The City has a current allocation of 335 units for the Section 8 Program ; and as of December 31, 1916, 228 of these units were receiving housing assistance. Broadway Santa Ana, Calif., 92706 Dear Sir; I would like to bring to your attention the tine job that Mr. Jack Perez I of your staff has Ferfortned. I recently took over the apartment complex on Roberta Ave., in Fullerton, Calif. and had served a 30 day notice to one of the residents who was on the Housing Authority Program. The situation appeared that it could ma:tie become involved and coutplex. However, I tried to keep Jack inforrmed and at the same titre he tried repeatedly to call the resident and then Anal3v having to go to the complex to try to contact the resident. Through Mr. Peroz's constant effort to contact and then explairn the ffituation to the residentp the resident moved on schedule and on ameable terms. The Council on Agi.:g recom- mended that the contract not be renewed and the City assume that responsibility. The Human Resources Council recommended that the $10,000 not be allocated to the Orange County Housing Authority; however, they did not recommend the City hire a coordinator. The Planning Department transmittal indicated that there are four Tenant Relation Officers for the other 14 participati,q cities in Orange County, whereas Huntington Beach has one Officer. If the City discontinues the 40,000 assistance, we will reduce the level of service to 1/3 our current level in that we will sharl-� the five Tenant Relation Officers with the other 14 cities. Selich, Acting Director DATE: November 29, 1976 SUBJECT: Orange County Housing Authority Annual Services Contract In each of the City's first and second year Housing and Community Development Programs, $10,000, was budgeted for assistance to the Orange County Housing Authority to administer the Section 8 Leased Housing Assistance Program. In return. for this contribution, the Housing Authority assigns a full-time Tenant Relations Officer to the City. By comparison, the other 19 member cities and the County must share the time of the ram' remaining four Tenant Relation Officers. The benefits of this arrangement to the City's residents are evident by the success of the Section 8 Program. The City of Huntingtor, Beach was originally allocated 219 subsidized units by the federal government. These units were under lease by tenants in the City three months ahead of ! schedule. In addition, because of OCHA's success with the Section 8 Program, the federal government has allocated another 800 "Bonus" units to the Authority and the City of Huntington Beach will receive 105 of these k units. If it were not for OCHA's proven abilities, these bonus units would not have been allocated and 105 fewer families could have been assisted in the City. The Human Resources Council and Council on Aging have been critical of the OCHA on the grounds that they were not offering sufficient assistance to households applying for Section 8 assistance. This is not born out by the record (as stated above) and this criticism resulted primarily from the misunderstanding that the OCHA's role was to actually locate housing for prospective tenants. In reality, by federal guidelines it is ' the tenant's responsibility to locate suitable housing. Naturally the (. elderly or handicapped are given assistance in locating housing, but those ! who are able are responsible to locate their own housing. In fact, this is one of the best aspects of the Section 8 Program: It allows tenants the freedom to select the type of housing they desire in a location convenient to them and avoids a concentration of assisted households in any one neighborhood. Finally, it should be pointed out that the $10, 000 that the City contributes towards a Tenant Relations Officer pays less than one-half of his annual cost to the OCHA. In this way the City receives a high level of service for a relatively small cash contribution. r1 The annual contract with OCHA expires December 31, 1976. Attached is a copy of the contract that would renew our existing arrangement with OCHA for calendar year 1977. The $10,000 required to fund the contract was appropriated from the City's second year HCD Block Grant, and these funds have been released by HUD. Recommendation We respectfully recommend that the City Council approve and order the: Clerk to execute the attached contract to renew our full-time Tenant Relations Officer with the Orange County Housing Authority. The Human Resources Council had the H.B. representative of the O.C.H.A. speak at one of their meetings . They also had the person who receives all of the initial applications for O.C.H.A. at the 11.13. Seniors ' Center speak. A discussion fol- lowed each of these meetings . The Human Resources Council committee contac•_ed other cities receiving services of the Orange County (lousing Authority, none of which contribute funds. It was agreed that the services were comparable. Members of the committee then met with O.C.II.A. administrators and City staff and discussed the lack of benefits derived from the $10,000 contribution. One of the problems men- Honed was the inability of many clients to locate their own rentals due to the lack of transportation , poor mobility, ill health, shortage of gas , etc. Another concern was the fact that every client was required to attend a briefing session in Santa Ana