DES JONES, Director of Public Works'' i� RAY SILVER, Assistant City Administrator SUBJECT: Broad Criteria and Objectives for Shea 31 Acres Statement of Issue,Funding Cource,Recommended Action,Alternative Action(s),Analysis,Environment f tay,Attachment s) I Statement of Issue: The property owner of the 31-acre site bounded by PCH, First, Atlanta, and Huntington streets is developing a concept for the future development of this important site. It is desirable for the City Council to establish broad criteria and objectives ! for the development of the site in order to assist the developer in proposing a project acceptable to the community. I Funding Source: N/A Recommended Action: Approve the Broad Criteria and Objectives as set forth in pp J Attachment 1. Alternative Action(s): Modify or Expand the Broad Criteria and Objectives. Analysis: Within the last year, the 31-acre parcel on the site bounded by PCH, First, Atlanta, and Huntington streets, was sold to Morgan Stanley. Morgan Stanley subsequently entered into a joint venture with Shea Business Properties. Shea Business Properties is now working to identify a development scenario for this important and strategic beachfront site in downtown. Most recently, Shea retained the architectural firm of McLarand, Vasquez & Partners (MV&P) to undertake the planning and architecture work on the site. [Incorporate commercial and residential into the project which maximizes the amount of specialty retail, restaurants, entertainment, hospitality, other visitor serving uses and providing the opportunity for creative design and the needs of the customers and residents. Approved 7-0] RE EST FOR CITY COUNCIL AMON Q MEETING DATE: April 21, 1997 DEPARTMENT ID NUMBER: ED 97-14 In 1996, the Redevelopment Agency commissioned a market assessment of a number of key beachfront development sites in the downtown area. This assessment was undertaken by the Sedway Group and focused on the Shea 31 Acres, together with the Waterfront site and areas at the base of the Pier. The City Council reviewed the results of this in December, 1996. For the Shea 31 Acres, the assessment concluded that there was near-term market support for a mix of restaurants, entertainment uses, timeshare/hotel, residential units, and some specialty retail. With demonstrated market support from a first phase of development on this site and development in the surrounding area, additional specialty retail could be supported in the mid- to longer-term. City staff has been meeting on a regular basis with Shea, and these meetings have included MV&P in recent weeks. Rather than have Shea base its ultimate proposals on only staff input and have to "second guess" the Council's desires, staff has developed Broad Criteria and Objectives for the Council to consider and approve. This would assist the developer in making a proposal which addresses the City's concerns and desires upfront. The proposed Broad Criteria and Objectives have been reviewed by key staff in the Development Services departments. In addition, the Council's Economic Development Committee also reviewed and discussed them. Finally, a copy of the draft Broad Criteria and Objectives was shared with Shea and they made a number of suggested changes, many of which have been incorporated by Staff into Attachment 1. This outline presents Staffs proposal for the key criteria. Financial Provide positive cash flow to City General Fund (net of cost of service). Provide positive cash flow to the Redevelopment Agency, net of costs associated with participation in the project, if any. Provides economic success to the property owner. Promotes the financial success of future tenants/business owners in the project. Facilitates full development of the site over a period that would ideally not exceed two or three years. Linkage between commercial phases and residential phases. Address City obligation to construct Walnut/Pacific View extension. Development Assure a high-quality architectural development which is exciting and visually stimulating, while recognizing the relationship of form over function. Strongly consider incorporating mixed-use (commercial and residential) into the project which maximizes the amount of specialty retail, restaurants, entertainment, hospitality, other visitor- serving uses and providing the opportunity for creative design and the needs of the customers and residents. • Assure that the development is planned and designed with the future in mind, specifically discouraging any type of suburban design or development(i.e., parking lots at front of property on Pacific Coast Highway). • Meet public open space standards, and ensure the appropriate accessibility levels to the public. Provide linkages including pedestrian, landscape, and urban design with orientation towards the beach, downtown, and Waterfront development, Functionally from an operational perspective(loading, parking access, etc.), should be integrated as a design concept priority. Provide adequate traffic and circulation improvements which ensure free movement of traffic, pedestrians, and bicyclists in the area given the additional traffic generated, and which provides an inviting and design-compatible connection to the downtown from Pacific View through the site to the existing downtown street grid. Coordinate land use and development standards between Waterfront Resort and future development on the Shea 31 Acres. Address Redevelopment Agency affordable housing requirements for the project. Recognizing the desire to encourage the connections between the Pier, Main Street and the Waterfront Resort, orient the commercial components, especially the retail/restaurant/ entertainment uses, towards PCH and First unless a development scenario is proposed which achieves this objective in an alternate manner. Create a positive and inviting environment for all customers including pedestrians and bicyclists. Environmental Minimize impacts on surrounding neighborhoods. Provide new jobs and economic opportunities to residents of the region. I Fully remediate any soils issues in compliance with State/City requirements. Address impacts identified through the appropriate level of environmental review.
