Statement of Issue:
Transmitted for your consideration is an amendment to the Circulation Plan of Arterial
Streets and Highways to include the segment of Indianapolis Street between Beach
Boulevard and Lake Street as a Collector. The Planning Commission approved the
amendment on September 9, 1998. Staff recommends approval of the amendment because
it is consistent with long-term goals of the City as shown on figures in the City's General Plan
Circulation Element, is consistent with the segment's current design and right-of-way, and is
necessary to achieve compliance with the Orange County Master Plan of Arterial Highways.

Location: Indianapolis Street between Beach Boulevard and Lake Street
Amendment of the Circulation Plan of Arterial Streets and Highways represents a request to
include the segment of Indianapolis Street between Beach Boulevard and Lake Street as a
Collector.
The amendment to the Circulation Plan is necessary to make it consistent with long-term
goals of the City as shown on figures in the City's General Plan Circulation Element and to
achieve compliance with the Orange County Master Plan of Arterial Highways (MPAH).

B. BACKGROUND
The Circulation Plan of Arterial Streets and Highways establishes the street classifications
for arterial streets and highways within the City of Huntington Beach. The Circulation Plan is
adopted and amended by the City Council by resolution. The Circulation Plan is used by the
City for traffic modeling purposes, evaluating development proposals and for determining
street widening and related improvements.
There are four classifications of streets on the existing Circulation Plan. Their carrying
capacities and descriptions are summarized below.

Although the Circulation Plan is an independent City document, it is related to the Orange
County Master Plan of Arterial Highways which establishes a consistent county-wide street
system. The Circulation Plan is required to be consistent with the MPAH such that no street
segment on the Circulation Plan may have a lower street classification than it has on the
MPAH. For example, if a street on the MPAH is designated as a Secondary, the City's
Circulation Plan must show it as a Secondary or a higher street classification such as
Primary. The intent is that the city's circulation system work within the regional context and
be able to accommodate projected traffic flow. If the City's Circulation Plan had a street with
a lower designation than the MPAH, that street theoretically would not have the capacity for
expected traffic levels and would therefore negatively impact regional traffic conditions. By
law, non-compliance with the MPAH is cause for denial of road maintenance and
construction funding.
C. PLANNING COMMISSION MEETING:
The Planning Commission considered the subject item on September 9, 1998. No one
spoke during the public comment period. Commissioner Chapman requested confirmation
that the proposed request was consistent with the current configuration of Indianapolis. Staff
stated that it was and that no additional right-of-way acquisition would be required beyond
what may be necessary now. The Planning Commission voted unanimously to approve the
amendment to the Circulation Plan of Artertial Streets and Highways.

D. STAFF ANALYSIS AND RECOMMENDATION:
Collector streets have a capacity of 10,000 vehicles/day and consist of two lanes (one in
each direction). Their purpose is to collect traffic from local streets (e.g., a typical residential
street) and distribute it to larger streets and arterials. The inclusion of the subject street
segment on the Circulation Plan as a Collector is consistent with the segment's current
design and right-of-way. In other words, this designation would not affect existing
development or property in this area of Indianapolis.
Prior to 1983, this segment of Indianapolis had been shown on the Circulation Plan as a
Secondary. The segment was deleted from the Circulation Plan due to concerns regarding
impacts to property if additional right-of-way were acquired to achieve secondary street
width. As stated, the current amendment would not require any additional right-of-way
acquisition beyond what may be necessary now.
The proposed inclusion of the subject street segment on the Circulation Plan will be
consistent with the General Plan Circulation Element Figure CE-3 (Attachment No. 3) which
shows Indianapolis between Beach Boulevard and Lake Street as a Collector. This
amendment will also be consistent with the MPAH.
Staff recommends approval of the amendment to the Circulation Plan of Arterial Streets and
Highways to include the segment of Indianapolis between Beach Boulevard and Lake Street
as a Collector for the following reasons: 1) the amendment of the Circulation Plan is
consistent with the General Plan Circulation Element; 2) the amendment is consistent with
and necessary to achieve compliance the Orange County Master Plan of Arterial Streets and
Highways; and 3) the amendment is consistent with the current design of this segment of
Indianapolis and would not require any additional right-of-way acquisition beyond that which
is currently required.
Environmental Status:
The proposed project is categorically exempt pursuant to Section 15061 (b) (3) of the
California Environmental Quality Act because it does not have the potential to cause a
significant effect on the environment. In addition, the City's General Plan Circulation
Element identifies the subject segment of Indianapolis as a Collector street on Figure CE-3
"Potential for 2010 Circulation Plan of Arterial Highways" which was evaluated in
Environmental Impact Report No. 94-1 for the General Plan update.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO
AMEND THE CIRCULATION PLAN OF ARTERIAL STREETS AND HIGHWAYS MAP BY
APPROVING THE ADDITION OF INDIANAPOLIS STREET, BETWEEN BEACH BOULEVARD
AND LAKE STREET A COLLECTOR STREET.
WHEREAS, pursuant to the State Planning and Zoning Law, the California Government
Code §65493, et seq., the Planning Commission of the City of Huntington Beach, after notice
duly given, held a public hearing to consider the amendments to the Circulation Plan to add
Indianapolis between Beach Boulevard and Lake Street as a collector street in the City of
Huntington Beach Circulation Plan of Arterial Highways; and
On October 5 , 19 98 , after notice duly given, a public hearing was
held before the City Council, to consider the amendment of the Circulation Plan; and
The City Council finds that the amendment of the Circulation Plan is reasonable and
necessary to the orderly and efficient flow of traffic, for the preservation of the health and safety
of the inhabitants of the City, and for the orderly development of the community.
NOW, THEREFORE, the City Council of the City of Huntington Beach hereby resolves
as follows:
SECTION 1. That the Circulation Plan of Arterial Streets and Highway is hereby
amended to include that segment of Indianapolis Street between Beach Boulevard and Lake
Street, described in Exhibit A attached hereto, as a collector street
SECTION 2. This resolution shall take effect thirty days after its adoption.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 5th day of October , 1998.

