HomeMy WebLinkAboutGeneral Plan - Policy and Procedures - Implementation Progra• • J� CITY OF HUNTINGTON BEACH INTER -DEPARTMENT COMMUNICATION HUNTINGTON BEACH TO: Honorable Mayor and City Councilmembers FROM: Ralph Bauer, Mayor Pro Tern DATE: May 8, 1996 SUBJECT: Follow-up on the General Plan Procedure for reviewingall 1 City actions for conformance with the newly dopted General Plan In accordance with the adoption of the General Plan it will be necessary for all City actions to be reviewed for conformance with the newly adopted Goals, Objectives, and Policies setforth in the General Plan. It is my feeling that a new category, "General Plan Conformance", should be added to the RCA format to require staff to include information for the Council that confirms that the proposed action is in conformace with the General Plan, and documents the specific Goals, Objectives, and Policies that apply. I would like to recommend that the Council direct staff to return in 30 days with a procedure for all departments to follow when reviewing any proposed actions, recommendations to Council, and proposed projects for conformance with the General Plan. Presentation of new General Plan Implementation Programs regardingproposed or amended Ordinances, Programs, Master Plans and Studies and discussion of procedure for setting priorities for implemenation The Implementation Programs setforth in each Element of the General Plan direct that action be taken to assist in implementing the General Plan Goals, Objectives and Policies. There is direction given to adopt new or amend existing ordinances, programs, or Master Plans, and complete various studies over a period of time and as funding permits. In order for all of these to be accomplished in an organized and logical manner after approval of the General Plan by the Coastal Commission, it is my recommendation that Council direct staff to return in 60 to 90 days with a list of all the actions directed in the General Plan Implementation Programs and submit a recommended prioritization of those actions to City Council for their review and approval. Consistency of newly adopted General Plan with existing City Council Goals and Objectives, Financial Goals, Growth Mannement Element and Ordinance, and Economic Development Strate>;y The Council has approved different overall Goals and Objectives for the City as well as Financial, Growth Management goals regarding service and safety issues, and an Economic Development Strategy. Although it is my understanding that the Update of the General Plan was written keeping our existing goals and objectives in mind, it would be beneficial for me to have confirmation that this is the case. Therefore, I would like to recommend that the Council direct staff to return in 45 to 60 days with a document that confirms and identifies for the Council's benefit that the new General Plan is consistent with our adopted goals, objectives and policies and cites the articular sections that apply. gAniles\gp\rbgp.doc • • H CITY OF HUNTINGTON BEACH INTER -DEPARTMENT COMMUNICATION HUNTINGTON BEACH TO: Honorable Mayor and City Councilmembers FROM: Shirley Dettloff, Councilmember DATE: May 10, 1996 SUBJECT: Implementation of the General Plan Urban Design 8tement Since the General Plan is intended to serve as the City's constitution for development as well as its vision for the next 20 years, it is extremely important that many of the implementation policies and programs be pursued by the staff. How our City is perceived by others is often determined by the City's visual appearance. This is usually the first impression a visitor has of the City. Whether it is a business person looking to relocate to our City, a family looking to purchase a new home, or a car shopper driving Beach Boulevard. Our public and private spaces draw an initial picture of our City. I think many of our major thoroughfares (Beach Blvd., Edinger Ave., Pacific Coast Highway) can be visually improved. The development of the properties on these highways can be improved to help business be more successful. Downtown has become the emotional focus of this community especially for visitors, and should reflect the best in architecture, public art, and public enhancements. We have an opportunity to ensure that what is built or rehabilitated reflects creativity and uniqueness. These are the elements that set us apart from the ordinary and from mediocrity, and make citizens and visitors what to return. It is for this reason I am recommending that the staff consider the issue of urban design as a high priority for follow up. I would like the staff to report back in 60 days on how they believe we should proceed and what resources are necessary to ensure good urban design.
