Analysis: A. PROJECT PROPOSAL: Applicant: City of Huntington Beach Location: 2000 Main Street, Huntington Beach, CA 92648 General Plan Amendment No. 02-02 and Local Coastal Program Amendment No. 02-02 represent a request to amend the General Plan Circulation and Coastal Elements to reflect the deletion of a segment of Orange Avenue between Goldenwest Street and Palm Avenue. Figure CE-13 in the Circulation Element (ATTACHMENT NO. 1) and Figure C-13 in the Coastal Element (ATTACHMENT NO. 3) will be revised to no longer show the segment of Orange Avenue from Goldenwest Street to Palm Avenue. B. BACKGROUND Eligibility for Measure M funds is dependent upon a city's General Plan Circulation Element being consistent with Orange County's Master Plan of Arterial Highways (MPAH), which PL02-32 + 9/27/2002 4:36 PM REQUEST FOR ACTION MEETING DATE: October 21, 2002 DEPARTMENT ID NUMBER: PL02-32 significantly impact the remaining arterial street system and has been accounted for in the environmental analysis approved for the Palm/Goldenwest Specific Plan. Therefore, deleting the proposed extension of Orange Avenue would not result in any significant adverse impact to the area's circulation system. The existing circulation plan for the Palm and Goldenwest area would be unaffected and remain is. This Circulation Plan was approved by the City and the California Coastal Commission with the adoption of the Palm and Goldenwest Specific Plan in 2000. Staff recommends approval of General Plan Amendment No. 02-02 and Local Coastal Program Amendment No. 02-02 to include the deletion of a segment of Orange Avenue between Goldenwest Street and Palm Avenue. Environmental Status: The Circulation Plan is consistent with Mitigated Negative Declaration No. 98-08 for the Seacliff Promenade Conceptual Master Plan and Palm/Goldenwest Specific Plan approved on November 9, 1999. The revision to the Circulation Plan does not have the potential to cause a significant effect on the environment. Local Coastal Program Amendment No. 02-02 to the Huntington Beach Local Coastal Program to revise the Circulation Plan of Arterial Streets and Highways Map (Figure C-13) by deleting the extension of Orange Avenue from Goldenwest Street to Palm Avenue is necessary to provide consistency between the City's General Plan Circulation Element and Orange County Master Plan of Arterial Highways. 2. The proposed change to the Local Coastal Program is in accordance with the policies, standards and provisions of the California Coastal Act and does not result in any significant adverse impacts to the area's circulation system. The Local Coastal Program Amendment promotes the City's Local Coastal Program goals and objectives by maintaining a balanced circulation system with the circulation demands generated by the implementation of the Coastal Land Use Plan. 3 The Local Coastal Program Amendment conforms to the public access and public recreation policies of Chapter 3 of the California Coastal Act. The amendment to the Circulation Plan does not inhibit public access or public recreation areas within the residential development. No existing coastal access will be impacted. STATEMENT OF ISSUE: General Plan Amendment No. 02-02 request: — Amend Figure CE-13, Circulation Plan of Arterial Streets and Highways, to reflect the deletion of a segment of Orange Avenue between Goldenwest Street and Palm Avenue. Local Coastal Program Amendment No. 02-02 request: — Amend the City's Local Coastal Program Land Use Plan by deleting the extension of Orange Avenue from Goldenwest Street to Palm Avenue on the Circulation Plan of Arterial Streets and Highways. "Approve General Plan Amendment No. 02-02 and forward Resolution No. (Attachment No. 1)to the City Council for adoption." B. "Approve Local Coastal Program Amendment No. 02-02 with findings (Attachment No. 2) and forward Resolution No. (Attachment No. 3)to the City Council for adoption." ALTERNATIVE ACTIONS: The Planning Commission may take alternative actions such as: "Continue General Plan Amendment No. 02-02 and Local Coastal Program Amendment No. 02-02 and direct staff accordingly." PROJECT PROPOSAL: General Plan Amendment No. 02-02 and Local Coastal Program Amendment No. 02-02 are requests to amend the General Plan Circulation and Coastal Elements to reflect the deletion of a segment of Orange Avenue between Goldenwest Street and Palm Avenue. The amendment to the Circulation Plan is necessary for the City to maintain eligibility for Measure M funds, which the City uses for street improvement projects. The Circulation Plan, Figure CE-13 in both the Circulation