SUBJECT: Approve and authorize the City Manager to offer a $25,000 reward to
the public for information leading to the arrest and felony conviction of
the person(s) responsible for the attempted murder of two Huntington
Beach Police Officers
Statement of Issue: Approve and authorize the City Manager to offer a $25,000 reward to
the public for information leading to the arrest and felony conviction of the person(s)
responsible for the attempted murder of two Huntington Beach Police Officers.
Financial Impact: Sufficient funds already exist in the Federal Asset Forfeiture Fund,
Account #21270101, in the Police Department Budget.
Recommended Action: Motion to:
Approve and authorize the City Manager to expend $25,000 as a reward program based on
witness information that leads to the arrest and felony conviction of this crime.
Alternative Act! on(s): Do not. approve the recommended action.
Analysis: On April 24, 2011, at about 3:20 AM, two uniformed Huntington Beach police
officers were driving through the Oakview Neighborhood responding to multiple 9-1-1 calls of
"shots fired" in the area. The police officers were driving their marked patrol unit down an
alley when an unknown suspect pointed a handgun at them, fired one shot and fled on foot.
The suspect for this crime, a male Hispanic adult, was not located by the numerous police
officers that searched for him during this early morning crime.
Several leads were developed and investigated over the following months, but no arrests
have been made for this crime. Some circumstantial evidence exists, but due to the lack of a
cooperative witness coming forward, the investigation is no longer progressing.
The police department believes that a reward being offered for information on this case could
persuade a witness to come forward that would lead to the arrest and conviction of the
responsible suspect.

The Huntington Beach Police Officers' Association (HBPOA) has offered a reward of $5,000
for information leading to the arrest and conviction of the suspect responsible for this crime,
and has expressed their support for an additional reward being offered by the City.
