The Police Department and Community Services Department are requesting that Municipal Code Section 10 84 120 be amended to allow the Police Department and Community Services to impound bicycles, abandoned and after a 72 hour posted warning, from public areas throughout the City Financial Impact There is no fiscal impact Recommended Action. Approve for introduction Ordinance No 4083, "An Ordinance of the City of Huntington Beach Amending Section 10 84 120 of the Huntington Beach Municipal Code Relating to Impounding Parked Bicycles," which would authorize the Police Department and Community Services to impound bicycles that have been abandoned in any public place, after a 72 hour posted warning was issued Alternative Action(s) Do not approve the ordinance and direct staff accordingly Analysis The Police Department has noticed an increase in bicycles left unattended for extended periods of time throughout the City. These bicycles have been left secured to public fences, City signs, and bicycle racks The ordinance would allow officers to impound these abandoned bicycles after placing a 72 hour notice on the bicycle The bicycle would then be placed into property at the Police Department and held according to current law The existing language in the Municipal Code allows for the impounding of an abandoned bicycle only on the beach and service road There has been an increase of abandoned bicycles throughout the City, which has caused safety issues on public walkways and near buildings In an effort to properly address this issue, the Police Department is recommending the changes listed in the ordinance, which will allow us to better serve the community Environmental Status.