General Plan Conformance:
The proposed project is consistent with the goals and objectives of the City's General Plan and the Land
Use Element designation of Residential Medium High Density on the subject property, including:
Goal CE 2 Provide a circulation system which supports existing, approved, and planned land uses
throughout the City while maintaining a desired level of service on all streets and at all
intersections.
Policy CE 1.1.2 Monitor and participate in applicable County, Regional, State and Federal transportation
plans and proposals.
Environmental Status:

The Department of Public Works recommends approval of the amendment. There are no concerns from
other City Departments.
Public Notification:
Legal notice was published in the Huntington Beach/Fountain Valley Independent on August 27, 1998,
and in lieu of notices to all property owners of record a 1/8 page advertisement was used pursuant to
Section 65353 of the State Planning Law.

A. PROJECT PROPOSAL:
Applicant: Department of Public Works, City of Huntington Beach, 2000 Main Street,
Huntington Beach, CA 92648
Location: Citywide
General Plan Amendment No. 98-3 is requested to amend the General Plan Circulation
Element to include the Circulation Plan of Arterial Streets and Highways, dated September
1998. The Circulation Plan would be added as Figure CE-13 in the General Plan, and
wording on page III-CE-7 would be added to reference the new figure. The Plan would
include the recent amendment to add the segment of Indianapolis between Beach Boulevard
and Lake Street as a Collector.
The amendment to the Circulation Element is necessary for the City to maintain eligibility for
Measure M funds which the City uses for street improvement projects.

B. BACKGROUND
Eligibility for Measure M funds is contingent upon a city's General Plan Circulation Element
being consistent with the Orange County Master Plan of Arterial Highways (MPAH) which
identifies street classifications for arterials throughout Orange County and establishes a
consistent county-wide system. If a city is out of compliance, it is no longer eligible for
Measure M funds. The Orange County Transportation Authority (OCTA) is the agency which
maintains the MPAH and determines compliance.
The City's Circulation Plan of Arterial Streets and Highways is the plan which identifies the
street classifications for arterials, similar to the MPAH. This Circulation Plan was part of the
previous pre-1996 General Plan, and as such, the City was in compliance with the MPAH.
The General Plan Update adopted in May 1996 inadvertently did not include the Circulation
Plan, and OCTA has determined that the City is out of compliance.
On July 20, 1998 the City Council approved Resolution No. 98-48B "Reaffirming the
Circulation Plan of Arterial Streets and Highways, and Authorizing the Initiation of a General
Plan Amendment for its Inclusion in the Circulation Element of the General Plan." OCTA has
indicated that the City must complete the general plan amendment by November 2, 1998 in
order to maintain its funding eligibility.
C. PLANNING COMMISSION MEETING:
The Planning Commission considered the subject item on September 9, 1998. No one
spoke during the public comment period. The Planning Commission voted unanimously to
approve the General Plan Amendment.
D. STAFF ANALYSIS AND RECOMMENDATION:
Inclusion of the Circulation Plan of Arterial Streets and Highways in the General Plan
Circulation Element does not conflict with any stated goals, polices or objectives. It does not
compromise the existing figures or exhibits in the Circulation Element. It will also not change
the City's desired circulation system which is currently presented in General Plan Figure CE-
3, Potential for 2010 Circulation Plan of Arterial Highways. OCTA does not object to a city
reflecting a desired circulation system in its General Plan that differs from the MPAH as long
as the General Plan also contains an adopted map that is consistent with the MPAH.
It is the City's intention, however, to pursue amendment of its Circulation Plan and the
MPAH to reflect the deletion of the cross-gap connector, minor modifications to other street
segments and potentially the outcome of a regional bridge crossing study being jointly
funded by OCTA and various cities, including Huntington Beach. This process first requires
application to and subsequent approval by OCTA. Then the amendment of the City's

