Funding Source: Not applicable. Recommended Action: Motion to: (1) Adopt Resolution No. 98-58 confirming the intent of the City Council to amend the Circulation Element of the General Plan to incorporate the current "Circulation Plan of Arterial Streets and Highways" map, last approved and amended in January 1990. (2) Declare an intention, as part of the General Plan amendment process, to reclassify Indianapolis Street, between Beach Boulevard and Lake Street, to the status of a collector street. 0 0032448.02 -2- 07/14/98 9:16 AM -F REQUEST FOR COUNCIL ACTION MEETING DATE: July 20, 1998 DEPARTMENT ID NUMBER: PW 98-066 Alternative Action(s): Do not adopt the Resolution of Intent and do not direct staff to proceed with the General Plan Circulation Element amendment process, which will result in the City's ineligibility to receive future Measure M funds and, possibly, loss of any FY 1997-98 Measure M projects already funded. Analysis: Current Situation: The County Master Plan of Arterial Highways (MPAH) establishes a consistent county-wide street system. Huntington Beach's current component of the MPAH, identified as the "Circulation Plan of Arterial Streets and Highways" map, (Attachment 2) was last approved and amended in January 1990. The City's adopted 1990 "Circulation Plan of Arterial Streets and Highways" map, which contains bridge crossings and the cross-gap connector, is in the process of being amended. As part of the amendment process, the City Council has funded $15,000 toward a regional study with the City of Costa Mesa and the Orange County Transportation Authority (OCTA). This study should be completed by September 1999; however, until amended, the City's 1990 "Circulation Plan of Arterial Streets and Highways" map remains as the City's component of the MPAH. The City's current General Plan Circulation Element, adopted in 1996, includes the City's intended "Circulation Plan of Arterial Highways" map (Attachment 3). This circulation plan does not include bridges or the cross-gap connector and clearly denotes the City's intentions. However, because the City's 1990 "Circulation Plan of Arterial Streets and Highways" map has not been amended to reflect the Circulation Element's plan, the 1990 map (Attachment 2), remains as the County's component of the MPAH. Consistency. OCTA is charged with assuring that each city's adopted General Plan Circulation Element is consistent with the MPAH. Each local agency's eligibility to receive Measure M funds for local road improvement projects is dependent upon that determination. The OCTA staff has notified the City that the City's most currently-adopted General Plan Circulation Element is not consistent with the County's MPAH because the City's Circulation Element does not include the City's adopted "Circulation Plan of Arterial Streets and Highways" map (Attachment 2). This map was part of the City's previously- adopted General Plan Circulation Element; however, the 1990 map was inadvertently omitted from the current General Plan Circulation Element document. As a result, the City will be declared ineligible for Measure M participation unless this inconsistency is corrected by incorporating the 1990 "Circulation Plan of Arterial Streets and Highways" map (Attachment 2). If this correction is not made, the City will lose the ability to compete for approximately $50-60 million in future Measure M funding. Additionally, the City could lose its current FY 1997/98 funding which totals $261,000. 0032448.02 -3- 07/14/98 1:20 PM REQUEST FOR C •COUNCIL ACTION MEETING DATE: July 20, 1998 DEPARTMENT ID NUMBER: PW 98-066 Necessary Actions for Consistency. The addition of the "Circulation Plan of Arterial Streets and Highways" map to the General Plan Circulation Element will be sufficient for the City to be in technical compliance with the MPAH, with one minor exception. The July 13, 1998 OCTA letter (Attachment 4) substantiates this concurrence. The one minor exception, that will be adjusted in the proposed General Plan Circulation Element amendment process, involves the designation of Indianapolis Street between Beach Boulevard and Lake Street as a collector street. Pursuant to the adopted General Plan Circulation Element, the City requested OCTA to process this change. While the City has not yet concluded its action by amending its "Circulation Plan of Arterial Streets and Highways" map, OCTA has already amended the MPAH; thus, the City's and County's maps are temporarily out of synch. No Substantive Changes. It is essential to recognize that the proposed action is one which will not change any designation previously adopted by either the City Council or Planning Commission regarding the City's planned circulation. Also, the ensuing process to amend the General Plan Circulation Element will not affect the General Plan Circulation Element street designations except for the consistency action pertaining to Indianapolis Street; thus, the attached "Potential for 2010 Circulation Plan of Arterial Highways" map (Attachment 3), (Map "CE-Y in the currently-adopted General Plan Circulation Element) will remain unchanged. The "Potential for 2010 Circulation Plan of Arterial Highways" map is, and will continue to be, the City Council's desired circulation system, even after the "Circulation Plan of Arterial Streets and Highways" map has been incorporated therein. OCTA does not object to a city reflecting such desires in its General Plan as long as it maintains an adopted map that is consistent with the County's MPAH. The City of Costa Mesa has followed a similar practice in its General Plan Circulation Element, and OCTA considers that city's actions to be consistent with the MPAH. To maintain full communication to interested community groups, staff has specifically contacted representatives of the Southeast Huntington Beach Homeowners Association, explained the need for this action, and emphasized that there will be no adverse impacts as a result. Process Steps. The first step in the process to incorporate the "Circulation Plan of Arterial Streets and Highways" map into the Circulation Element of the General Plan is to adopt the attached Resolution of Intent (Resolution 98-58). Staff will then proceed with the amendment of the Circulation Element of the General Plan, including the change to Indianapolis Street mentioned above. The process must be completed by November 2 of this year or OCTA will declare the City to be ineligible to receive Measure M funds for the 1997-98 and 1998-99 funding cycles. This is significant since the total monies available to all agencies is estimated at $17 million for 1998-99 and another $57 million for two fiscal years ending FY 1999-2000. 0032448.02 -4- 07/14/98 1:20 PM REQUEST FOR COUNCIL ACTION MEETING DATE: July 20, 1998 DEPARTMENT ID NUMBER: PW 98-066 Again, it must be recognized that the proposed amendment process will not modify any of the City's General Plan goals, policies, or objectives. It also will not amend the adopted General Plan Circulation Element Figure CE-3, "Potential for 2010 Circulation Plan of Arterial Highways" map that depicts the anticipated future needs and goals of the City. The amendment also will not affect the Santa Ana River Crossings Cooperative Study EIR process currently being pursued by OCTA and several local agencies including Huntington Beach and Costa Mesa. Timing. If the Council takes the recommended action, it will be presented to the OCTA Steering Committee on July 22, the Technical Advisory Committee on August 12, and the OCTA Board of Directors on August 24. Concurrently, in anticipation of OCTA's favorable action on the City's Resolution of Intent, staff will be proceeding with the General Plan amendment process which must conclude by November 2, 1998. NOW, THEREFORE, the City of Huntington Beach does hereby resolve as follows: 1.