Element and Coastal Element (Attachment No. 4)will be revised to no longer show the deletion of Orange Avenue from Goldenwest Street to Palm Avenue (Attachment No. 1.3). Background Eligibility for Measure M funds is dependent upon a city's General Plan Circulation Element being consistent with the MPAH, which identifies street classifications for arterials throughout Orange County and establishes a consistent countywide system. If a city is out of compliance, it is no longer eligible for Measure M funds. The Orange County Transportation Authority (OCTA) is the governing agency, which maintains the MPAH and determines compliance. The City's Circulation Plan of Arterial Streets and Highways is the plan that identifies the street classifications for arterials, similar to the MPAH. On July 17, 2002, OCTA informed the City that the Circulation Plan was out of compliance with the MPAH because the residential development, known as The Boardwalk, was approved on the alignment of the Orange Avenue extension, which is designated as a secondary arterial on the MPAH. OCTA has indicated that the City must complete a general plan amendment by November 4, 2002 in order to maintain eligibility for Measure M funds. Concurrently, OCTA is processing an amendment to the MPAH at the City's request to maintain consistency between the City's Circulation Plan and the MPAH. On September 9, 2002, the Board of Directors for OCTA approved a tentative amendment of the MPAH. PC Staff Report— 09/24/02 -3- (02sr37 GPA 02-02&LCPA 02-02) ISSUES: General Plan Conformance: The proposed general plan amendment and local coastal program amendment are consistent with the goals and objectives of the City's General Plan and will not modify any goals, objectives or policies. Approval of the amendments is consistent with the following policies and implementation programs: A. Circulation Element Policy CE 1.1.2: Monitor and participate in applicable County, Regional, State, and Federal transportation plans and proposals. Goal CE 2: Provide a circulation system which supports existing, approved, and planned land uses throughout the City while maintaining a desired level of service on all streets and at all intersections. Implementation Program I-CE 2: Continue to participate in the County, regional and State transportation planning efforts such as: the Orange County Master Plan of Arterial Highways. B. Coastal Element Obiective C 2.1: Balance the circulation system with the circulation demands generated by the implementation of the Coastal Land Use Plan. The extension of Orange Avenue between Goldenwest Street and Palm Avenue would have been designed to accommodate up to 20,000 vehicles per day. However, the 2025 Average Daily Traffic forecasts for this segment project it to serve up to approximately 4,700 vehicles per day, well below the design volumes. Deleting the extension of Orange Avenue and diverting the forecasted traffic volume would not significantly impact the surrounding arterial system. The amendment would maintain a balanced circulation system to support existing and proposed development within the City. In addition, consistency between the City's Circulation Plan and the MPAH is necessary to maintain Measure M funding and to participate in other County transportation programs. Notices were sent to individuals/organizations requesting notification (Planning Department's Notification Matrix), and all property owners within 300 feet of the deleted extension of Orange Avenue. As of September 19, 2002, no communication supporting or opposing the request has been received. ANALYSIS: Deleting the extension of Orange Avenue from the Circulation Plan of Arterial Streets and Highways does not conflict with any goals, policies, or objectives in the General Plan Circulation and Coastal Elements. The amendment does not change the City's desired circulation system, which is presented in Figure CE-3, Potential for 2010 Circulation Plan of Arterial Highways (Attachment No. 5). However, it does change the adopted Circulation Plan(Attachment No. 4), creating inconsistency between the City's Circulation Plan and the MPAH. Since the inconsistency between the two plans jeopardizes the City's eligibility for Measure M funds, the City in conjunction with this general plan amendment is pursuing an amendment to the MPAH to reflect the deletion of Orange Avenue. Upon approval of both amendments, the City will retain eligibility for existing and future Measure M funds. The extension of Orange Avenue is designated as a secondary arterial, designed to accommodate up to 20,000 vehicles per day.