Circulation Plan may be processed through the City's system. It is expected that this
process will begin in the next several months.
If the City does not approve this general plan amendment, it may lose its current fiscal year
1997/98 funding of$261,000 and will not be eligible to compete for approximately $50 to 60
million in future Measure M funding in the next cycle.
Staff recommends approval of General Plan Amendment No. 98-3 to include the Circulation
Plan of Arterial Streets and Highways in the Circulation Element because the amendment is
internally consistent with goals, policies and objectives of the General Plan Circulation
Element, and the amendment is necessary to maintain eligibility for Measure M funding.
Environmental Status:
The Circulation Plan is consistent with assumptions used in Environmental Impact Report
No. 94-1 for the General Plan update approved in May 1996, and inclusion of the Circulation
Plan does not have the potential to cause a significant effect on the environment. No further
environmental review is necessary pursuant to the California Environmental Quality Act.

PLAN OF ARTERIAL STREETS AND HIGHWAYS.
WHEREAS, the General Plan of the City of Huntington Beach was recently amended;and
The previous General Plan Circulation Element included a map entitled"Circulation Plan
of Arterial Streets and Highway,"hereinafter referred to as the"Circulation Plan;"and
In the process of amending the General Plan,the Circulation Plan was unintentionally
omitted from the revised Circulation Element; and
The Circulation Plan depicts the currently adopted system of arterial streets and highways
within the City of Huntington Beach; and
Pursuant to State Planning and Zoning Law,the Planning Commission of the City of
Huntington Beach and the City Council have held separate,duly noticed public hearings to
consider General Plan Amendment No. 98-3 to include the Circulation Plan of Arterial Streets and
Highways in the General Plan Circulation Element; and
After due consideration of the findings and recommendations of the Planning Commission
and all other evidence presented,the City Council finds that the aforesaid amendment is proper and
consistent with the General Plan; and
State law requires a thirty(30)day referendum period after the adoption of an amendment
to a General Plan,
NOW,THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
I. That the Circulation Element of the General Plan is amended to include the
Circulation Plan of Arterial Streets and Highways and associated references,a copy of which is
attached hereto as Exhibit"A"and incorporated by this reference.

