CITY COUNCIL COMMUNICATION
HUNTINOTON BEACH
dLr/1
TO: Honorable Mayor and City Council Members
FROM: Pam Julien, City Council Member c'-
DATE: January 26, 1999
SUBJECT: "H" Item for the February 1, 1999, City Council Meeting
Planning Commission Appointments
ISSUE:
In reviewing Chapter 2.34 of the Municipal Code recently, I learned that Section
2.34.060 provides that removal of a member of the Planning Commission requires at
least four (4) affirmative votes of the City Council. This requirement seems inconsistent
with the preceding section of the code (Section 2.34.050) which states: "Each member
of the City Council shall appoint one member to the Planning commission." Such an
appointment does not require a vote of the City Council. Each Council member need
only announce the appointment at a City Council meeting. It is difficult to understand
why each member of the City Council would have sole discretion in appointing a
Planning Commissioner while at the same time being required to have four (4)
affirmative votes to remove a Planning Commissioner.
MOTION:
The City Council direct staff to prepare recommendations for amending Chapter 2.34 by
rewording Section 2.34.060 so that members of the Planning Commission can be
removed at the sole discretion of the City Council member who made the appointment.