once they had been certified. Recently, th-- O.C.H.A. has scheduled these sessions in Huntington Beach. Mr. Rodgers explained that the special meeting was called nt the re- quest of City Administrator Bud Belsito following; his meeting with Mr. Roy Shimazu, Executive Director of the Orange County (lousing Authority, in order to discuss the operation of the O.C.II.A. program in Huntington Beach. A brief discussion preceded the arrival of Mr. Shimazu, Mr. Jack Gomez, and Air. Jack Perez at 9 :15 a.m. Mr. Shimazu indicated that he had initiated the meeting so that the Council on Aging and the O.C.H.A. staff could have a better understanding; of the role of the O.C.H.A. Ile also requested the C.O.A. to make any suggestions which they might have to better meet the needs of the clients. Ile stated that the O.C.H.A. had been very successful in filling their quota for Huntington Beach. Some of the comments made by Council on Aging Board members included the fact that there is poor communication between the O.C.H.A. and Airs. Ruth love who handles applications . In answer to questions , Airs. Love stated that Mr. Ken Hayaslia had stopped by the Seniors ' Center to check with her only three times since last January. Clients complained that telephone calls to the O.C.H.A. office in Santa Ana were not returned. Mr. Shimazu stated that Tenant Relations Officers are in the Santa Ana office from 8 a.m. to 10 a.m. each day. Mr. Gomez indicated that he would follow up on this complaint. Ile also mentioned that many times the client who calls in the morning is not available after 4 : 30 p.m. , when the Tenant Relations Officer returns to the O.C.H.A. office. Mr. Rodgers stated that when the program first began in Huntington Beach in 1975 , Air. Gomez and Air. Perez did spend time finding suitable mousing for those who had their eligibility certificate. As the pro- gram grew, the H.B. area was assigned to Mr.. Ilayashi. In September, 1976, Mr. Perez was reassigned to this community. C.O.A. members indicated they have noted a marked improvement since that time. MINUTES, Council on Aging November 17, 1976 Mrs. Love asked what she should do if she has information that a client is giving moncyto the landlord "under the table". Mr. Shimazu said that she should give information to O.C..II.A. They will investi- gate and if this is verified both the tenant and the landlord will lose eligibility. Air. Gomez stated that it would be investigated, but perhaps circumstances would not warrant the tenant 's loss of eli- gibility. Mr. Shimazu once ailain reiterated that under any conditions both would lose their eligibility if they were guilty. C.O.A. members pointed out that some of the elderly are especially vulnerable to coercion and the loss of eligibility for one who is unable to protect his rights is threatening. Air. Ed Rooney pointed out that most senior citizens are unable to find their own quarters and deal with the landlord. Mr. Gomez stated that there are low- income rentals in Huntington Beach which have not yet been filled. Mr. Rodgers requested that more emphasis be placed on assisting people in locating the existing units. The representa- tives of the O.C.H.A. present stated that tile), will give assistance to anyone who needs it by providing transportation and negotiations with landlords. In order to promote better communication between O.C.II.A. and the Seniors ' Center, an effort will be made to have Mr. Perez located in Huntington Beach for a portion of his time. Air. Shimazu stated that I•is concern was .for the success - of the pro- gram and indicated that the $10,000 which the City had allocated to the O.C.H.A. was a minor portion of their budget. fie thanked the C.O.A. members for the opportunity to meet with them. Air. Belsito, City Administrator SUBSECT: ORANGE COUNTY HOUSING AUTHORITY SECTION 8 QUARTERLY REPORT JULY 1, -- SEPTEMBER 30, 1976 With this letter we are transmitting for your information the Quarterly Report of the Orange County Housing Authority on the Section 8 Acsisted Housing Program for July, - September 30, 1976. As the report documents, the number of applications taken has decreased, however, the number of certificates issued and number of units placed under assistance have both increased substantially (24 percent and 118 percent respectively) . The total units now under assistance (183 units) represents 814 percent of the total allocation for the City of 219 units and the OCHA expects to have the allocation fully under lease by December, 1976. If this occurs, it would be three months ahead of schedule. Also, the OCHA recently received a bonus allocation of 800 Section 8 units and the City of Huntington Beach stands to receive approximately 100 of these units. Since 332 certificates have already been issued, these additional units will hopefully be leased quickly after their release. Any delay in the leasing of these units will probably be due to the relative shortage of units available for rent in Huntington Beach at rates under the Fair Market Rents. To avoid a long-term problem with the implementation of the Section 8 Program, the City should consider supporting the construction of new Section 8 units. Respectfully submitted, ward D. Thor* were sous healthy signs of independent councilmen (not all going in one direction) and not i a purge. This may indicate a good City Council trying to