Ocean View School District "Equity and Excellence" 17200 Pinehurst Lane Superintendent Board of Trustees Huntington Beach Gustavo Balderas Debbie Cotton, President California 92647-5569 John Ortiz, Clerk 714/847-2551 John Briscoe, Member Fax: 714/847-1430 Gina Clayton-Tarvin, Member Web: www.ovsd.org Tracy Pellman, Member October 22, 2013 City Council City of Huntington Beach 2000 Main Street Huntington Beach, California 92648 Re: Comprehensive General Plan Update - Study Session City Council Meeting - October 21. 2013 Dear Mayor Boardman and Council Members: As the City of Huntington Beach has started the process to prepare the Comprehensive General Plan Update, the Ocean View School District ("School District") requests the City include, in the scope of the Comprehensive General Plan Update, a focused analysis of the land use conflicts between Oak View Elementary School and the intense industrial use of Rainbow Environmental Services' Transfer/Recover and Recycling facility ("Rainbow") located directly across Nichols Street from Oak View Elementary School and Oak View Preschool, as well as the Head Start facility ("Schools"). The Comprehensive General Plan Update should include policies and objectives that lessen the impact of industrial land uses next to schools. The Program EIR, prepared for the Comprehensive General Plan Update should include in the technical studies the direct impacts to the Schools' air quality, noise, truck traffic and seagulls generated from Rainbow on the adjacent Schools, both now in the baseline condition of approximately 1,700 tons per day ("TPD"), and the City permitted growth to 4,000 TPD approved under Conditional Use Permit 06-030 in 2009. The Ocean View School District requests to be included in the Comprehensive General Plan Update process and requests notification of any Program EIR scoping meetings and Notices of Preparation, task force meetings, public meetings, or public hearings concerning the Comprehensive General Plan Update.
