BEARDSLEY, Director of Public Work W SUBJECT: Adopt Resolution Concerning the Status of the Circulation Element for the City of Huntington Beach Statement of Issue, Funding Source, Recommended Action, Alternative Action, Analysis, Environmental Status, Attachment(s) Statement of Issue: To be eligible for participation in the Combined Transportation Funding Programs (CTFP), the City is required to adopt a resolution informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in conformance with the Maste,Plan of Arterial Highways (MPAH). Any changes to the Circulation Element in the past two years must be included in the resolution. (This action is pending and dependent upon the approval of the prior Public Hearing item of General Plan Amendment No. 02-02, Amendment of Circulation Plan of Arterial Streets and Highways at the 10121102 City Council meeting.) Funding Source: No funding is required. Recommended Action: Motion to: Adopt Resolution No. 2ODa -/o# Concerning the Status of the Circulation Element for the City of Huntington Beach. Alternative Action(s): Do not adopt and forego eligibility for participation in the CTFP. This action would result in the loss of approximately $2.6 million CTFP funding. 02-067 July 15 Taite (Circulation Element Status).DOC -9 10/10/2002 2:40 PM I R •EST FOR COUNCIL ACTI010 MEETING DATE: October 21, 2002 Analysis: DEPARTMENT ID NUMBER:PW 02-067 The City is required to adopt a resolution every even numbered year informing the OCTA that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of the Circulation Element have been adopted by the City. This resolution allows the City to qualify for participation in the CTFP. The CTFP is a combination of Measure M, federal and local funding programs. These programs were consolidated under one set of procedures and general policies to maximize flexibility in the allocation of funds and minimize the application and administrative burden for local jurisdictions. Huntington Beach has been awarded approximately $3.2 million for CTFP projects over the past two years. Environmental Status: Not applicable. RO0 -"-/v T A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF HUNTINGTON BEACH WHEREAS, the City of Huntington Beach desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways (MPAH), and The City of Huntington Beach has endorsed a definition of, and a process for, determining consistency of the City's Traffic Circulation Plan with the MPAH, and The City has adopted a General Plan Circulation Element which does not preclude implementation of the MPAH within its jurisdiction, and The City is required to adopt a resolution every even numbered year informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of said Circulation Element have been adopted by the City during Fiscal Years 2000-01 and 2001-02, and The City is required to send every- even numbered year to the OCTA all recommended changes to the City Circulation Element and the MPAH for the purposes of requalifying for participation in the Combined Transportation Funding Programs, NOW, THEREFORE, BE IT RESOLVED that the City of Huntington Beach does hereby inform the Orange County Transportation Authority that: a) The arterial highway portion of the City Circulation Element of the City is in conformance with the latest Master Plan of Arterial Highways. b) The City attests that no unilateral reduction in through lanes has been made on any MPAH arterials during Fiscal Years 2000-01 and 2001-02; except the removal of Orange Avenue between Palm Street and Goldenwest Street. c) The City has adopted a uniform setback ordinance providing for the preservation of rights -of -way consistent with the MPAH arterial highway classification. 02reso/circulation/ 10/10/02 d) The City has adopted provisions for the limitation of access to arterial highways in order to protect the integrity of the system.
