing street classifications (Attachment No. 4). Approximately half of the corrections would change the Figure CE-3 symbol from Secondary to Primary. Most of these streets are already designated as Primary on Figure CE-1. Many of the other corrections would also make the street designations for 2010 consistent with designations on Figure CE-1. The corrections do not result in substantive changes to the General Plan or its conclusions, goals, objectives and policies. Figure ERC-1 The proposed corrections are administrative and do not result in substantive changes to the General Plan or its conclusions, goals, objectives and policies. Environmental Status: The proposed project is categorically exempt pursuant to Section 15061 (b) (3) of the California Environmental Quality Act because it does not have the potential to cause a significant effect on the environment. ISSUES: General Plan Conformance: The proposed corrections would not affect the goals and objectives of the City's General Plan and are intended to make the document consistent with the Master Plan of Arterial Highways and to correct geographic feature designations. Environmental Status: The proposed project is categorically exempt pursuant to Section 15061 (b) (3) of the California Environmental Quality Act because it does not have the potential to cause a significant effect on the environment. Coastal Status: The proposed corrections affect some property within the non-appealable and appealable portions of the Coastal Zone. The proposed project is exempt pursuant to Section 245.06 of the Zoning and Subdivision Ordinance. Redevelopment Status: Not applicable. Design Review Board: Not applicable. Subdivision Committee: Not applicable.