Circulation Element
The primary locations where significant roadway capacity deficiencies are expected to occur at year 2010
are in the areas in the northern section of the City near the San Diego Freeway and at the eastern portion of
the City adjacent to the Santa Ana River. Also, it is expected that thirteen traffic signal controlled
intersections are predicted to operate below level of service D in year 2010 without implementation of the
roadway system described in the policy section of this Element.
The potential increase in total citywide trip generation is based on the Land Use Alternative (GPAC 3) at
2010 build-out. The potential build-out will require major improvements to the transportation system, such
as the implementation of roadways that may be proposed in the future and completion of those partially
implemented improvements in transit service, implementation of the City's transportation demand
management program and implementation of programs to reduce the potential for negative impacts on
residential areas. The policies and programs included in the Circulation Element have been designed to
provide a transportation network with adequate capacity to accommodate the build-out of the Land Use
Element and include mechanisms to monitor and maintain acceptable traffic conditions over time as
development occurs.
In order to remain eligible to receive Measure M funds and Congestion Management Plan funds (Prop.
111), the City of Huntington Beach has kept certain elements of the Master Plan of Arterial Highways
(MPAH) on the 2010 Circulation Plan of Arterial Highways. These items include the proposed Santa Ana
River Bridge Crossings and the Bolsa Chica Cross Gap Connector. These elements are required to remain
on the City's Circulation Plan of Arterial Highways to maintain consistency with the Orange County Master
Plan of Arterial Highways(OCMPAH). In addition, the City has included its Circulation
Plan of Arterial Streets and Highways in the General Plan (see Figure CE-13).
As of 1995,Measure M and Congestion Management Plan funds exceeded of$3,000,000.00 per year.
In addition, the Orange County Transportation Authority and surrounding cities are currently participating
in a cooperative study to discuss the appropriateness of certain elements of the OCMPAH. The elements
include, but are not limited to, such roadway segments as the Santa Ana River Bridge Crossings. The
current OCMPAH was adopted assuming a mix of land uses based upon the adopted Land Use Elements
that were in place for the County and each surrounding City. Since that time, the County and the
surrounding Cities have adopted amendments to the land use designations or made strong commitments
to their citizens regarding certain roadway segments of the OCMPAH. For example, the Huntington
Beach City Council unanimously adopted Resolution Number 6544 on November 1, 1993, which
recommended that the County initiate the process to remove the 19th Street/ Banning Avenue and the
Geisler Avenue/Garfield Avenue bridges from the OCMPAH. The County has undertaken this issue by
the formulation of the Santa Ana River Crossings Cooperative Study. These actions along with the
Cooperative Study will necessitate additional review, traffic studies, and environmental review that
possibly will require modifications to the OCMPAH. OCTA has indicated that upon completion of the
update of the Huntington Beach General Plan and the review of the general plans of surrounding cities,
the OCMPAH is scheduled to be updated. At that time, some of the current roadway segments are likely
to be modified or deleted. Due to these uncertainties, future land use planning and transportation
planning will be based upon the changes that surrounding jurisdictions have made to their respective
Land Use and Circulation Elements. The potential changes will be based upon the information gathered
from the recommendations made by the cooperative study on the Santa Ana River Bridge Crossings.
Therefore, there is the possibility that the OCMPAH road segments may never be constructed.

General Plan Amendment No. 98-4 represents a request by the Department of Public Works to amend the

Plan was part of the previous pre-1996 General Plan but was inadvertently not included in the General
Plan Update adopted in May 1996. The amendment to the Circulation Element is necessary for the City to
maintain eligibility for Measure M funds which the City uses for street improvement projects. On July
20, 1998 the City Council approved Resolution No. 98-48B "Reaffirming the Circulation Plan of Arterial
Streets and Highways, and Authorizing the Initiation of a General Plan Amendment for its Inclusion in the
Circulation Element of the General Plan." The amendment is consistent with the City Council's action.
Staff recommends approval of General Plan Amendment No. 98-4 to include the Circulation Plan of
Arterial Streets and Highways in the Circulation Element for the following reasons:

REQUEST: To amend the General Plan Circulation Element to include the Circulation Plan of
Arterial Streets and Highways
PROJECT PROPOSAL:
General Plan Amendment No. 98-4 is requested to amend the General Plan Circulation Element to include
the Circulation Plan of Arterial Streets and Highways, dated September 1998. The Circulation Plan
would be added as Figure CE-13 in the General Plan (Attachment No. 2), and wording on page III-CE-7
would be added to reference the new figure (Attachment No. 3). The Plan would include the recent
amendment to add the segment of Indianapolis between Beach Boulevard and Lake Street as a Collector.
The amendment to the Circulation Element is necessary for the City to maintain eligibility for Measure M
funds which the City uses for street improvement projects.
Background
Eligibility for Measure M funds is contingent upon a city's General Plan Circulation Element being
consistent with the Orange County Master Plan of Arterial Highways (MPAH) which identifies street
classifications for arterials throughout Orange County and establishes a consistent county-wide system. If
a city is out of compliance, it is no longer eligible for Measure M funds. The Orange County
Transportation Authority (OCTA) is the agency which maintains the MPAH and determines compliance.
The City's Circulation Plan of Arterial Streets and Highways is the plan which identifies the street
classifications for arterials, similar to the MPAH. This Circulation Plan was part of the previous pre-1996
General Plan, and as such, the City was in compliance with the MPAH. The General Plan Update adopted
in May 1996 inadvertently did not include the Circulation Plan, and OCTA has determined that the City is
out of compliance.
On July 20, 1998 the City Council approved Resolution No. 98-48B "Reaffirming the Circulation Plan of
Arterial Streets and Highways, and Authorizing the Initiation of a General Plan Amendment for its
Inclusion in the Circulation Element of the General Plan" (Attachment No. 4). OCTA has indicated that
the City must complete the general plan amendment by November 2, 1998 in order to maintain its funding
eligibility.