assure a healthy, good Planning Commission. My Impression is that the comsisSIoners will be fairly well-balanced ' and will be reasonable with both home-owner and developer. The two outgoing eommissionern are long-timers, Bob Bazil had an extraordinarily long tenure of 22 years, He may use his talents in ? other civic activities. i Ed Kerins' regular workload is heavy. H61B been very helpful to Townlot residents --- Ed informed us of the working of city government ' and the timing of submitting information. My mother, who is 65 years old, has recently relocated in Huntington Beach, in a small apartment of her own. This was made possible through one of your programs providing rental subsidies to low income individuals and families. I read a small article in the Los Angeles Times about the program and my mother subsequently applied to your office. She received the utmost in courtesy, patience and assistance from the lady who interviewed her. Subsequent to this, she experienced some diffi- culty in finding an apartment within the area included in the program, but finally did find one and was granted an extension by your office in order that the landlord might get the apartment ready for occupancy. Mr. Jack Perez, of Your officer was extremely cooperative in arranging to talk i with the landlord and inspect the apartment on short notice so that my mother might move in prior to the lapse of the extension period. He has been very kind in following up to make sure that my mother has been provided with everything according to the terms of her lease and to make sure that she is satisfied with her apartment. It is difficult for me to express just how much I appreciate all of this, but I find this kind of service so unusual that I felt I must attempt to communicate my feelings_to,you. Thanks once again. No. 1079 1 f4Ll�} RESOLUTION NO 1079 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA ENDORSING THE HOUSING GOALS AS SET FORTH IN THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS HOUSING ELEMENT. WHEREAS, the Planning Commission deems it desirable to provide a regional framework for the Housing Element of the City of Huntington Beach; and WHEREAS, the Planning Commission recognizes that providing decent housing is a regional problem; and WHEREAS, the Department of Housing and Urban Development recognizes the importance of a local agency's endorsement of the goals statement prepared by an area wide planning organiza- tion (SCAG); NOW, THEREFORE, BE IT RESOLVED Section i. That the Planning Commission of the City of Huntington Beach hereby endorses the following goals for housing as included in the Housing Element of the Southern California Association of Governments: a. To assure a variety of life styles within the region and within each of its major geographical sub-units. b. To provide opportunity for all segments of the population, with emphasis on low income, minr,rity groups, and the elderly to obtain decent haursIni, and a suitable living environment within each of the region's major geographical sub-unit.. c. To reduce the proportion of income spent an hou!.ing including maintenance for poor and moderate Income I groups and the elderly to no more than 257. of their income. d. To wicourage the maintenance of viable residential F ...� Ret'_.'ution No 1079 neighborhoods wid increased rehabilitation of blighted dud declining neighborhoods. Work with taxing authorities to develop a positive taxing program that will encourage the upkeep of property. e. To assure the fairness and adequacy of compensation and relocation assistance to persons and families ' S displaced by public imoruvements. f. To assure the adequate delivery of public services to all residents, and especially to those whose needs are the greatest. To properly consider the additional financial burdens placed on the public service jurisdictions relating to these housing goals. This could include the possibility of financially supporting public services relating to the housing efforts of cities engaged in implementing these housing goals. cl g. To encourage the coordination and uniformity in all regulations relating to housing to expedite the construction of homes for moderate and low income x people. h. Te encourage new construction methods and housing . types to increase the supply of housing for all ' I segments of the population. I. To ensure housing opportunity in proximity to jobs i and daily activities. Also to encourage job oppor- tunity in proximity to low and moderatt inrrenr I housing. j. To ensure that all housing enhances the total environment and family life styles. k. To work with State and Federal officials to take a more realistic view of the housing problem. -2- ;—� Re lution No 1079 1. To implement existing financing vehicles and stimulate the development of Innovative financial techniques that will reduce housing costs. m. To assure that housing location adequately con- siders geological hazards and ecological factors In siting. n. To assure that the location of housing does not destroy regional recreational sites or important open space resources. o. To establish workable programs to eliminate sub- standard housing and encourage the development of greenbelt areas in those determined to be substandard. Section Z. That the Planning Commission recommends to the City Council that they review and adopt this resolution.
