BEARDSLEY, PE, Director of Public Works SUBJECT: Adopt Resolution Concerning the Status of the Circulation Element for the City of Huntington Beach /*5" x/v , o?oD �Z- ,907 F atement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: To be eligible for participation in the Combined Transportation Funding Programs (CTFP), the City is required to adopt a resolution informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways (MPAH). Any changes to the Circulation Element in the past two years must be included in the resolution. Funding Source: No funding is required. CTFP funds of approximately $5 million have been authorized over the next three years. Recommended Action: Adopt Resolution No. c200 - 60? , A resolution of the City council of the City of Huntington Beach Concerning the Status of the Circulation Element for the City of Huntington Beach. Alternative Action(s): Do not adopt the resolution and forego eligibility for participation in the CTFP. This action would result in the loss of approximately $5 million in awarded CTFP funding. a d O �'CC` }�C 1 l v C� V7 2�� )6/ REQUEST FOR ACTION MEETING DATE: August 2, 2004 DEPARTMENT ID NUMBER:PW 04-065 Analysis: The City is required to adopt a resolution every even numbered year informing the OCTA that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of the Circulation Element have been adopted by the City. This resolution allows the City to qualify for participation in the CTFP. The CTFP is a combination of Measure M, federal and local funding programs. These programs were consolidated under one set of procedures and general policies to maximize flexibility in the allocation of funds and minimize the application and administrative burden for local jurisdictions. Huntington Beach has been awarded approximately $3.2 million for CTFP projects over the past two years. Public Works Commission Action: Not required. Environmental Status: Not applicable. Sao 144— a RCA Author: L Taite Jg G:\R C A\2004\04-065 August 2 Taite(Circulation Element Resolution).doc -2- 7/15/2004 3:29 PM ATTACHMENT # 1 RESOLUTION NO. 2004-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF HUNTINGTON BEACH WHEREAS,the City of Huntington Beach desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways(MPAH),and The City of Huntington Beach has endorsed a definition of, and a purpose for, determining consistency of the City's Traffic Circulation Plan with the MPAH, and The City has adopted a General Plan Circulation Element which does not preclude implementation of the MPAH within its jurisdiction,and The City has adopted a resolution informing the Orange County Transportation Authority(OCTA)that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of said Circulation Element have been adopted by the City during Fiscal Years 2002-03 and 2003-04, and The City is required to send annually to the OCTA all recommended changes to the City Circulation Element and the County Master Plan of Arterial Highways for the purpose of requalifying for participation in the Measure M Streets and Road Programs, NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Huntington Beach does hereby inform the Orange County Transportation Authority that: a) The arterial highway portion of the City Circulation Element of the City is in conformance with the County Master Plan of Arterial Highways. b) The City attests that no unilateral reduction in through lanes has been made on any MPAH arterials during Fiscal Years 2002-03 and 2003-04. c) The City has adopted a uniform setback ordinance providing for the preservation . of rights-of-way consistent with the MPAH arterial highway classification. d) The City has adopted provisions for the limitation of access to arterial highways in order to protect the integrity of the system. 04reso/circulation element/7/12/04 1 ,olution 2004-62 PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 2nd day of August ,2004.