General Plan Conformance:
The proposed inclusion of the Circulation Plan is consistent with the goals and objectives of the City's
General Plan and will not modify any goals, objectives or policies. All existing figures in the Circulation
Element will remain. Approval of the amendment is consistent with the following policy and
implementation program:
Policy CE 1.1.2 Monitor and participate inapplicable County, Regional, State and Federal transportation
plans and proposals.
Implementation Program I-CE 2 Continue to participate in the County, regional and State transportation
planning efforts such as:.. the Orange County Master Plan of Arterial
Highways.
Environmental Stattts:
The Circulation Plan is consistent with assumptions used in Environmental Impact Report No. 94-1 for
the General Plan update approved in May 1996, and inclusion of the Circulation Plan does not have the
potential to cause a significant effect on the environment. No further environmental review is necessary
pursuant to the California Environmental Quality Act.
Coastal Status:
Parts of the city in the Circulation Plan are located within appealable and non-appealable portions of the
Coastal Zone, however, the proposed project is exempt pursuant to Section 245.06 of the Zoning and
Subdivision Ordinance.
Redevelopment Status: Not applicable.
Design Review Board: Not applicable.
Subdivision Committee: Not applicable.
Other Departments Concerns:
The Department of Public Works recommends approval of the amendment. There are no concerns from
other City Departments.
Public Notification:
Legal notice was published in the Huntington Beach/Fountain Valley Independent on August 27, 1998,
and in lieu of notices to all property owners of record a 1/8 page advertisement was used pursuant to
Section 65353 of the State Planning Law.

ANALYSIS:
Inclusion of the Circulation Plan of Arterial Streets and Highways in the General Plan Circulation
Element does not conflict with any stated goals,polices or objectives. It does not compromise the
existing figures or exhibits in the Circulation Element. It will also not change the City's desired
circulation system which is currently presented in Figure CE-3, Potential for 2010 Circulation Plan of
Arterial Highways (Attachment No. 5). OCTA does not object to a city reflecting a desired circulation
system in its General Plan that differs from the MPAH as long as the General Plan also contains an
adopted map that is consistent with the MPAH.
It is the City's intention, however, to pursue amendment of its Circulation Plan and the MPAH to reflect
the deletion of the cross-gap connector, minor modifications to other street segments and potentially the
outcome of a regional bridge crossing study being jointly funded by OCTA and various cities, including
Huntington Beach. This process first requires application to and subsequent approval by OCTA. Then
the amendment of the City's Circulation Plan may be processed through the City's system. It is expected
that this process will begin in the next several months.
If the City does not approve this general plan amendment, it may lose its current fiscal year 1997/98
funding of$261,000 and will not be eligible to compete for approximately $50 to 60 million in future
Measure M funding in the next cycle.
Staff recommends approval of General Plan Amendment No. 98-4 to include the Circulation Plan of
Arterial Streets and Highways in the Circulation Element for the following reasons:
♦ The amendment is internally consistent with goals, policies and objectives of the General Plan
Circulation Element.
♦ The amendment is necessary to maintain eligibility for Measure M funding.

Request
❖General Plan Amendment No. 98-3 is a request to
amend the General Plan Circulation Element to
include the Circulation Plan of Arterial Streets and
Highways.
4-The amendment to the Circulation Element is
necessary for the City to maintain eligibility for
Measure M funds which the City uses for street
improvement projects.
Background
❖Circulation Plan of Arterial Streets and Highways
identifies the street classifications for arterials.
-.*-The Circulation Plan has historically been part of
the General Plan.
❖When the General Plan was updated in May 1996,
it inadvertently did not include the Circulation
Plan.
❖Because of this, OCTA has determined that the
City is out of compliance with the MPAH.
Background
-*.-On July 20, 1998 the City Council approved
Resolution No. 98-48B "Reaffirming the
Circulation Plan and Authorizing the initiation of
a General Plan Amendment for its inclusion in the
Circulation Element of the General Plan.

Analysis
❖Inclusion of the Circulation Plan of Arterial
Streets and Highways in the General Plan
Circulation Element does not conflict with any
stated goals, policies or objectives. It will also not
change the City's desired circulation system.
❖If the City does not approve this general plan
amendment, it may lose its current fiscal year
(97/98) funding of$261,000 and will not be
eligible to compete for approximately $50 to 60
million in future Measure M funding in next cycle.
Recommendation
❖The Planning Commission voted unanimously to
approve the General Plan Amendment on
September 9, 1998.
❖Staff recommends the City Council approve
Resolution No. 98-77 for General Plan
Amendment No. 98-3 to include the Circulation
Plan of Arterial Streets and Highways in the
Circulation Element.
