Statement of Issue:
Transmitted for your consideration is a request to amend Figure CE-3 (Potential.for 2010
Circulation Plan of Arterial Highways) of the Circulation Element by adding a footnote to
ensure that the City's designated street network can only be implemented following
appropriate amendment of the Orange County Master Plan of Arterial Highways (MPAH).
The Planning Commission and-staff recommend approval of the revision as proposed.

Analysis:
A. PROJECT PROPOSAL:
Applicant: City of Huntington Beach
Location: 2000 Main Street, Huntington Beach, CA 92648
The revision to the General Plan Circulation Element is a request to revise Figure CE-3
(Potential for 2010 Circulation Plan of Arterial Highways) (ATTACHMENT NO. 1) by
incorporating the following footnote:
"The designated street network may only be implemented following appropriate amendment
of the MPAH. Refer to Figure CE-13 for minimum circulation network."
B. PLANNING COMMISSION MEETING AND RECOMMENDATION:
On September 24, 2002, the Planning Commission unanimously approved the revision to
Figure CE-3 of the Circulation Element. There were no questions or comments regarding the
request.
C. STAFF ANALYSIS AND RECOMMENDATION:
The proposed revision is administrative in nature pursuant to Implementation Program I-LU
18 (General Plan Monitoring and Update). The Implementation Program states
administrative amendments are permitted provided such amendments do not have

significant potential direct impacts on either the environment or current development patterns
in the City and do not change the goals, objectives, policies and implementation measures of
the General Plan.
The proposed revision to CE-3 (ATTACHMENT NO. 2) provides additional notice as to the
importance of consistency between the City's Circulation Plan and the MPAH. Changes to
the City's Circulation Plan without an appropriate amendment to the MPAH results in an
inconsistency between the two plans and jeopardizes the City's eligibility for existing and
future Measure M funds.
Staff recommends approval of the revision to Figure CE-3 of the General Plan Circulation
Element by adding the footnote to ensure that the City's designated street network can only
be implemented following appropriate amendment of the Orange County Master Plan of
Arterial Highways (MPAH).
Environmental Status:
The proposed project is categorically exempt pursuant to Section 15061 (b) (3) of the
California Environmental Quality Act because it does not have the potential to cause a
significant effect on the environment.

STATEMENT OF ISSUE:
Revision to the General Plan Circulation Element to:
— Amend Figure CE-3 (Potential for 2010 Circulation Plan of Arterial Highways) by adding a
footnote to ensure that the City's designated street network can only be implemented following
appropriate amendment of the Orange County Master Plan of Arterial Highways(MPAH).
Staff recommends approval of the revision to Figure CE-3 for the following reasons:
— The revision is administrative in nature and does result in substantive changes to the General Plan
or its goals, objectives and policies.
— The revision addresses a concern of OCTA regarding the necessity to maintain consistency
between the City's Circulation Plan and the MPAH.
RECOMMENDATION:
Motion to:
"Approve the Revision to General Plan Figure CE-3 and forward to the City Council for adoption."
ALTERNATIVE ACTIONS:
The Planning Commission may take alternative actions such as:
"Continue Action of the Revision to General Plan Figure CE-3."
PROJECT PROPOSAL:
Revision to the General Plan Circulation Element is a request to revise Figure CE-3 (Potential for 2010

ISSUES:
General Plan Conformance.
The proposed revision would not affect the goals and objectives of the City's General Plan and is intended
to ensure consistency between the City's Circulation Plan and the MPAH. The revision also provides the
notation to pursue an appropriate amendment to the MPAH when there is an inconsistency.
Urban Design Guidelines Conformance: Not Applicable.

Environmental Status:
The proposed project is categorically exempt pursuant to Section 15061 (b) (3) of the California
Environmental Quality Act because it does not have the potential to cause a significant effect on the
environment.
Coastal Status:
The proposed revision to Figure CE-3 (Potential for 2010 Circulation Plan or Arterial Highways) could
affect some streets within the Coastal Zone. However,the proposed project is exempt pursuant to Section
245.06 of the Zoning and Subdivision Ordinance.
Redevelopment Status: Not applicable
Design Review Board: Not applicable
Subdivision Committee: Not applicable
Other Departments Concerns:
The Department of Public Works has reviewed the proposed revision to Figure CE-3 and recommends
approval. There were no other department concerns.
ANALYSIS:
