The General Partnerships of Pacific Enviro Design (211 ac. purchased from Cal Trans) and The Coastal Magnolia Group (45± ac. purchased from Piccirelli) are two separate entities with common planning objectives. I am the Managing General Partner of both partnerships and as such have been designated as spokesman on all matters related to the subject property. I am informed that the City of Huntington Beach is pursuing approval of an overlay zone "Coastal Conservation" for this area. As the representative of a substantial ownership interest of effected property I strongly object to this overlay zone. I believe that it is an impediment to the efforts of good planning and the objectives of the Pacific Coast Highway Coalition. It obstructs other opportunities to implement the cities general plan objectives . The proposed conservation overlay says in effect that no development will be allowed to occur on the property. If the city intends that this area be utilized for public purpose they should complete the process of zoning it for public purpose and proceed with acquisition. Imposing a conservation overlay is inimical to a positive outcome to this matter such as was achieved recently with regard to the Bolsa Chica Wetlands. I strongly feel that before any physical planning is done for the area, we need to complete a consensus planning process such as that started by the Pacific Coast Highway Coalition. In order for that process to be successful , the services of an experienced facilitator will be required. I have also been informed that there may be difficulties related to non-conformance of zoning for this property with the City's General Plan. If this indeed is the case, I would be pleased to sit down with the Council or staff to discuss ways in which the zoning could be brought into conformance without the negative imposition of the coastal conservancy overlay. In the meantime, I will be communicating my concerns to The Coastal Commission. I do urge you to put on hold your efforts to amend the local costal plan. I believe that there are numerous beneficial alternatives which can be explored by the PCH coalition and that any other action is premature Thank you for your consideration in this matter.
