SUBJECT: Approve General Plan Update Advisory Committee and Task Force Composition
Statement of Issue:
Transmitted for your consideration is a request to establish the composition of a General Plan
Update Advisory Committee and five topic -specific task forces in support of the City's General Plan
Update project. The Committee and task forces are a component of the project's outreach
program.
Financial Impact: Not applicable.
Recommended Action: Motion to:.
A) Approve the composition of the General Plan Update Advisory Committee and Topic Specific
Task Forces (Attachment No. 1); and,
B) Appoint Mayor Boardman, Mayor Pro Tern Matthew Harper and Councilmember Joe Shaw to a
Committee that will review completed questionnaires and select community representatives for
the Market Trends, Sea Level Rise and Sustainability Task Forces; and,
C) Authorize each City Councilmember to appoint a primary and alternate individual to the General
Plan Update Advisory Committee.
Alternative Action(s):
The City Council may make the following alternative motion(s):
1. Continue formation of the General Plan Advisory Committee and Topic Specific Task Forces
and direct staff accordingly.
2. Deny formation of the General Plan Advisory Committee and Topic Specific Task Forces.

Analysis:
A. PROJECT BACKGROUND:
The General Plan Update project was formally initiated with the City Council's approval of a
consultant contract and work scope on October 7, 2013. The scope includes creation of a General
Plan Advisory Committee and topic -specific task forces as part of the outreach program. On
October 21, 2013, the City Council discussed the composition of these groups at a Study Session.
B. STAFF RECOMMENDATION:
The role of the General Plan Update Advisory Committee (GPAC) and task forces is to provide
organized feedback and input for the overall General Plan Update. The GPAC will meet seven
times throughout the update process, whereas the majority of the task forces may only have one or
two meetings to review technical reports.
Based on City Council direction, membership of the GPAC and task forces is provided in
Attachment No. 1. The GPAC is recommended to have 12 members, with each member having an
alternate. The task forces will range in size from six to 10 members. Over 70 individuals could
participate directly or as an alternate on a committee or task force.
The GPAC would include seven citizens, each appointed by a City Councilmember. The remainder
of the GPAC membership would be comprised of members that would be determined by the groups
that they represent, e.g. the Planning Commission would determine its representative on the
GPAC. For the task forces, member groups would be contacted to solicit interested participants.
"Applicants" for three of the task forces (Market Trends, Sea Level Rise & Coastal Resiliency, and
Sustainability) would be asked to complete a brief questionnaire, which would be reviewed by the
three -member City Council committee. The timeline for selection of members is as follows: City
outreach for membership in early November; questionnaires required by December 6; City review.

In addition to formal group participation, there are several organizations, agencies, and businesses
that would be encouraged to participate. These include various state and regional agencies such
as the State Department of Fish and Wildlife, California Coastal Commission, AES, and Orange
County Coastkeeper, as well as local organizations including the school districts. All meetings
would be noticed and open to the public. In addition to the committee and task force meetings,
there will also be open houses/workshops and work sessions with the Planning Commission and
City Council throughout the process.
Environmental Status: The formation of the committee and task forces is exempt pursuant to
Section 15061(b)(3) of the California Environmental Quality Act.
