SUBJECT: Approve an appropriation in the amount of $145,000 for security and evidence
handling upgrades for the Police Department, from Property and Evidence
Account, Fund 216, and, authorize the Chief of Police to expend funds
Statement of Issue
The City Council is requested to appropriate $145,000 for security and evidence handling upgrades
for the Police Department
Financial Impact
The funds for this request are available in the Property and Evidence Fund 216 The funds in this
account have been generated from revenue received from auctioned items, and cash deposits
made from unclaimed funds and closed criminal cases These funds have been processed in
accordance with State Law
Recommended Action
A) Appropriate $145,000 in business unit 21670101 for the purchase of security and evidence
handling equipment, and,
B) Authorize the Chief of Police to use these funds to purchase a security surveillance system,
evidence lockers, refrigerated evidence locker, biological evidence dryer, and property room
improvements and installation
Alternative Action(s)
Do not approve the appropriation and direct staff accordingly
Analysis
The Huntington Beach Police Department has a fiduciary obligation to store and protect property
and evidence taken into our custody and return such property to the rightful owners as soon as
practical Our Property and Evidence Unit currently holds over 150,000 items of property and
evidence and takes in on average an additional 1,300 items per month Upgrades and
improvements are needed to address the preservation of high risk items which includes, but not
limited to, firearms, narcotics, and biological (DNA) evidence
In February of 2014, the Huntington Beach Police Department began a full review and
reorganization of the Property and Evidence Unit This was followed up with an independent
consultants report making recommendations for improvements Based on these recommendations
and needs of the Property and Evidence Unit, the department needs to make improvements in the

modular booking lockers and storage units, installation of a new refrigerated evidence locker,
biological evidence dryer and a security surveillance system
Funding the necessary and recommended improvements to the Property and Evidence Unit will
enable the Police Department to conform to industry standards and legal parameters regarding the
storage, retention, and preservation of high risk evidence In the near future a secondary phase of
security and surveillance upgrades will take place This future project will be to integrate the
existing security and surveillance systems of the jail, Police Department, Civic Center, and property
room into one managed system
